Seattle Children's External Affairs team champions hope, cures, and care for children in the Pacific Northwest through engagement with policymakers, communities, and decisionmakers across the Washington, Montana, Alaska, and Idaho (WAMI) region. The External Affairs Manager for Communications and Advocacy is responsible for visioning, leading, and driving advocacy, communications, and coalition strategic engagement across External Affairs. The Manager is a deft communicator, with a strong understanding of advocacy and communications tools to support strategic and innovative communications methods. **Required Education and Experience**
Bachelor's Degree in a related field or equivalent combination of education and experience.

Experience planning, implementing, and managing complex programs and projects.
Experience with budget management.

**Essential Functions**
+ Serve as logistical point for all external-focused on-site events, such as hosting legislators, policy roundtables, openings, etc.
+ Lead without authority within and across teams to lead and deliver results on complex projects.
+ Build and maintain cooperative relationships with key stakeholders across the enterprise, other partner institutions, and throughout the community.
+ In collaboration with leadership, build out an external strategic engagement plan, including- but not limited to alignment between government affairs priorities and community health needs assessment; prioritization of coalition engagement; priority of engagement of underrepresented communities.
+ Participate and serve as a representative on task forces, committees, coalitions, councils, and forums that inform about External Affairs priorities.
+ Track media coverage on key relevant issues and develop tools for internally and externally disseminating relevant information.
+ Develop, maintain, and improve EA internal and external web presence, including social media.
+ Provide leadership through the development, coordination, implementation, and articulation of Seattle Children's health policy community health advocacy priorities.
+ Act as an enterprise/community liaison through regular accountable contact (one-on-one meetings and regularly scheduled external meetings or events) with neighbors, community stakeholders, non-profit organizations, and assigned groups.
+ In collaboration with team leadership, develop, stand-up, and maintain an on-going advocacy strategy.
+ Carefully document, organize, and develop tools for managing external contacts.
+ Develop talking points, one pagers and other key messaging material to effectively convey our messaging to an array of advocacy voices.

**Compensation Range**
$104,797.00 - $157,195.00 per year

- Organize events like the Day at the Capitol, support other Days at the Capitol, and press conferences for legislative priorities.
- Support the development of all policy and lobbying strategies, incorporating best practices in anticipation of fast-paced changes in the political, electoral, and public policy environment.
- Advocate for CAAL’s position on pending legislation at the State Legislature through lobbying, written, and verbal testimony.
- Engage with policymakers at the U.S. and State Capitol and be present at the legislature.
- Work with units of government, such as the state, county, city, and school boards.
- Develop relationships and organize CAAL’s network leaders, local coalitions, and community partners.
- Prepare, review, and edit research memos, briefs, reports, projects, and presentations in a variety of formats to engage a diverse range of constituents.
- Support the Policy and Advocacy Team to build social media presence as thought leaders and policy experts.

Requirements:
- Master’s or professional degree in public policy, public administration, advocacy and political leadership, or related field.
- Minimum of three years of policy or legislative experience
- Minimum of three years organizing experience on political or issue campaigns
- Represent CAAL’s perspective and position in policy-making spaces.
- Confidence in writing, reading, and summarizing policy research, community engagement feedback, and CAAL’s position.
- Experience in at least one of the following areas: education, economics, immigration, anti-Asian hate/combating hate, community safety and/or other policy issues impacting Asian Americans.
- Willingness and availability to work on evenings and weekends when community is available with ability to travel, including occasional overnight, and multi-day travel.

