Summary:

TheEPA Liaison (Interdisciplinary Engineer) shall provide contractor services to satisfy the overall operational objectives of NAVFAC Marianas.
Duties and Responsibilities:
+ Assist the Navy through coordination with EPA personnel with matters affecting environmental resource protection including the land, air, water, and other regulated environmental resources within the Marianas Islands.
+ Provide support that may include environmental inspections, design reviews, plan reviews, permit application reviews, process checklists, regulatory meeting coordination, preparation of technical documents and studies, and review of draft environmental evaluations and studies.
+ Assist in the coordination of permit and plan reviews between regulators, project teams, and other government stakeholders with the ultimate goal of expediting regulatory reviews and processes and reducing rework, including populating review checklists and quality assurance of government submittals.
+ Perform expediter work as mutually agreed upon between the Joint Region Marianas and the EPA to directly benefit DoD priorities.
+ Provide support for the preparation and review of sections of specifications, basis of design, and construction plans that involve regulated environmental matters.
+ Perform environmental compliance assessments, inspections, and/or audits of construction activities.
+ Review Environmental Protection Plans, Waste Management Plans, SPCC Plans, and other similar work products for the benefit of DoD projects.
+ Review project designs and specifications to identify issues affecting pollution reduction or prevention.
+ Recommend possible compliance measures that the Navy or other applicable entity may elect to implement to mitigate adverse effects.
+ Assist in the establishment and management of DoD regulatory submittal quality assurance programs within the Marianas Islands.
+ Assist with administrative tasks, including tracking, monitoring, data management, and records retention of documents and studies, filing and organization, and routine program updates to the chain of command.
+ Develop or update agreements between Joint Region Marianas and Territorial or Commonwealth regulatory jurisdictions within the Marianas islands that streamline regulatory processes.
+ Provide oversight and coordinate between the Environmental and Design and Construction Business Lines during project planning and design relative to related environmental requirements that affect regulatory permitting (e.g., NEPA, Cultural Resources, Natural Resources, Compliance, etc.), mitigation cost, and schedule.
+ Review and identify technical problems and situations to assist government personnel in responding to and resolving requirement comments, questions, and discrepancies.
+ Utilize web-based EPA tracking and monitoring systems to identify bottlenecks or issues during design review or permit issuance.
+ In coordination with Business Lines, facilitate the development of responses to technical questions and other requested actions (e.g., data calls) using experience and knowledge of environmental requirements while considering facility planning, design, and execution.
+ Develop drafts of informational and decision briefs and point papers for government approval.
+ Provide logistics support for environmental meetings, including reservation of meeting rooms, meeting materials, and equipment.
+ Coordinate with team members to execute project scope, schedules, and budgets in conformance with the project and customer requirements related to environmental compliance.
+ Facilitate the minimization of project delays by providing technical reviews and recommendations when requested (for RFIs, changed conditions, contractor proposal reviews, etc.). Provide field support for the Government Designer of Record when requested.
+ Research environmental compliance-related codes, guidance, policies, procedures, processes, criteria, and federal and local laws and regulations and provide sound technical recommendations in writing.
+ Apply innovative technical principles, practices, and theories to the resolution of technical issues.
+ Perform field investigations, including the review of as-builts, to determine existing conditions, document findings, and provide a report to include a written summary of the observations, data collected, and photographs about any environmental compliance matter.
+ Expertly coordinate systems of efficient and documented communication between the Government client, NAVFAC team members, leadership, project stakeholders, and various regulatory agencies.
+ Coordinate and hold meetings, recommend requirements, coordinate workflow processes, schedule/coordinate plans of actions and milestones (POAMs), and inform all personnel. Provide written minutes for all meetings.
+ Review technical reports, RFIs, designs, and design changes for both design-build and design-bid-build projects, project deliverables, submittals, cost proposals from contractors, etc. to ensure compliance with customer and RFP regulatory requirements.
+ Provide technical support for the review of the commissioning plan, design and construction submittals, and field inspections to ensure that systems meet operational permit requirements by EPA.
+ Provide technical support for the construction field activities and associated preparatory and quality control meetings or training to reinforce EPA permit or design review requirements.
+ Contractors shall not engage in work entirely and directly vested in regulatory agency authority such as approving designs, permit applications, or performing regulatory enforcement activity and must perform any task to benefit the Department of Defense.
+ Other duties as assigned.
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
+ Bachelor's degree from an accredited college in Architectural or Engineering
+ 5+ years of Design Management experience; environmental engineering experience is highly desirable
+ U.S. Professional Engineering Registration (P.E.) is required
+ U.S. Professional Architecture Registration (RA) is desirable but not required
+ Must have proof of US citizenship
+ Background check required and must be able to obtain a Secret clearance.
Knowledge, Skills, and Abilities:
+ Experience in environmental regulatory permitting and design review processes in various environmental media/processes, including but not limited to air emissions, water resource protection, drinking water, wastewater, stormwater, solid and hazardous waste, toxic substances, cleanup and remediation, and pollution prevention.
+ Have demonstrated knowledge of broad-based engineering and/or environmental protection principles.
+ Sound understanding of construction concepts, principles, and practices applicable to multi-disciplined engineering projects and the design, layout, and management of construction operations.
+ Thorough knowledge of environmental criteria related to design and construction.
+ High degree of competence in the use of Microsoft applications (Word, Excel, PowerPoint, and MS Project) and other computer skills used to generate and manage data.
+ Advanced skills in problem-solving.

