Job Description


The Estimating Manager is responsible for overseeing the entire estimating process, ensuring the implementation and adherence to standardized procedures, methods, and processes for estimating deliverables such as bid packages and budget tracking tools. Additionally, the Estimating Manager will manage the estimating team, oversee the bidding process, and ensure the successful completion of construction estimates that result in awarded construction projects. This position reports directly to the Company President.


Estimating Manager Duties


Leadership & Team Development


  • Manage, coach, and develop a high-performing estimating team, setting clear objectives and conducting performance reviews to foster professional growth.
  • Establish and track departmental KPIs (Key Performance Indicators), assessing the ongoing performance of direct reports to ensure goals are met.
  • Serve as the primary liaison between the estimating team and executive leadership, ensuring clear communication and alignment on all projects.


Bid & Proposal Management

  • Oversee the entire bidding process, from evaluating customer RFQs (Requests for Quotation) and bid invitations to assigning projects to the estimating team.
  • Thoroughly review and verify the accuracy of all estimates, quantity take-offs, and proposals prepared by the team, ensuring they meet both client standards and internal quality benchmarks.
  • Coordinate with internal departments, subcontractors, and suppliers to gather all necessary inputs for comprehensive and competitive bid packages.
  • Maintain the estimating database by logging all bid invitations and proposals for cost tracking and historical analysis.
  • Participate in pre-bid and post-bid meetings as required to clarify scope and finalize details.


Project Handoff & Post-Award Support

  • Act as the key liaison to the Project Management team upon project award, ensuring a seamless transition from bid to subcontract.
  • Conduct post-award reviews to confirm all necessary documentation (contracts, Letters of Intent) is secured before work commences.
  • Oversee the initial project setup process, including submittal generation, material ordering, document uploads to Procore, and coordination with the Operations team on scheduling.
  • Review final contracts against bid documents, providing strategic feedback and recommendations to the President prior to execution.


Strategy & Process Improvement

  • Develop and maintain a robust, best-practice cost estimating process that aligns with quality standards and project requirements.
  • Drive continuous improvement by analyzing cost data, identifying inefficiencies, and applying cost engineering techniques to optimize operational processes.
  • Analyze economic trends and market conditions to assess risks and their potential cost implications on projects.
  • Prepare area-specific forecasts and report on project status to support strategic business planning.


Client & Vendor Relations

  • Cultivate and maintain strong client relationships, acting as the primary point of-contact for proposals and bid-related inquiries.
  • Actively market the company’s services to existing and potential clients to foster new business opportunities.
  • Analyze supplier quotations to ensure they align with internal "should-cost" estimates and provide the best value.


Job Qualifications


Experience


  • Minimum of 7 years of progressive experience in commercial masonry or a related construction field (eg general contracting, drywall, landscaping, concrete, etc.)
  • Demonstrable experience managing the entire bid lifecycle for large-scale commercial and residential projects.


Skills & Abilities


  • Expert Proficiency: Deep understanding of construction estimating techniques, including quantity take-offs, cost analysis, and reading blueprints and specifications.
  • Leadership: Strong ability to lead, mentor, and motivate a team to achieve departmental goals and produce high-quality work.

  • Presents prepared estimate by combining numerical data and descriptive information in a clear, concise proposal.
  • Consult with clients, vendors, personnel in other departments, or construction personnel to discuss and formulate estimates and resolve issues.
  • Maintains the company’s proprietary cost database by entering and backing up data.
  • Maintains technical knowledge by attending project walk-throughs and interfacing with clients.
  • Review material and labor requirements to decide whether it is more cost effective to produce or purchase components.
  • Reviews scope of work with division managers, estimators and account managers.
  • Assembles and prepares proposal letters, SOV’s, CPM schedules, and other client furnished documents as required for each RFQ.

The Commercial Estimator is responsible for evaluating, analyzing, and preparing cost estimates for plumbing & HVAC materials, equipment, and systems for large-scale commercial projects. This role involves collaborating with clients, contractors, engineers, and internal teams to ensure accurate, competitive, and profitable bids for plumbing supplies.

Essential Functions:

Estimate Preparation:

  • Review and analyze project plans, specifications, and blueprints to determine the scope of work and materials required.

  • Prepare detailed cost estimates for plumbing systems, including pipes, fittings, fixtures, valves, water heaters, and other related components.

  • Utilize software and spreadsheets to create accurate and comprehensive cost estimates.

Supplier and Vendor Coordination:

  • Collaborate with suppliers and vendors to obtain quotes and pricing information for materials and equipment.

  • Negotiate pricing with suppliers to ensure cost-effective solutions while maintaining quality standards.

Bid Submissions:

  • Develop and submit competitive bids for materials ensuring compliance with all project specifications and requirements.

  • Work with project managers and sales teams to review proposals and adjust estimates as needed to meet client needs.

