CLASSIFICATION DESCRIPTION

DEFINITION:
Under supervision, this confidential, non-exempt, position performs professional financial analysis work; assists with fiscal and strategic analysis; performs analysis, design and implementation of official procedures, processes and systems and performs financial and accounting audits.

DISTINGUISHING CHARACTERISTICS:
This is the entry and journey level of the Financial Analyst Series. This class is distinguished from the higher level Senior Financial Analyst class in that the latter may lead, train and assign the work of Financial Analysts and Financial Clerks and/or perform the more difficult, specialized and complex duties of the series.
ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related or a logical assignment for this classification. Other duties may be required and assigned.

  1. Maintains financial and statistical records by posting transactions to journals and ledgers; adjusts accounts according to established procedures; reviews and reconciles accounting data
  2. Compiles and analyzes financial and budgetary data, statistics and other information to aid in program monitoring, evaluation planning and improvement as directed
  3. Computes obligations, and collects and verifies supporting documentation and approvals for payables
  4. Prepares accounting systems documents (e.g. vouchers, encumbrances, warrants, transfers and checks) for approval and distribution
  5. Assists in preparing narrative, graphic and statistical reports with alternative methods for revolving issues
  6. Audits financial accounts and validates expenditure claims; tracks and monitors compliance with budgets, contracts, grants and purchasing according to Judicial Branch guidelines as directed
  7. Conducts regularly scheduled and year-end closing of account ledgers and books
  8. Receives revenue payments and maintains accurate records of monies received
  9. Answers financial inquiries from the public or court staff
  10. Expenses payroll; assists with the preparation of sensitive budget information that may be used in employee relations and labor negotiations as directed.
  11. Assist with budgeting as directed
  12. Distributes fines and fees; makes appropriate journal entries; issues receipts and balances cash drawers as directed; performs technical financial and statistical record keeping; sends adjustment transmittals to the County and/or State of California, when appropriate

MINIMUM QUALIFICATIONS

Education:
  • Bachelor's Degree from an accredited four-year college or university with major course study in business or public administration, accounting, economics or a closely related field
OR
  • AA/AS in accounting or an accounting certification or equivalent
AND
Experience:
  • AA/AS - Two (2) years of accounting and budgeting work experience

  • Plan, direct and review the work of others on a project or day-to-day basis.
  • Read and understand statutes and instructions related to court proceedings.
  • Follow verbal and written directions and use correct legal terminology.
  • Adapt to new computer programs and technology as required. Operate and maintain various office equipment and machines (including, but not limited to, personal computer, printers, photocopier, cash register, calculator, typewriter, multifunction telephone, scanner, 10 key, microfiche, power files and file stamp).
  • Assign work and monitor office workflow, when directed.
  • Communicate effectively - verbal and written - in person, over the telephone and in writing with judicial officers, managers, supervisors, co-workers, judicial partners and the public.
  • Prepare clear, concise records and reports with attention to detail.
  • Prepare and/or process various legal documents including court orders and warrants.
  • Perform technical financial and statistical record keeping with correct basic arithmetic processes and simple accounting procedures.
  • Possess excellent organizational skills with ability to appropriately prioritize work.
  • Maintain confidential information in accordance with legal standards and/or other regulations.
  • Be dependable, punctual and have good attendance.
  • Establish and maintain effective working and cooperative relationships with the public, co-workers, supervisors, judges, commissioners, independent contractors and other management. Work effectively with and assist individuals of various ages and diverse cultural backgrounds. Deal tactfully and courteously with the public and legal representatives in providing information about court functions and proceedings.
  • Work well under pressure, meeting multiple and sometimes conflicting deadlines.
  • Possess a valid California Driver's License or self-arranged transportation between courts, storage facility, etc., if required. Driver must have acceptable driving record.
  • Successfully complete fingerprinting and Criminal Record Background Check.
  • Maintain professional demeanor as defined in the Court Code of Ethics and professional appearance.
  • Follow Court Personnel Policies, Safety Procedures, Court Code of Ethics and Court Harassment Prevention Policy.
  • Follow verbal and written directions.
  • Attend training as offered and/or directed.
  • Travel to off-site courts, as needed.

A valid class C California driver's license may be required. The requirement will be reviewed on a position basis in accordance with ADA regulations.

Job Description

Pay Range $93,825 to $117,275 per year

The Sr. Financial Analyst will provide financial support to Business Unit Marketing Management and related Sales Management to drive short and long-term business decisions for the purpose of attainment of business unit and Company goals. Create value through relevant and objective insight. Responsible for financial planning and analysis of business results, development of projects, and administration of profit forecasts.