The Opportunity

Gene Pumping Plant/Whitsett Intake Pumping Plant

MWD Road, Parker Dam, CA, 92267. 

Work Schedule:  4/10 (Mon-Thurs) with every Friday off

Pay: Prevailing Wage

The selected candidate will utilize their HVAC skilled labor with mechanical aptitude, capable of performing routine maintenance and minor repairs at an O&M Level II. This individual would support journey-level HVAC technicians as needed, while also being able to work independently with minimal supervision. Familiarity with basic electrical safety protocols and HVAC fundamentals is essential.

*Responsibilities include cleaning and lubricating evaporative coolers across the assigned area, replacing belts and filters during scheduled HVAC maintenance, and assisting with equipment installations and replacements. This support will help ensure our systems operate efficiently during the high-demand months. 

*Knowledge and experience – Apprentice/Journeyman with a strong mechanical background and have Universal EPA card is recommended.

Required Knowledge of : Employees in this title are semi-skilled and learn and utilize skills through classroom and on-the-job training or they are obtaining the necessary experience working with higher level Carpenters to competently demonstrate:

Theories, practices, tools and materials of carpentry and their application to building construction, finish carpentry improvement, maintenance and repair work, State and local building codes and other regulations for all phases of new building construction, renovation, remodeling and facility improvements related to carpentry, the installation of a variety of floor, wall and ceiling materials providing structural and interior integrity and quality, the installation of drywall and similar materials, doors and windows of various sizes and configurations, the construction of concrete forms, pouring and finishing concrete surfaces necessary to support and complete carpentry projects, the coating of rough, finished and assembled articles with different carpentry and masonry related finishes and on varied materials, safety practices and regulations for operating mechanical and electrical equipment specific to the craft being performed.

Description
As an Environmental Science Intern, you will assist the engineering team members in the execution of their project work in the following areas:
+ Apply professional environmental/engineering skills to meet project team and client needs for defining, evaluating, and implementing environmental compliance and permitting projects
+ Identify the environmental requirements that apply to electric power related projects, including electric power generating stations, substations, and transmission line projects
+ Work with project engineers to ensure projects are designed and developed using criteria that recognize all relevant environmental requirements
+ Prepare permit applications for state and local permitting agencies
+ Prepare complex technical reports including site selection studies, environmental and social impact assessments, compliance audits, and regulatory reviews
Qualifications
Essential skills and experience:
+ Must have an expected graduation date in December 2026 or Spring 2027 toward a BS in Environmental Engineering, Environmental Science, or related field, MS preferred
+ Excellent written and verbal communication skills
+ Ability to interact and multitask with project team members, clients, and regulatory agencies
Valued but not required skills and experience:
+ Familiarity with environmental compliance and permitting for complex industrial projects, and/or environmental laws and regulations that apply to large industrial facilities

Compensation Range
$17.50 - $27.00

The Energy & Industrial Group (EIG) specializes in delivering advanced engineering solutions across various sectors, including power generation, environmental compliance, oil & gas, and industrial projects, from new plant design to plant betterment and upgrade services for operating facilities. We have designed nearly 900 conventional power plants, yielding over 100,000 megawatts (MW) of generation capacity. Our expertise includes numerous recent and ongoing combined cycle projects that leverage the latest advanced machinery, including combustion turbines, steam turbines, and heat recovery steam generators from all leading suppliers. **Responsibilities**
+ Solve complex problems, assist project managers, and collaborate across disciplines to produce our clients' visions for the future built environment.
+ Develop familiarity with the federal, state, and local regulations, as well as Kimley-Horn's and our client's practices, procedures, and standards.
+ The opportunity to gain knowledge in one or more of the following: natural resource regulations, water quality regulatory programs, wetlands identification including knowledge of botany and soil science and experience in ecology, wildlife biology, water resources, geographic information systems, and environmental science.
