This position is responsible for the managerial direction and leadership of the Environmental Studies Department of the Environmental Services Global Practice at our World Headquarters in Kansas City. Specific areas of responsibility include the following, with other duties as assigned by senior management:
+ Assign work and review performance to ensure the efficient, cost-effective utilization of staff.
+ Recruitment, development, training and retention of staff.
+ Interpret policies, purposes, and goals of organization to staff.
+ Serve as the technical advisor, provide senior-level input and evaluation on a variety of environmental studies and deliverables.
+ Demonstrate creativity, foresight and mature judgment in anticipating and solving problems.
+ Determine departmental objectives and requirements, organize projects and develop standards and guidelines.
+ Prepare and monitor department budget and expenditure of funds for staff hours, supplies, training, and equipment.
+ Recommend changes in basic structure and organization of the department to ensure the effective fulfillment of objectives assigned to it.
+ Build effective relationships with existing clients, customers and contractors and develop new business opportunities.
+ Responsible for ensuring customer satisfaction goals and expectations are met.
+ Participate in sales and marketing efforts and identify key pursuits.
+ Lead the development of cost proposals and qualification statements to achieve stated targets and standards for financial performance.
+ Prepare and present project budgets and cost estimates.
+ Report project performance.
+ Provide leadership, guidance and instruction to the environmental studies practice.
+ Mentor and guide less experienced environmental professionals.
+ Work to assess opportunities to expand environmental services within the office and evaluate opportunities to cross-sell other services for other Global Practices.
+ Promote profitable and sound growth.
+ Achieve stated targets and standards for financial performance.
+ Identify and market services to clients and internal stakeholders to meet sales goals, profitability, and objectives for department.
+ Understand the direction and trends in technology and the Environmental Studies industry for the Environment Services service offerings in each respective market sector and provide guidance to staff to align our services with industry trends.
+ Responsible for QA/QC process adherence.
+ Responsible for effective communication with other disciplines.
+ Responsible for compliance with company and site safety policies.
**Qualifications**
+ Bachelor's degree in environmental science, engineering or related field from accredited program.
+ Minimum 7 years related professional experience in routing, state licensing and permitting, and environmental studies and/or project management.
+ Detailed knowledge and practical experience working on NEPA projects with various market sectors including Utilities, Renewables, Transportation and/or Oil, Gas & Chemicals.
+ Previous management experience is preferable.
+ Must demonstrate excellent oral and written communication skills; strong interpersonal skills; and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.
+ Position requires the ability to thoughtfully and positively influence, lead, and manage change.
+ Candidates must possess strong project management skills and a strategic perspective.
+ Must be proficient in the use of basic computer software (i.e., Microsoft Word, Excel, PowerPoint).

**Summary**
The College of Letters, Arts, and Science (LAS) at the University of Colorado Colorado Springs (UCCS) will establish and maintain a pool of Lecturers in Geography and Environmental Studies from which future appointments to temporary, non-tenure track positions will be made. Appointments are part-time (less than 50% time) and will be made semester-by-semester.
The position is responsible for teaching various courses for Geography and Environmental Studies, however, exact courses taught will depend on need at the time of hire The courses may be in person or online.

