Job Description
The Estimating Manager is responsible for overseeing the entire estimating process, ensuring the implementation and adherence to standardized procedures, methods, and processes for estimating deliverables such as bid packages and budget tracking tools. Additionally, the Estimating Manager will manage the estimating team, oversee the bidding process, and ensure the successful completion of construction estimates that result in awarded construction projects. This position reports directly to the Company President.
Estimating Manager Duties
Leadership & Team Development
- Manage, coach, and develop a high-performing estimating team, setting clear objectives and conducting performance reviews to foster professional growth.
- Establish and track departmental KPIs (Key Performance Indicators), assessing the ongoing performance of direct reports to ensure goals are met.
- Serve as the primary liaison between the estimating team and executive leadership, ensuring clear communication and alignment on all projects.
Bid & Proposal Management
- Oversee the entire bidding process, from evaluating customer RFQs (Requests for Quotation) and bid invitations to assigning projects to the estimating team.
- Thoroughly review and verify the accuracy of all estimates, quantity take-offs, and proposals prepared by the team, ensuring they meet both client standards and internal quality benchmarks.
- Coordinate with internal departments, subcontractors, and suppliers to gather all necessary inputs for comprehensive and competitive bid packages.
- Maintain the estimating database by logging all bid invitations and proposals for cost tracking and historical analysis.
- Participate in pre-bid and post-bid meetings as required to clarify scope and finalize details.
Project Handoff & Post-Award Support
- Act as the key liaison to the Project Management team upon project award, ensuring a seamless transition from bid to subcontract.
- Conduct post-award reviews to confirm all necessary documentation (contracts, Letters of Intent) is secured before work commences.
- Oversee the initial project setup process, including submittal generation, material ordering, document uploads to Procore, and coordination with the Operations team on scheduling.
- Review final contracts against bid documents, providing strategic feedback and recommendations to the President prior to execution.
Strategy & Process Improvement
- Develop and maintain a robust, best-practice cost estimating process that aligns with quality standards and project requirements.
- Drive continuous improvement by analyzing cost data, identifying inefficiencies, and applying cost engineering techniques to optimize operational processes.
- Analyze economic trends and market conditions to assess risks and their potential cost implications on projects.
- Prepare area-specific forecasts and report on project status to support strategic business planning.
Client & Vendor Relations
- Cultivate and maintain strong client relationships, acting as the primary point of-contact for proposals and bid-related inquiries.
- Actively market the company’s services to existing and potential clients to foster new business opportunities.
- Analyze supplier quotations to ensure they align with internal "should-cost" estimates and provide the best value.
Job Qualifications
Experience
- Minimum of 7 years of progressive experience in commercial masonry or a related construction field (eg general contracting, drywall, landscaping, concrete, etc.)
- Demonstrable experience managing the entire bid lifecycle for large-scale commercial and residential projects.
Skills & Abilities
- Expert Proficiency: Deep understanding of construction estimating techniques, including quantity take-offs, cost analysis, and reading blueprints and specifications.
- Leadership: Strong ability to lead, mentor, and motivate a team to achieve departmental goals and produce high-quality work.
- Software Proficiency: High proficiency with construction estimating software and office productivity tools. Experience with Procore is strongly preferred.
- Communication: Exceptional verbal and written communication skills, with the ability to professionally represent the company to clients, vendors, and internal teams.

- Organizes, manages, and completes electrical estimating quote log which consists of approximately 10 quotes (average) per day.

- Presents prepared estimate by combining numerical data and descriptive information in a clear, concise proposal.

The Estimating Manager will work within Network Connex’s Data Center Services group and will be responsible for the successful direction, planning and administration of the group’s estimating program and operations. Job Duties and Responsibilities:

**Job Description**
Under the overall guidance of the Program Controls Deputy Director, the Program Estimating Manager oversees the Program Estimating Unit as a key team member. Situated within the Project Controls Office, Program Planning and Control Branch, this role is highly interactive and requires the estimating manager to both lead and actively engage in all estimating activities.
**Position Responsibilities**
+ Manage the cost estimating group in the development of all capital cost estimates for CAHSRA from planning conceptual level to final design and construction cost estimates.

**Role Summary**
The Estimating Manager 1 will prepare cost estimates for competitive bids and negotiated proposals, develop more economical ways to construct projects and provide comprehensive deliverables for major estimates. This position will be responsible for applying JE Dunn processes and tools to develop project estimates. All activities will be performed in support of the strategy, vision and values of JE Dunn.

**Key Role Responsibilities - Core**
_ESTIMATING FAMILY - CORE_
+ Performs quantity survey of materials shown on project plans.
+ Reads and outlines project specifications.
+ Maintains an audit trail of the quantity survey from estimate to estimate.
+ Supports vendor/subcontractor pricing/bid solicitation and coordination.
+ Supports the distribution of plans and specifications to vendors/subcontractors.
+ Works collaboratively and creates relationships with a variety of stakeholders, such as project team members, subcontractors, vendors and clients.
+ Gains self-perform estimating experience.
+ Gains field operational exposure through onsite project support, as opportunities exist.

In addition, this position will be responsible for the following:
+ Prepares complex cost estimates for competitive bids and negotiated proposals.
+ Prepares material and other costs summary for quotes from vendors.
+ Tracks value creation items from development through inclusion and documents in project documentation.
+ Develops and manages scopes of work for all trades, including responsibility matrix, distribution of plans and specifications, and pricing, bid solicitation and coordination for vendors and subcontractors.
+ Utilizes knowledge of the project schedule and logistics in project estimates.
+ Assists with system analysis of building components and MEP systems and assists operations staff on project logistics, staging, phasing plans, and coordination.
+ Coordinates bid day summaries, general requirements and participates in project procurement presentations.
+ Collaborates with operations and field staff to develop more economical ways to construct projects during the preconstruction process.
+ Provides professional and comprehensive deliverables at the completion of each major estimate.
+ Improves project profitability opportunities by applying basic understanding of insurance structures, fees and rates.
+ Provides training and mentorship to others.
**Knowledge, Skills & Abilities**
+ Ability to perform work accurately and completely, and in a timely manner.
+ Communication skills, verbal and written (Intermediate).
+ Ability to conduct effective presentations.
+ Proficiency in MS Office with emphasis on strong Excel skills (Intermediate).