Cost Analysis and Reporting:

  • Conduct cost analysis to identify cost-saving opportunities and ensure projects remain within budget.

  • Track and report on cost discrepancies, delays, or changes to project scope that may affect estimates.

Project Support:

  • Provide ongoing support to the sales, operations, and project management teams throughout the project lifecycle.

  • Assist in resolving any issues related to plumbing material procurement or delivery.

Client Interaction:

  • Communicate with clients to clarify project requirements, answer questions, and adjust estimates as needed.

  • Ensure customer satisfaction by providing accurate estimates, updates, and technical assistance as required.

Documentation and Compliance:

  • Maintain organized records of all estimates, proposals, contracts, and correspondence.

  • Ensure compliance with relevant codes, regulations, and industry standards in all estimates.

Qualifications

Qualifications:

  • Bachelor’s degree or equivalent experience in similar industry sales, construction management, engineering, or a related field.

  • Previous experience in plumbing, HVAC, or mechanical estimating, particularly in a wholesale environment.

  • Strong knowledge of plumbing and HVAC systems and materials.

  • Excellent communication, negotiation, and problem-solving skills.

  • Proficient with computers and software systems.

  • Strong attention to detail and ability to work under pressure to meet deadlines.

**Electrical Division**
Since the early 1990s, Shimmick has been self-performing electrical scopes for infrastructure projects. Shimmick offers electrical, instrumentation, and process controls expertise for water and wastewater treatment; dams and locks; mass transit and rail; alternative energy; power generation and transmission; and commercial building projects. Our ability to self-perform this specialty work offers additional value and enables us to better control cost and schedule for projects with major electrical and process mechanical scopes. Our clients include municipalities, water districts, sanitation districts, transit agencies, private developers, DOTs, and USACE.
**Responsibilities**
The Estimating Coordinator is responsible for supporting the estimating team in preparing accurate and competitive cost estimates for construction projects. This role involves organizing bid documents, coordinating subcontractor and supplier proposals, managing bid schedules, and assisting in the overall estimating process to ensure timely and efficient bid submissions.
The responsibilities of this position include, but are not limited to the following:
**Bid Preparation & Submission**
+ Collect, review, and distribute bid documents, including plans, specifications, Q&A, and addenda.
+ Assist in preparing and submitting bid proposals, ensuring completeness and accuracy.
+ Assist in obtaining signatures and approvals for bid documentation.
+ Scan in quotes and/or make a bid book and maintain organized files.
**Document Control**
+ Organize, format, and maintain all bid documentation, including subcontractor quotes, certifications, safety records, bonding information, and past project references.
+ Maintain up-to-date records of bid opportunities, submission status, and project awards.
+ Assist with printing, binding, and delivery of hard copy bids or online bids when required.
+ Organize bid folders and help with post-bid follow-up documentation.
**Subcontractor & Vendor Coordination**
+ Distribute bid invitations and project documents to subcontractors and suppliers.
**Internal Communication**
+ Coordinate with the estimating team, project managers, safety, and legal departments to gather all required inputs for each bid.
+ Schedule internal bid reviews, walk-throughs, and submission approvals.
+ Communicate deadlines and deliverables clearly across teams.
**Bid Opportunity Monitoring**
+ Track and monitor opportunities on procurement portals such as DOT, municipal bidding platforms, and private client portals.
+ Log upcoming bids, deadlines, and potential projects for the estimating calendar.
+ Assist in entering the pursuits into our CRM platform.
**DBE/GFE Compliance & Outreach**
+ Manage Good Faith Effort requirements which include documentation, advertising and outreach.
+ Research and understand each pursuit and Agency's GFE/DBE/SBE requirements for the projects that we pursue.
+ Complete all Good Faith Efforts for all pursuits in a timely and organized manner. Manage the estimating team to ensure that GFE/DBE/SBE requirements are considered and complied with during the bidding and close-out process.
+ Attend Pre-bid and Outreach meetings as required.
+ Attend GFE/DBE/SBE Seminars and trainings.
+ Maintain DBE/SBE subcontractor/supplier database (SmartBidNet/Building Connected)
+ Assist with DBE compliance with ongoing projects as needed
**Qualifications**
Minimum Requirements:
+ Bachelor's Degree in Engineering, Construction Management, or related field or demonstrated equivalency of experience and/or education.
Preferred Qualifications:
+ Previous experience in construction estimating, coordination, or a related role.
+ Proficiency in estimating software (e.g., Smartbid, Building Connected, Bluebeam, Cosential or similar).
+ Strong organizational and multitasking skills.
+ Excellent communication and ability to pivot quickly
+ Proficiency in Microsoft Office Suite (Excel, Word, Outlook)
Additional Information:
+ Qualified applicants who are offered a position must pass a pre-employment substance abuse test.

The salary range for this position is between **$60,000 - $95,000** per year depending on experience and/or education.
