Seeking a Financial Analyst, who will provide operational and financial analysis to Shared Service Center (SSC) operational unit leaders and senior leadership. The Financial Analyst generates and delivers variance analysis, reports key financial statistics and assists business unit leaders in managing information effectively to optimize departmental efficiency and performance. The Senior Financial Crime Risk Management Analyst, KYC High Risk Reviews performs second line Enhanced Due Diligence (EDD) reviews for high-risk customers. This role is responsible for identifying, assessing, and mitigating financial crime risks, ensuring compliance with regulatory requirements, and providing expert recommendations on complex matters. The Financial Crimes Risk Management (FCRM) Know Your Customer (KYC) Program Team is responsible for the establishment and ongoing oversight of an effective KYC Program for TD Bank US Holdings. The KYC Program Team is tasked with setting consistent requirements for the bank to reasonably 'know its customers' and evaluate the risks associated with a customer relationship throughout the customer lifecycle.
The primary responsibility of the KYC High Risk Reviews team is to execute enhanced due diligence (EDD) reviews for high-risk customers at the bank. The team is responsible for managing procedures and escalations related to high-risk customers, including analysis of customer behavior and activity of concern, in compliance with KYC policy and regulatory requirements. + Performs holistic Enhanced Due Diligence (EDD) reviews on high-risk customers at onboarding, periodic review, and event driven reviews, ensuring compliance with internal policies and external regulations
+ Reviews customer risk factors/indicators, and acts as a subject matter expert to understand and assess the identified customer risk and how it relates to the Bank products/services to further determine if those risks can be mitigated
+ Responsible for documenting the assessment and providing a recommendation based on the independent analysis to maintain and/or onboard the customer
+ Evaluates and assesses customers' source of funds, business activities, ownership structures, and other risk factors
+ Reviews, assesses, and analyzes customer transactional activity to determine if customer's activity is aligned to the customer KYC profile and expected use of customer's accounts
+ Engages with the 1st line of defense on the outcomes of EDD reviews and guidance related to high-risk customer types and associated activity
+ Ensures adherence to AML regulations, the Bank Secrecy Act (BSA), Office of Foreign Assets Control (OFAC) requirements, and other applicable laws
+ Proactively identifies trends and emerging risks in high-risk customer profiles, escalates issues and recommends controls or mitigation measures
+ Maintains up-to-date knowledge of regulatory changes and industry best practices, applying this expertise to enhance the KYC program
+ Prepares detailed, well-documented EDD risk assessment narratives and provide risk recommendations to support decision-making for senior management and regulators
+ Provides data-driven insights and recommendations for process improvements, ensuring the effectiveness of the high-risk customer review process
+ Collaborates with internal stakeholders to address gaps or deficiencies in KYC or financial crime risk management frameworks
+ Serves as a subject matter expert (SME) on KYC and EDD processes for high-risk customer reviews, providing training and guidance to junior analysts or team members
+ Represents the Financial Crime Risk Management team during internal and external audits or regulatory examinations
+ Leads projects or initiatives focused on enhancing the bank's high-risk customer review processes and risk mitigation strategies
+ Utilizes independent judgment to develop and implement policies, procedures, and best practices for high-risk customer management
+ Supports the Group Manager by assisting with day to day tasks and acting as a delegate as needed
**Education & Experience:**
+ Bachelor's degree in Business, Finance, Law, Criminal Justice, or related field
+ Advanced certifications such as CAMS, or equivalent are strongly preferred
+ 5+ years of experience in KYC, EDD, or AML within a financial institution
+ Demonstrated expertise in high-risk customer reviews and regulatory compliance
+ Strong analytical, problem-solving, and decision-making skills
+ Excellent written and verbal communication skills, with the ability to present complex findings to stakeholders
+ Proficiency in AML software and tools, as well as Microsoft Office Suite
+ Ability to exercise significant discretion and independent judgment in assessing and managing risks
+ Ability to manage multiple high-priority tasks and deliver results under tight deadlines
+ Demonstrated leadership or project management experience preferred
**Preferred Qualifications:**
+ ACAMS certification preferred

**Job Description:**
The Senior Financial Crime Risk Oversight Analyst provides a range of research, guidance, and business oversight to assigned portfolio, business, or function to ensure that strong AML/ATF/Sanctions/ABAC controls and processes are in effect to mitigate inherent associated risks. Contributes to the development and implementation of AML/ATF/Sanctions/ABAC Compliance programs related to all aspects of AML and ATF laws.
The US Financial Crime Risk Management (FCRM) Risk Assessment Team is responsible for the governance, oversight, and execution of the ML/TF, Sanctions, and ABAC risk assessments across the US units and segments, including identifying enhancements to the Risk Assessment Methodology and processes. The FCRM US ABAC Risk Assessment Specialist will assist in conducting the US ABAC Risk Assessment across all US segments and for the maintenance of ABAC Risk Assessment methodologies, procedures, challenge documentation.
**Depth & Scope:**
+ Specialist level professional role requiring in-depth knowledge/expertise in AML/ATF/Sanctions/ABAC and working knowledge of broader related areas
+ Provides advanced analysis and/or specialized reporting to support business partners, functional areas, or centers of expertise
+ Provides AML/ATF/Sanctions/ABAC advice to a business as FCRM representative on a straightforward project or change initiative

+ Leads projects of moderately to complex risks and resource requirements; may lead end-to-end processes or functional programs

+ Provides/Executes skilled AML/ATF/Sanctions/ABAC research, risk assessment, reporting and/or analytical support in a timely manner
+ Assists/Partners in the development and implementation of appropriate AML/ATF/Sanctions/ABAC policies, processes, and controls
+ Supports the facilitation of periodic AML/ATF/Sanctions/ABAC risk and self-assessment activities for designated business using TD's enterprise AML/ATF/Sanctions/ABAC risk assessment framework
+ Ensures that assessments (monitoring, risk assessment etc.) are completed and communicated in a dynamic and timely fashion
+ Handles matters escalated for the identification of suspicious activity, or identified through the Enhanced Due Diligence process in accordance with established processes and protocols, and assists in ensuring that the business takes appropriate steps to address those activities and customers
+ Works collaboratively with business and control partners within the organization
+ Prepares and delivers management reporting necessary to ensure accurate and thorough measurement of the risk factors present in various products
+ Proactively identifies matters which require additional attention and presents objective and independent opinion on the adequacy of AML/ATF/Sanctions/ABAC processes and controls and opportunities to enhance those controls
+ Presents objective and independent opinions on the adequacy of AML/ATF/Sanctions/ABAC processes and controls in accordance with regulatory and internal requirements, and liaises with the appropriate FCRM and business partners to resolve

+ Reviews and provides feedback on business line policies and procedures
+ Analyzes AML/ATF/Sanctions/ABAC compliance requirements and ensures they are properly written into requirements for business projects and approved at the appropriate levels
+ Consistently exercises discretion in managing correspondence, information, and all matters of confidentiality; escalates issues where appropriate
+ Analyzes risk exposure characteristics for assigned portfolio in accordance with established processes or procedures, making recommendations for enhancements or changes based on changes in the regulatory environment or business processes
+ Works with business management, and with internal and external business partners (e.g., Internal Audit, external consultants) to respond to regulatory requests, findings, audits and/or examinations
+ Keeps current on emerging issues, trends, and evolving regulatory requirements in the AML/ATF/Sanctions/ABAC industry and assesses potential impacts
+ Coordinates with other AML/ATF/Sanctions/ABAC partners and business compliance partners to ensure consistency in the application of AML/ATF/Sanctions/ABAC programs and standards across the enterprise
