We are looking for an experienced Administration & Financial Manager to oversee financial operations and provide essential administrative support for our organization in Marina Del, California. This role involves managing budgets, tracking expenses, and ensuring timely payments while also handling day-to-day office operations and vendor coordination. As a contract to permanent position, this opportunity offers the potential for long-term collaboration with a dynamic team.
Responsibilities:
- Monitor and manage organizational expenses, payments, and revenue to ensure alignment with approved budgets.
- Prepare financial forecasts and payment schedules to support accurate budget planning.
- Oversee accounts receivable and payable, including issuing invoices and tracking payments.
- Collaborate with accounting teams to submit monthly financial data for reporting and audits.

We are seeking a **_Sr. Financial Analyst_** who will perform complex analysis and planning to assist management in establishing and controlling budgets, setting financial goals, making projections and meeting fiscal objectives. Performs financial and planning activities in support of various functions, e.g., budgeting, financial planning, revenue and expenditure monitoring against budget, reconciliations and changes, and consolidation. Extracts financial data from various accounting and information systems and generates reports. Performs complex statistical cost and financial analysis of reports and data and prepares reports for management to improve financial performance and compliance. Provides data-based recommendations on critical financial business decisions.
**Specific Duties & Responsibilities**
+ Interpret data, and review data prepared by others, to evaluate and determine past financial performance and/or make financial projections and assist management in making overall business decisions.
+ Analyze, coordinate and consolidate departmental financial information for the development of the department/divisional annual operating and/or capital budgets and five-year plan.
+ Analyze, extract, and define relevant complex financial data; plan and conduct complex studies to determine cost and financial results of business activities and improve the operational and financial effectiveness of the unit, department, or division. Review financial needs and explore alternative financing methods.
+ Make budget adjustments and implement cost improvement measures. Use appropriate cost rates, such as indirect and benefit rates for proposed budgets. Prepare and present budget proposals to senior management.
+ Create financial systems, structures, and controls for a variety of processes that provide tracking, validation, and reporting. Implement quality control and process improvements for overall business process.
+ Review proposed operating and financial plans, including proposed program increases, estimated costs and expenses to finance proposed programs. Recommend course of action to improve financial performance.
+ Evaluate and analyze capital expenditures proposals, profit plans, operating records and financial statements.
+ Oversee moderately complex to complex budget accounts. Provide oversight for the expenditure of funds, ensuring that funds are expended appropriately and advise stakeholders on required action to resolve funding shortfalls.
+ Keep abreast of laws and regulations that impact compliance and act as a resource for administrative and financial staff.
+ Utilize comprehensive knowledge of applicable laws and regulations and the university's financial accounting system to ensure internal and external compliance.
+ Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
+ Other duties as assigned.
**Minimum Qualifications**
+ Bachelor's Degree in Finance, Accounting, Business or related field.
+ Five years of progressively responsible related financial experience.
+ Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

As part of the Government Programs team, you will lead or review large and complex cost reports, including those for transplant and GME at our flagship hospital, as well as the Home Office Cost Statement. Your responsibilities will also include reviewing 6-8 cost reports prepared by team members, and handling Medicaid DSH Eligibility and HSL surveys. You will coordinate projects, analyze financial data, and ensure accuracy in reporting processes to support organizational compliance and financial transparency.

 Medicare/Medicaid cost reporting (MAC, reimbursement consulting firm, hospital, healthcare)

What does this role look like?
The Financial Management Manager will be functional Finance & Business Operations support to the SS&IG Mission Area Whiskey Portfolio and Intelligence Ground Portfolio of programs within the Lockheed Martin Space NSS Line of Business. This position is located in King of Prussia, PA. The selected candidate will be responsible for both actively working programs and managing individual contributors for responsibilities to include Program Finance, Program Performance and FP&A functions in support of the various programs assigned. The selected candidate's responsibility will also include F&BO lead on new business acquisitions from identification through the proposal phase to program startup and execution of the program. The selected candidate will: provide active direction, coaching and guidance to direct reports; create an inclusive environment; recruit and retain high performing talent; organize and integrate a high performance team; improve and enhance processes; and provide performance assessments and identify growth opportunities for team members.

**Your future duties and responsibilities:**
In-depth accounting, financial auditing logistics, and administrative support to identify, correct and recommend solutions to abnormal accounting conditions in the MILPAY Appropriations (1105 and 1108) to include Outstanding Travel Advances (OTA), obligation amounts for the Personal Property Moves/Household Goods Shipments, Outstanding Aged obligations, Unliquidated Obligations, Abnormal Expenses, Unmatched AMC and AMC Pre-Val.
Analyze, develop, recommend, and advise on technical processes and logistics solutions to correct problem areas and ensure improved customer support.
Develop and maintain the information management tools, processes, and systems to accurately capture, support, and analyze enterprise financial accounting data required to develop, implement, and continually refine Marine Corps enterprise-level business and financial process improvements.
Provide required administrative and logistics management and support.
Ensure the accuracy of Military Personnel payroll execution data.
Coordinate system/policy changes that support and facilitate the Military Personnel reconciliation process.
Provide technical assistance to the Finance Branch, Manning Division, Programs and Resources Department (RFM), and other Marine Corps organizational elements that develop and maintain automated financial management applications that impact the Military Pay appropriations.
Maintain required communications with numerous organizations within the Marine Corps, Department of Navy, and Defense Finance Accounting Service (DFAS)
Data collection, redaction of data, scanning of crucial supporting documents, and uploading of documentation to audit portals
Reconciliation of obligations and liquidations within multiple Marine Corps systems
Answer follows on questions promptly
Responsible for maintaining tracking of audit samples that have been addressed, as well as any follow-up that may be provided
