Essential Duties and Responsibilities:
  • Handle bid protests and resolve disputes pertaining to government contracts efficiently.
  • Advise on cybersecurity issues, ensuring compliance with regulatory standards.
  • Master acquisition regulations, including FAR and DFARS, and assist in compliance assessments.
  • Draft and analyze Requests for Equitable Adjustment (REAs) and engage in CDA claim litigation.
  • Provide legal guidance on federal subcontracting issues, including dispute resolution and compliance.
  • Manage multiple award contracts and assist small businesses in navigating government procurement processes.
Minimum Position Qualifications:
  • At least 4-5 years of experience in government contracts law, preferably within a law firm environment.
  • Strong analytical and writing skills, capable of conducting comprehensive legal analyses and drafting detailed legal documents.
  • Familiarity with bid protests, REAs, CDA claim litigation, FAR and DFARS compliance, and federal subcontracting.
  • Robust academic background in law; Juris Doctorate from an accredited law school required.
  • Admission to the Virginia State Bar is highly preferred, or willingness to obtain admission shortly after hire.

To be considered for the Government Contracts Specialist position, here's what you'll need to bring with you:

  • Bachelor's degree or equivalent work experience.
  • 5+ years' experience government contracting, FAR, DFAR, SAM, DIBBS, PIEE, DLA, DCMA, DCAA, TINA proposals, etc.
  • Experience working in a manufacturing environment (aerospace preferred) or contracting work supporting the aerospace manufacturing industry.
  • PC and software proficiency (ERP/MRP, CRM, and Microsoft Office Suite).

As a Government Contracts Specialist, you will:

  • Manage Contract full life cycle: Planning and conducting negotiations on price, technical requirements, terms, and conditions of the contract, contract assembly, review legal terms & conditions to ensure compliance, submittal and tracking through all phases of completion.
  • Develop government compliant Truth in Negotiations Act (TINA) packages.
  • Collaborate cross functionally to manage & report on contract status, submissions, deliverables dates, and address potential issues.
  • Act as point of contact to external government contracting officers, prime contractors, and subcontractors.
  • Assist the Legal department in coordinating and reviewing contractual agreements. Coordinate input from internal stakeholders on business terms.
  • Coordinate with the Finance and Revenue functions to ensure compliance with contract-specific cost accounting requirements, A/P and A/R.
  • Assisting PMO and operations in contract interpretation as it pertains to program execution. Assist with government required actions to reflect Ontic as the EOM after product line acquisition or licensing. I.e. CAGE migration, gov logistics database updates.
  • Responsible for coordination and maintenance of OIG entity registrations in System for Award Management (SAM).
  • Support and participate in DLA, DCMA and DCAA audits as required, with support from Finance, revenue management, and other internal functions.
  • Interpreting and applying current Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR) Supplement, Agency directives, and local agency purchasing regulations, policies and procedures.

Summary:

The Associate Director of Government Contracts will become a subject matter expert for government channels and programs. This individual will utilize their experience and technical knowledge to prepare gross-to-net estimates for close and projection cycles, communicate results to cross-functional business partners and prepare scenario analysis to support business decision making. Adjust projection methodologies to improve accuracy.

  • Communicate observed trends and variance explanations to stakeholders in various departments at multiple levels. Develop new methodologies to efficiently monitor sales and discounts at deeper levels of detail as needed, while continuing to communicate findings in a clear and simple way.

  • Build and run scenario models to inform brand pricing and contracting teams of the impact alternative actions (e.g., pricing, commercial contracting, distribution practice changes) would have on government channels. Increase general awareness of how various actions impact government gross-to-nets.

  • Interpret changing CMS guidance and new regulatory proposals as they are released. Quantify potential impact, adjust projection models as needed and provide explanations.

  • Along with other team members, modernize gross-to-net operations through implementation of a new centralized system (Anaplan) and identify opportunities to leverage AI to improve forecast accuracy and efficiency.

  • Maintain policies and procedures in support of Sarbanes-Oxley (SOX) controls. Provide support to both internal and external audits.

  • Contribute to critical work of growing importance in a highly dynamic environment.

Qualifications:

  • BA/BS in Business, Finance, or related discipline.