Essential job functions:

  • Assist in business analyses and forecasting to identify potential opportunities in current practices. For example, P&L analysis to recommend cost savings and/or revenue generating opportunities, cost center analysis (freight, marketing, etc.) to recommend cost savings and/or process improvement opportunities, perform variance analysis to identify trends and budget deviations, Information System Analysis to recommend cost savings and/or process improvement/automation opportunities.
  • Participate in developing strategic options with principal responsibility for quantifying alternative business strategies.
  • Participate in business valuation modeling, analysis, and recommendations. (For example, promotion effectiveness, bird size initiative, etc.).
  • Administer financial criteria for growth (capacity planning, new products, and/or businesses opportunities) and cost improvement initiatives (facilities utilization, capital projects, etc.).
  • Utilize and assist in development of corporate systems - past examples include Demand Planning, Business Warehouse, and Power BI.
  • Provide financial analysis and insights to support informed decision-making by management - i.e., meat sourcing and trade-offs.
  • Establish strong partnerships with business units and cross-functional teams to gain understanding of operational challenges and structure information resources accordingly
  • Develop financial reporting required to monitor business outcomes
  • Post-audit initiatives as appropriate.
  • Provide financial analysis support to Executives, Information Systems, Engineering, and Purchasing.

Additional Functions:

  • In the absence of certain key financial positions, may be used as an interim resource.
Qualifications

Minimum Requirements:

  • Bachelor's degree, preferably in accounting or finance
  • Minimum of 2years of experience in financial management or accounting with a demonstrated ability to process improve
  • Proficient with computer applications (Excel, PowerPoint)
  • Must be self-motivated, assertive, objective, and resourceful
  • Excellent communication and analytical skills
  • Ability to work effectively in a multi-disciplinary team environment

Preferred Requirements:

Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The salary or hourly range the University reasonably expects to pay for this position is $100,000- $08,000.

About The Job

This is a highly analytical position that utilizes advanced-level forecasting methodologies and analytical skills to aid leadership in developing their financial resource plans, budget management, budget strategies, and distribution of resources. Having wide-range experience, the Financial Analyst uses advanced professional concepts and organizational objectives to resolve complex issues in creative, innovative and highly effective ways. This position works on complex issues where analysis requires an in-depth evaluation of variable factors and judgment in selecting methods, techniques, and evaluation criteria for obtaining results.

Contacts are both internal and external to the department at all levels. The incumbent serves as a subject matter expert in budget, staffing, and allocation of a diverse fund pool.

Key Responsibilities

Financial Planning and Budget Management:

  • Applies advanced professional financial concepts to perform complex technical analysis to understand past performance and determine present and future performance and the consequent resource allocations. This position will oversee all activities associated with creating, maintaining and reporting on operational and budget processes, budgeted FTE, the performance of financial planning (including problem definition, forecasting, data collection and development of alternative solutions), development of policy or action recommendations in the areas of budget and finance resource planning, and report preparation.
  • Manages and implements department budget allocations and conceives of and maintains department chart of accounts, other data management tools, and related business processes. Prepares, reviews, and approves financial transactions.

Financial Analysis And Research

  • Responsible for providing analytical support for highly complex budget, financial, and resource projects dealing directly with department leadership, campus leadership, and/or outside constituents.
  • Performs complex financial or resource research and studies for internal and external constituents. Examples include periodic financial reports, staff salary budgets and other allocations. Financial and/or resource analysis includes budgetary, financial, forecasts, projections, staff salary and FTE, student enrollment, recharge or general rate, and student fees analyses, endowment income, fungibility of funds, working capital, depreciation, new building funds, etc.

Financial And Budgetary Data Collection

  • Coordinates the gathering of budgetary and resource requirements information during planning stages, such as the annual budget process and fiscal close, through the coordination of efforts of financial services employees in campus units and other departments on campus. In-depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, financial activity approvals, and financial reports.

Financial Forecasting, Planning, And Policy Recommendations

  • Gathers, analyzes, prepares, summarizes and presents recommendations for complex financial and/or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc. Examples include generating, modifying, and conceiving of new financial or other resource reports, strategic planning and modeling, analyzing and forecasting staff salary budgets and other allocations, and making recommendations for maximizing financial or other resource outcomes.

Qualifications

EDUCATION and EXPERIENCE

  • Bachelor's degree in Finance, Accounting, Business Administration, or related area. (Required)
  • Minimum of 5-8 years of progressively responsible experience in financial analysis, budgeting, and reporting or 9 years equivalent related experience/education as stated above. (Required)
