**About the Project Estimation Manager Position**
The Project Estimation Manager is responsible for estimating, developing and managing all necessary project estimating activities for various energy expansion and maintenance projects. In this role you will lead the effort with internal and external engineering, procurement, and vendor resources to develop and maintain current market cost data. The Project Estimation Manager will also own the estimating process and assist in the generation of project scope development and project cost estimating.

+ Responsible for maintaining a global cost database related to labor, materials, and past project expenditures.
+ Drive the conversation around associated risks and cost of mitigation.
+ Present, explain, and justify project estimates to senior management and relevant stakeholders.
+ Spearhead the development of precise cost information necessary for ensuring competitive and viable project budgets and timelines.
+ Able to work with numerous internal departments and project stakeholders, as well as external companies and third parties.
+ Responsible for maintaining a base template of potential maintenance and capital expansion projects.
+ Advise project teams on potential constraints during the planning, design, and construction phases of project.
**What You Bring to the Table:**
+ Bachelors' degree in Engineering, Construction, or other technically focused track from an accredited college or university; will consider a combination of experience and/or education.
+ Ideally, 7+ years of experience in the energy/utility industry or closely related sector.
+ Ability to travel up to 20% of the time.
+ Understanding of energy-related maintenance and expansion projects.
+ Excellent oral and written communication skills, as well as strong analytical skills and the ability to work with internal and external companies.
+ Ability to understand concepts of AI technology and utilize this technology to streamline accurate results.

**Job Summary**
POWER Engineers, Member of WSP's Power Delivery Business Unit, Minneapolis Substation Department, is seeking an Estimation Analyst to join our Estimating Team in Amarillo, TX.
The Estimation Analyst will play a critical role in supporting the accuracy, efficiency, and consistency of project cost estimating for substation projects. This position is responsible for maintaining estimating databases, analyzing cost trends, tracking estimate accuracy against actual project outcomes, and ensuring the estimating team has the most current cost data and tools available.
Working closely with the Lead Estimator and Project Estimators, the Estimation Analyst will provide the data backbone for estimating operations - including cost benchmarking, variance analysis, and tool optimization. This role is well-suited for analytical professionals who excel at working with data, software tools, and process improvement to support high-quality project outcomes.
**Responsibilities**
**Data & Database Management**
+ Maintain and update estimating databases with current labor rates, material prices, bid units, and subcontractor data
+ Ensure cost data integrity and accuracy across all estimating tools and templates
+ Develop and manage work breakdown structures (WBS) and cost breakdown structures (CBS) in collaboration with project controls
+ Build and maintain material assemblies in estimating software (e.g., InEight, Assembly Manager) for use in cost models
**Analytics & Reporting**
+ Track and report variance between estimated and actual project costs using BI dashboards and analytical tools
+ Identify cost trends, escalation factors, and market risks to support accurate forecasting
+ Conduct variance analysis and lessons learned reviews to refine estimating accuracy
+ Provide management with reports and insights on estimating performance metrics
**Process & Tool Support**
+ Support implementation, testing, and optimization of new estimating tools, templates, and digital platforms
+ Convert outdated macros into Office Scripts to improve security and shareability
+ Assist in integrating external resources (commissioning, inspections, surveys, trucking, etc.) into estimating templates
+ Provide technical support to estimators on software use, data queries, and reporting needs

**Required Education/Experience**

Position Summary: Director, Pre-Construction & Estimation
The position’s primary responsibilities are developing relationships with customers, identifying available jobs, scoping projects, prepare quantity take-offs, formulating cost estimates, estimating material and labor costs and preparing/submitting bid documents. For awarded contracts the Director of Pre-Construction & Estimation will manage the assembly of requisitions, submittals, job control systems, billings and financial analyses to assure success and profitability. Duties include Project Scoping, Subcontractor Management, Estimation, Bid Preparation and Management Reporting. Recommends changes when necessary and assists in implementation of new processes.
Principal Accountabilities:
Project Scoping. Coordinates with client to assist them in establishing the project scope and standards of construction projects. Assesses scope, location of the job and all other relevant aspects of the project.
Subcontractor Management. Communicates projects to subcontractors and solicits pricing per specifications. Canvasses the marketplace to identify new subcontractors in specific divisions of labor and confirms market pricing. Estimates labor, materials, and special machinery requirements required to execute each project, to include gathering information on site location, access, and water accessibility, availability of electricity and ease of access to other services. Also will make note of and examine the surface topography and drainage, if applicable.
Bid Preparation. Prepares bids in accordance with project scope and company profitability requirements.
Construction Management. Manages field construction team to complete projects in accordance with project scope, schedule and profitability.
Management Reporting. Responsible for providing the necessary reports for visibility into the project’s budget, profitability and schedule. Primary responsibility for alerting management of project defects that will cause the company financial harm, i.e. outstanding accounts receivable, unbudgeted expenses, etc.
Qualifications:
• Bachelors of Science in Building Construction, Construction Management, Construction Engineering or equivalent degree.
• Minimum 5 years’ experience in corporate, industrial or commercial estimation with requisite knowledge of building construction, materials and methods.
• Skill in reading and interpreting drawings, plans and specifications is required.
• Experience with the requisite pre-construction software, estimation tools and industry best practices are required.
• Candidates must have strong financial and analytical skills, as they’ll as an eye for detail.