This role negotiates and influences internal and external parties and represents the organization in complex legal matters. Communicates with top executives regarding matters of critical and strategic importance such as litigation and practice in government, commercial, employment, M&A, anti-trust, environmental, real estate, corporate, intellectual property, contracts and licensing law. Develops strategies to ensure best practices are used when focusing on the achievement of business results through legal action / activities.
This individual will ideally sit onsite at one of our main Collins locations but remote is a possibility.
**What You Will Do**
+ Represents company on internal and external legal issues
+ Acts as a strategic business partner to review, draft, negotiate, and advise on a wide variety of government and commercial agreements to meet business and legal requirements, including OTAs, FAR 15 and FAR 12 agreements, SaaS agreements, master services agreements, licensing agreements, reseller agreements, professional services agreements, marketing agreements, vendor agreements, and non-disclosure agreements; partner with relevant business stakeholders as necessary
+ Supports, coaches, and trains contracts, sales, supply chain, quality, engineering, and other functional teams on deal structure, contract negotiations, best practices and maintains playbook of business terms
+ Continuously improves standard form agreements and legal processes to help scale the legal function
+ Aids in the development and implementation of processes, procedures, and metrics (including efficient contracting processes) to increase the overall effectiveness of the legal services provided to the company
+ Provides sound legal and business advice to all functional team members and members of senior management regarding strategic business relationships
+ Addresses legal risk in business-centric ways, developing processes to solve problems, strengthening partnerships, and advancing opportunities
+ Experienced in government contract formation (including detailed reviews of solicitation and evaluation documents for source selections)
+ Understands data rights and other intellectual property issues
+ Deep knowledge of commercial item terms and conditions necessary for government acceptance
+ Litigation (primarily bid protests, but also disputes/claims) as it arises
+ Understands cost accounting issues
+ Interprets complex laws, rulings, and regulations and provides expertise to individuals and businesses on legal issues to ensure compliance with relevant laws and regulations
+ Supports other procurement related legal issues as they arise
+ Must be willing and able to travel 25% of the time (domestic and international)
**Qualifications You Must Have:**
+ Typically requires a University Degree and minimum 14 years prior relevant experience **or** an Advanced Degree in a related field and minimum 12 years of experience
+ Juris Doctor Degree from an accredited institution
+ Admission to the bar of at least 1 US state with the ability to be admitted as In-House Counsel
+ 8+ years experience supporting a range of government contract compliance issues including the FAR, DFARS, Procurement Integrity, Truth in Negotiations Act, Organizational Conflicts of Interest, cost principles and fiscal law
+ 8+ years of experience, including law firm, in-house counsel and/or U.S. Government

**Remote:** Employees who are working in Remote roles* will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

The salary range for this role is 176,000 USD - 352,000 USD. The salary range provided is a good faith estimate representative of all experience levels.

Financial Manager

Directs and coordinates financial affairs according to the financial principles and government regulations. Plans new operation procedures to obtain optimum efficiency and reduced costs. Directs receipts, disbursements, and expenditures of assets. Approves and signs documents affecting monetary transactions. Directs the activities concerned with the safekeeping, control, and accounting activities. Prepares financial forecasts. Analyzes budget requests for appropriateness. Directs the preparation of reports which outline financial position in areas of income, expenses, and earnings based on past and future operations. Prepares reports required by regulatory agencies.

Essential Responsibilities:

  • Financial Services/Activities
    • Prepare monthly financial reports, including variance analyses with explanations
    • Manage the development of the annual operating budget for all funds under their responsibility.
    • Provide financial consultation to Metro Detroit Area Command (MDAC) department directors and staff as required.
    • Manage the preparation of and distribution of monthly and annual financial reports to department directors or other designated parties.
    • Manage the monthly and year-end closing process, ensuring completion on a timely basis.
    • Review reconciliations of various general ledger accounts that are prepared by the City Fund Accountant.
    • Review and approve all journal entries prepared by accounting staff.
    • Monitor all cash accounts for the MDAC and its related funds.
    • Provide assistance with THQ's consolidation process.
  • Planning/Administration
    • Ensure that the daily activities of all the funds under supervision operate efficiently.
    • Oversee the documentation, workflows and procedures for the MDAC fund's accounting activities. This includes annual reviews of the same.
    • Provide support to the Divisional Finance Director as requested.
  • Supervision/Management
    • Provide overall management and oversight to MDAC City Fund and Harbor Light Fund accounting activities.
    • Give direction to employees for the adherence to Salvation Army policies and procedures, timely and accurate reporting, enthusiasm for the goals and objectives of the Great Lakes Division and Finance Department, and a high level of commitment to The Salvation Army.
  • Assist with internal audits by preparing requested responses, reconciliations and work papers supported by adequate documentation.
  • Assist with researching or resolving questions from vendors or department directors as requested.
  • Perform other duties as assigned

Qualifications:

Education/Experience:

  • Bachelor's degree in accounting; Master's or CPA preferred, or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities
  • 4+ years experience supervisory experience
  • 5+ years full-cycle accounting experience, to include general ledger, financial analysis, and budgeting
  • Experience in providing direction in developing accounting practices and staff for a multi-site organization preferred
  • Experience in non-profit organization preferred.

Skills, Knowledge & Abilities:

  • Computer Skills: Proficient in Microsoft Office 365
  • Working knowledge of TEAMS and SharePoint
  • Willingness to learn new software as needed

Certificates and Licenses:

  • Complete Safe From Harm training, and keep current as needed
