GDIT has an immediate opening for an **Expatriate Payroll Tax Analyst** . The selected candidate will administer and manage the Expatriate / International Assignee Tax Program including tax equalization, shadow payroll, and related services and compliance programs. As an individual contributor, you will develop and deliver compliant wage / payroll tax and social insurance programs for cross-border workers on short- or long-term assignment on U.S. Government, foreign government, or commercial contracts. The position is responsible for GDIT compliance in the areas of home and host wage / payroll taxes including imputed income, reconciliations, allocations, tax settlements, foreign remittances, accruals, and reporting of GDIT's expatriate tax program.
You will support the broader International Human Resources and Global Mobility Team. Additionally, you will document processes, develop communications, and deliver training to stakeholders including employees, managers, and functional departments. Other projects that the successful candidate will lead or contribute to include: country-level global mobility frameworks, business process improvement and automation, and other projects as required. The position will work closely with Payroll, AP, HR, Program Managers, Employees, Contracts and Pricing, and multiple external vendors.

**HOW YOU WILL MAKE AN IMPACT:**
**Full-lifecycle expatriate / international assignee tax program service delivery with tax equalization, shadow payrolls, and tax protection programs,**
**Coordinate with foreign vendors for execution of foreign payrolls,**
**Administer processes for:**

Job Summary
El Paso County's Treasurer's Office is seeking a detail-oriented, knowledgeable, and customer service-focused Tax Compliance Specialist to join their team. Responsible for compliance with Colorado Revised Statutes relating to collections and redemption of ad valorem taxes. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.
Essential Duties/Responsibilities
- Complies with statutory collection processes to include redemptions, assignments, endorsements, notifications, cancellations, records notations, and records maintenance.
- Responsible for statutory compliance of treasurer tax deed processes and/or certificates of ownership, including notifications, application processes, escrow ledger maintenance, and issued deed/certificate of ownership verification.
- Processes tax payments as necessary.
- Research and review public records to assist with resolving ownership or other property issues and collection issues to ensure compliance.
- Provides and disseminates information to professionals and the general public regarding collection and enforcement of delinquent taxes.
- Prepares, updates, and analyzes complex statistical reports and documents.
- Responsible for identifying and reporting uncollectable ad valorem taxes to the Board of County Commissioners for cancellation.
- Responsible for monitoring bankruptcy cases affecting property in El Paso County, including filing bankruptcy claims and withdraws within the proper jurisdiction as required.
- Accurately calculates certified tax amounts for partial or full acquisitions by government entities as required.
- Processes and balances electronic payment files from mortgage service companies as required.
- May serve as a backup for verifying and updating daily payment transactions for multiple registers.
- Process tax roll changes as required.
- Performs other duties as required.

Mission of the Role:
The Tax Compliance Specialist's primary mission is to ensure compliance with U.S. federal tax regulations while contributing to the company's underlying business objectives and strategic direction. The role demands that the successful candidate is efficient and effective, with strong income tax technical and accounting skills who can focus on the key drivers of a decision and think through the down-stream consequences. This role has tremendous growth opportunity in analytical and leadership skills and capabilities.
Key Objectives of this Role:
- Prepare, review, and analyze key international tax compliance issues relating to Federal Forms 5471, 8858, 8865, 1118, 8990, 8992 and 8993 necessitating a strong understanding of E&P, Subpart F, GILTI, FDII, FTC and Section 861 expense allocation.
- Prepare, review, and analyze international tax elections and disclosures such as check-the-box elections, DCL, CBC reporting, etc.
- Assist in review and analysis of other domestic elements of the Company's consolidated U.S. Federal Income tax return (Form 1120).
- Plan and communicate the level of dividends, monitor the payment of dividends, track and maintain previously tax earnings and profits, compute the impact of foreign exchange gains and losses of remitted and unremitted earnings for US tax accounting and compliance purposes.
- Assist the tax accounting team with the quarterly and year-end U.S. income tax provision, including tax contingencies, deferred tax balances, valuation allowance assessments, effective tax rate, return to provision and footnote disclosure.
- Research tax issues for planning and compliance purposes and draft memoranda to support and document conclusions and assist in review and analysis of transactions to determine any tax and reporting impact.
- Assist with the development of a comprehensive Pillar II implementation strategy, including on-going compliance requirements.
- Collaborate with cross-functional teams, including finance, legal, external tax consultants, and tax co-sourcing partners.
- Remain current on new federal tax laws and regulations, ensuring full compliance and minimizing potential risks.
- Continuously review and enhance federal tax-related processes, identifying opportunities to streamline operations and increase efficiency.
- Complete an in-depth analyses of Visteon's U.S. international tax compliance status providing recommendations to improve process and mitigate tax risk upon audit.
- Implement at least one technology-driven solution to enhance the efficiency and effectiveness of an existing tax compliance process.
- Collaborate with Tax Director to develop tax modeling to optimize Visteon's U.S. tax attributes.
- Successfully build an internal resource network evidenced by collaboration with cross-functional teams to obtain information necessary to complete key objectives.
- Complete an in-depth analyses of Visteon's U.S. international tax compliance status providing recommendations to improve process and mitigate tax risk upon audit.
- Implement at least one technology-driven solution to enhance the efficiency and effectiveness of an existing tax compliance process.
- Gain thorough understanding of Pillar II reporting requirements, including assisting in the implementation and execution of automated and comprehensive global processes and procedures.
- To the extent not a current skillset, become proficient in Corptax, QAD, OneStream and Alteryx through training modules and on the job learning.
- Bachelor's degree in Accounting, Finance or equivalent required
- CPA and/or Master's degree in Taxation preferred
- 5+ years of progressively responsible tax experience
- Proven knowledge of U.S. Federal & International return compliance process
- Strong understanding of financial statements, general ledgers and local statutory reporting
- Advanced skills in Microsoft Office Suite, especially Excel required
- Corptax, QAD, SAP, OneStream and Alteryx experience preferred
- Excellent communication and interpersonal skills, with the ability to build strong relationships with internal and external stakeholders
- Strong analytical and problem-solving skills, with the ability to think creatively and strategically
- Self-starter with the ability to work independently and as part of a team
- Results oriented, multi-tasker who builds commitments and enthusiasm to meet deadlines and achieve goals