Reporting directly to the CEO, this role is responsible for translating field-level insights from MBK Denver, the MECF, and community stakeholders into statewide policy influence, strategic advocacy campaigns, and cross-sector partnerships that advance Vision 2030.
As a division head, the Managing Director oversees two major statewide initiativesMBK Denver and the Male Educators of Color Fellowshipby managing their respective program managers and ensuring their work is strategically aligned to SFPIAs goals. The Managing Director also serves as the primary facilitator of the Policy Council and is the lead representative of SFPIA to legislators, policy coalitions, funders, and other high-level stakeholders.
Key Responsibilities
1. Division Leadership & Strategy
Lead and manage SFPIA as a distinct division of the Sims-Fayola Foundation, ensuring full alignment with Vision 2030 goals for systemic equity.
Supervise the MBK Denver Manager and MECF Manager, providing strategic direction, oversight, and accountability for their initiatives.
Oversee implementation of the MBK Denver Local Action Plan and the MECFs statewide educator pipeline strategy.
Serve as the primary organizational spokesperson for SFPIA policy priorities in legislative, coalition, and funder settings.
Translate direct-service insights into policy briefs, legislative testimony, and targeted advocacy campaigns.
Develop and implement SFPIAs annual policy agenda in collaboration with the Policy Council, MBK Denver, MECF, and the CEO.
Maintain and grow relationships with legislators, education agencies, advocacy coalitions, and system leaders.
Monitor state and national legislative landscapes to identify and act on opportunities for influence.
3. Collective Impact & External Partnerships
Build and manage strategic partnerships across public, private, and nonprofit sectors to advance systems-change goals.
Oversee work with Brigham & Associates (evaluation and shared measurement), Gia LLC (policy coaching and facilitation), and Akira Media (strategic communications).
Represent SFPIA in statewide coalitions, policy convenings, and public forums to expand influence and visibility.
Cultivate relationships with funders to support SFPIAs policy and advocacy work.
4. Oversight of Advisory Bodies
Facilitate and direct the work of the Policy Council, ensuring community-rooted priorities are embedded into advocacy strategies.
Support MBK Denver and MECF Managers in their co-leadership of the Fayola Student Advisory Council (FSAC), ensuring youth-led recommendations inform SFPIAs policy agenda.
Ensure alignment between FSAC, Policy Council, and other stakeholder groups to maintain a cohesive advocacy strategy.
Partner with Brigham & Associates to ensure SFPIAs work is data-driven, rigorously evaluated, and continuously improved.
Use shared measurement systems to track Vision 2030 progress and report results to internal and external audiences.
Integrate evaluation findings into legislative engagement, public messaging, and coalition strategies.
Qualifications
Education:
Bachelors degree required; Masters in Public Policy, Education Leadership, Political Science, or related field preferred.
Experience:
Minimum 7 years in policy advocacy, systems-change leadership, or public affairs.
Demonstrated success in legislative engagement and coalition-building.
Experience supervising managers or multi-program teams.
Track record of advancing equity-centered policy and working with underrepresented communities, especially boys and young men of color.
Skills:

Role-Specific KPIs
The Managing Director of Policy, Advocacy & Collective Impact will be evaluated annually on the following division-wide performance measures:
1.MBK Denver Implementation Conduct quarterly milestone reviews with the MBK Denver Manager and develop action plans for any Local Action Plan milestones at risk; ensure annual activation targets are met or exceeded.
2.Policy Influence Ensure 100% on-time delivery of policy briefs and legislative testimonies in alignment with legislative calendars; meet or exceed annual output targets.
3.MECF Impact Provide bi-annual strategic coaching to the MECF Manager to align fellowship activities with SFPIAs policy agenda; ensure retention and site expansion targets are achieved.
4.Youth Voice in Advocacy Ensure FSAC insights are integrated into at least 80% of Policy Council agenda items; support the development of FSAC-led or co-authored policy products to meet annual targets.
5.Replication Readiness Lead creation and dissemination of replication toolkits and peer learning circles; secure at least one replication-ready partnership by FY28.
6.Cross-Sector & Partner Engagement Conduct quarterly progress reviews with Brigham & Associates, Gia LLC, and Akira Media; build or maintain 58 active legislative or coalition partnerships annually.
7.Leadership & Management Conduct bi-annual performance reviews for MBK Denver and MECF Managers; maintain a 90%+ on-time deliverables completion rate and achieve 80%+ team satisfaction.

**Responsibilities**
The **Ascension Data Sciences Institute (ADSI)** was created in July 2019 with the mission of supporting Ascension in achieving its Quadruple Aim with uniquely skilled, high-performing associates who develop analyses, models and applications to enable Ascension in providing higher value healthcare and making strategic decisions. In this highly visible role, you will contribute to the development of analytics to support Ascension's Advocacy department through data-driven insights and advisory for critical federal and state legislation impacting healthcare delivery and access. Example subject areas may include: site neutral payment reform, fiscal policy proposals, and annual regulatory updates to public insurance programs.
The senior analyst will be responsible for:
+ Evaluating volume and financial impacts to the health system related to proposed policies and/or policy changes.
+ Supporting stakeholders with advanced analyses and consulting, with a focus on policy implications related to healthcare services access and reimbursement across Ascension sites of care.
+ Serving as key resource/SME in collection and analysis of data from multiple sources for the development of reports, including querying relational databases, performing complex analyses, and contextualizing data across billing, clinical, and claims data repositories and external datasets.
+ Interpreting outliers, patterns, and trends, and compiling recommendations in ad hoc and standard reports/presentations to senior management.
+ Developing innovative methodologies for analyzing complex problems, and designing streamlined reporting for best-in-class data analytics and advisory.
+ Providing leadership, orientation, training, coaching, and mentoring to staff on how to access reports and interpret the data.
+ Making recommendations for continuous improvement for all data, reports, presentations, and other shared materials.
+ Overseeing the provision of ad hoc management reports, including design, build, and delivery.
**Requirements**
Education:
+ High school diploma/GED with 2 years of experience, or Associate's degree, or Bachelor's degree required.
Work Experience:
+ 3 years of experience preferred.