**Key Responsibilities:**
+ Lead and coordinate the Pre-NOI phase of transportation infrastructure projects, focusing on preliminary design development, feasibility assessments, and early stakeholder engagement.
+ Manage the full lifecycle of the EIS process, including preparation of scoping documents, public involvement, technical studies, and coordination with regulatory agencies.
+ Interface with local, state, and federal agencies (e.g., NYSDOT, NYCDOT, FHWA, MTA, DEC) to ensure compliance with NEPA, SEQRA, and other applicable regulations.
+ Oversee multidisciplinary consultant teams, ensuring adherence to project timelines, budgets, and quality standards.
+ Serve as a liaison to community stakeholders, elected officials, and the public throughout the environmental and design process.
+ Prepare and present project updates, findings, and recommendations to agency partners and senior leadership.
+ Develop and manage project schedules, risk assessments, and strategic action plans from concept through EIS completion.
+ Provide mentorship and guidance to junior staff and contribute to business development efforts.
**Qualifications:**
+ Bachelor's degree in Civil Engineering, Environmental Planning, Urban Planning, or a related field (Master's degree preferred).
+ Minimum of 15 years of experience in transportation project management, with experience managing major transportation projects through preliminary design, including EIS experience
+ Strong knowledge of New York State agency procedures and permitting processes, including NYSDOT's Project Development Manual and SEQRA/NEPA processes.
+ Proven success leading large-scale infrastructure projects through environmental and preliminary design milestones.
+ Developed alternatives analysis for major transportation projects.
+ Exceptional communication, negotiation, and stakeholder engagement skills.
+ PMP certification or PE license in New York State is a plus.
**Preferred Experience:**
+ Experience with federally funded transportation projects and familiarity with FHWA NEPA process.
+ Knowledge of GIS tools and environmental impact analysis software.
+ Prior work with Metropolitan Planning Organizations (MPOs) and municipal planning departments within New York.
+ Experience with broad scope oversight of a Planning and Environmental Linkages (PEL) Study

We are seeking a **Senior Project Manager** to lead and support transportation infrastructure projects throughout New York State. This position plays a critical role in managing scoping, preliminary design phases, and in facilitating the delivery of preliminary design reports including Environmental Impact Statements (EIS) in compliance with federal, state, and local requirements. The ideal candidate will have extensive experience with New York State agency processes and a proven track record managing complex transportation projects through scoping and preliminary design including engineering and environmental review phases.
This role is open to candidates that are located in New York or New Jersey, with the option to discuss a hybrid arrangement.
**Key Responsibilities:**
+ Lead and coordinate the Pre-NOI phase of transportation infrastructure projects, focusing on preliminary design development, feasibility assessments, and early stakeholder engagement.
+ Manage the full lifecycle of the EIS process, including preparation of scoping documents, public involvement, technical studies, and coordination with regulatory agencies.
+ Interface with local, state, and federal agencies (e.g., NYSDOT, NYCDOT, FHWA, MTA, DEC) to ensure compliance with NEPA, SEQRA, and other applicable regulations.
+ Oversee multidisciplinary consultant teams, ensuring adherence to project timelines, budgets, and quality standards.
+ Serve as a liaison to community stakeholders, elected officials, and the public throughout the environmental and design process.
+ Prepare and present project updates, findings, and recommendations to agency partners and senior leadership.
+ Develop and manage project schedules, risk assessments, and strategic action plans from concept through EIS completion.
+ Provide mentorship and guidance to junior staff and contribute to business development efforts.
**Qualifications:**
+ Bachelor's degree in Civil Engineering, Environmental Planning, Urban Planning, or a related field (Master's degree preferred).
+ Minimum of 15 years of experience in transportation project management, with experience managing major transportation projects through preliminary design, including EIS experience
+ Strong knowledge of New York State agency procedures and permitting processes, including NYSDOT's Project Development Manual and SEQRA/NEPA processes.
+ Proven success leading large-scale infrastructure projects through environmental and preliminary design milestones.
+ Developed alternatives analysis for major transportation projects.
+ Exceptional communication, negotiation, and stakeholder engagement skills.
+ PMP certification or PE license in New York State is a plus.
**Preferred Experience:**
+ Experience with federally funded transportation projects and familiarity with FHWA NEPA process.
+ Knowledge of GIS tools and environmental impact analysis software.
+ Prior work with Metropolitan Planning Organizations (MPOs) and municipal planning departments within New York.
+ Experience with broad scope oversight of a Planning and Environmental Linkages (PEL) Study

Salary Range: $144,800.00 - $260,600.00

The Assistant Environmental Scientist will assist in conducting environmental and siting studies, preparing permitting applications and analyzing environmental data for various types of projects, including high-voltage transmission line routing, power generation construction activities and water treatment facilities.
+ Assist in conducting field surveys, assessments and collecting project-related data for analysis in environmental impact projects.

**Qualifications**