Job Summary:
We are looking for a highly analytical and detail-oriented professional to lead our payroll tax compliance and research efforts. This role is responsible for ensuring accurate and timely payroll tax filings, maintaining compliance with all applicable federal, state, and local tax regulations, and proactively monitoring legislative changes that may impact payroll operations. The ideal candidate will have a strong understanding of payroll systems, tax reporting requirements, and the ability to interpret complex tax laws. This position plays a key role in implementing and maintaining compliance with all regulations, minimizing risk, and ensuring operational accuracy.
WHAT TO EXPECT DAY-TO-DAY:
- Maintain up-to-date knowledge of tax laws and regulations affecting payroll to ensure full compliance with federal, state, and local payroll tax regulations.
- Ensure accurate tax withholdings and deductions for weekly multi-state payroll processing.
- Review and reconcile quarterly and annual payroll tax returns (e.g., 941, 940, W-2, W-3).
- Reconciliation of payroll tax collections and agency payments.
- Research and resolve payroll tax variances.
- Respond to tax notices and inquiries from government agencies.
- Manage tax filing & payment services cases with UKG.
- Collaborate with HR and Finance to ensure alignment on employee classifications and taxable benefits.
- Support internal and external audits.
- Monitor employee tax data in payroll systems and update as necessary.
- Assist with year-end processing and distribution of tax forms.
WHAT YOU NEED:
- 3+ years of payroll experience with a strong emphasis on tax compliance.
- Knowledge of IRS regulations and multi-state payroll tax requirements.
- Strong analytical and problem-solving skills.
- Ability to handle confidential information with discretion.
- Proficiency in payroll software and Microsoft Excel
- Undergraduate degree in Accounting or Business

The Payroll Tax Compliance Specialist ensures Border States is compliant with all federal and state payroll taxing authorities, establishes controls to verify compliance, and trains payroll staff on regulatory changes.
ResponsibilitiesEssential Functions
- Ensures compliance with all federal and state payroll regulations.
- Provides communication and training of regulatory changes to all appropriate individuals.
- Ensures all regulatory reports are filed within established deadlines.
- Maintains state tax accounts, including the establishment and closure of tax withholding and unemployment accounts, as needed.
- Resolves issues with tax agencies in a timely manner.
- Establishes controls to verify compliance with regulatory agencies and accuracy of pay statements and ensures tests are performed according to prescribed timelines.

- Audits employee tax withholding information to ensure appropriate state taxes are being withheld.

- Controls and process improvements related to indirect tax filing
- Indirect tax matters in the customer onboarding process
- Create and update indirect tax filing instructions
- Design, implement and document indirect tax compliance related processes
- Manage and control counterparty licenses and certificates
- Manage master data in the tax engine.

- Bachelor or higher, preferably in taxation, law or accounting.
- At least 3 - 5 years of relevant experience from an audit, tax consultancy, law firm, in-house indirect tax function and/or authority side.
- Experience in excise tax and sales tax return filing in the US within the Oil and Gas industry.
- Self-leadership skills and independent time management.
- Capability to define, manage and develop processes.
- Can-do attitude, development mindset and skills.
- Team player flexibility and capability to cooperate in order to achieve the common goal.
- Good negotiation and communication skills.
- A desire to develop and renew.
Experience with tax engines, SAP and experience in IT-related development and/or implementation is considered an asset. We also value knowledge of customer onboarding and counterparty license and certificate management.