+ Master's degree or higher in public policy, healthcare administration, healthcare economics or public health preferred

Position Summary
The Senior Director of Government Relations is responsible for providing strategic leadership in advancing the organizations legislative, regulatory and policy objectives. The Senior Director of GR will lead the Government Relations department and manage advocacy strategies to align with NIHBs mission. This position will collaborate with internal teams, government agencies, Tribal leaders, and other external stakeholders to shape policy decisions that impact Tribal health and related public policy matters. This position will also provide high-level advice and support to executive leadership and the board, ensuring the alignment of advocacy efforts with the organizations goals and values. POSITION RESPONSIBILITIES Department Leadership:
- Lead, mentor, and support the Directors and staff in the Government Relations department.
- Oversee the development and implementation of team structure, team goals and performance metrics.
- Work with the Development Department to cultivate support for our policy and advocacy work.
- Colead collaboration among NIHBs departments in Public Health, Development, Operations, and Communications, with Government Relations.
- Develop and manage budgets for the department and policy projects.
- Manage all department grants and cooperative agreements.
- Develop meaningful policyfocused relationships with Area Indian Health Boards and external Tribal/nonTribal partners.
- Design and implement organizations government relations strategies to influence public policy and regulatory outcomes in alignment with organizations goals and objectives and promotes Tribal health priorities.
- Collaborate with member organizations and key stakeholders and subject matter experts to identify and prioritize key legislative and administrative policy issues impacting Tribal health and formulate strategies to address them.
- Lead the preparation and dissemination of reports, testimonies, public comments, and other materials addressing the NIHBs priority policy issues
- Oversee all Government Relations Technical Assistance, Capacity Building, and Outreach and Education initiatives.
- Lead the development of NIHBs legislative and policy agenda, policy positions, advocacy materials, and strategic communications to support the organizations objectives.
- Build and maintain strong relationships with Congress, Administration officials, Indian Health Service leadership, and regulatory agencies and represent the organizations interests on Capitol Hill and with the Executive Branch.
- Monitor and analyze legislative and regulatory developments, providing timely updates and recommendations to the Executive Team and Board of Directors.
- Represent the organization in meetings, hearings, and other forums related to policy and regulatory matters.
- Develop and maintain strategic partnerships and coalitions with member organizations, Tribes, and other advocacy groups to advance shared policy goals.
- Coordinate joint advocacy efforts and leverage collective resources to enhance the organizations impact.
- Serve on public and private external bodies such as coalitions, boards, and steering committees.
- Work with the Communications Department to develop and execute communication strategies to convey the organizations policy positions and advocacy efforts to Tribes, members, media, and the public.
- Direct the development of briefing materials, testimony, and reports for internal and external stakeholders.
- Track and report on the progress of legislative and regulatory initiatives, assessing their impact on Indian health.
- Provide regular updates and reports to the CEO, Executive Team, and Board of Directors on advocacy activities and outcomes.
REQUIREMENTS
- Bachelors degree in Public Policy, Public Administration, Business Administration, Political Science, Law, or a related field; Masters or advanced degree or equivalent experience preferred.
- Minimum of 810 years of experience in government affairs, public policy, or legislative advocacy, with a strong track record of success in a nonprofit environment.
- At least five years of leadership and management experience with direct responsibility for organizational government relations operations and crossdepartmental collaboration
- Demonstrated experience in federal, state, or Tribal government relations.
- Strong understanding of policy processes, particularly as it relates to Indian Country.
- Indepth knowledge of the legislative and regulatory process with experience engaging with federal agencies (e.g., IHS, HHS, CMS, HRSA), Tribal leaders, and Congressional staff on matters impacting Tribal communities.
- Proven track record in developing and executing organizational strategies that advance missiondriven goals, particularly within the Tribal health, public policy, or nonprofit sectors.
