Job Summary

This position is the Airport Fire Marshall (Airport Division Fire Chief , Fire Prevention). This office is the sole procurement unit for the Maryland Aviation Administration, consisting of 25 employees, and is responsible for providing all aspects of the procurement program process in support of the Administration's capital program and operating budget.

An Airport Division Fire Chief is the managerial level of airport fire prevention work at the Baltimore/Washington International Thurgood Marshall Airport Fire and Rescue Department (BWI FRD). An employee in this option is appointed as a Special Assistant State Fire Marshal and manages the Fire Prevention Division for the BWI FRD. The employee develops, coordinates, schedules, and reviews all fire department prevention and inspection programs. Subordinate personnel are managed through the supervision of Airport Fire Captains, Airport Fire Lieutenants, and Airport Paramedic Lieutenants.

    Responsible for the Fire Prevention and Inspection programs, ensuring that programs, processes, and activities are managed and conducted for the FRD and MAA policy and procedures; develops fire protection and detection programs and advises staff.

    Managing and enforcing State adopted fire prevention codes, communicates and advises staff and BWI Tenants of codes to ensure strict adherence and compliance.

    Supervising Fire Inspectors, Fire Protection Engineers, and administrative support to ensure that fire prevention programs, work, and activities are in accordance with code, rules, and regulations, prevention techniques, schedules, and reporting


This position is an emergency essential position. All employees designated as emergency essential are required to be available to work during weather, operational, and/or disaster emergency conditions. Furthermore, this position requires work in a 24-hour facility, and you must be available to work any shift as required by the operational needs of the MAA.


This position is located at BWI Marshall Airport in Anne Arundel County, MD.


Qualifications

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Four years experience as a career fire officer, in the rank of Lieutenant or above, at the Baltimore/Washington International Thurgood Marshall Fire and Rescue Department (BWI FRD) or comparable airport, municipality, or military fire department.

Note:

A Bachelor of Science Degree in Fire Protection Engineering from an accredited college or university can substitute for two years of the required experience.


Licenses & Certifications

1. An employee in this classification will be assigned duties that require the operation of a motor vehicle. The employee will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. The employee shall have and submit the following certifications at the time of application:

NFPA 1021 Fire Officer Level II

NFPA 1041 Emergency Service Instructor Level I

NFPA 1031 Fire Inspector Level II

NFPA 472 Haz-Mat Incident Commander

NFPA 1521 Incident Safety Officer

Notes:

1. Acceptable certification shall be from the National Board on Fire Service Professional Qualifications or International Fire Service Accreditation Congress/Department of Defense (DoD) Program.

2. An employee in this option will be required to obtain a NFPA 1003 Airport Firefighter certification within six months after appointment to this classification.

3. The employee will be required to possess a valid Maryland Emergency Medical Technician - Basic (EMT-B) certification issued by the Maryland Institute for Emergency Medical Services Systems (MIEMSS) within one year after appointment to this classification.


Additional Information

1. The employee must take an annual medical and fitness evaluation to determine continued physical ability to perform the work.

2. The employee, whose duties require the operation of a vehicle on runways or taxiways, is required to successfully complete training including annual renewal in the operation of a vehicle in the Movement Area of the BWI Airport.

3. The employee shall obtain and maintain the appropriate Airport Security Identification badge in accordance with the Office of Airport Security policies and procedures.

**Principal Duties and Accountabilities:**  
The Systems Administrator works under the guidance of Safety and Security Systems Administrator and has responsibility for the below noted functions. 
**Basic Job Responsibilities** : 
+ Supervise the daily functions of the systems support elements of the HQ security team. Performs QA/QC of vendor provided services and installation. 
+ Responsible for the design, installation, testing and maintenance of Fire Life Safety and Security systems (Protective Systems). 
+ Supervise the review of all blueprints and construction plans which affect the Protective Systems in all WBG-owned, leased or retrofitted space on current, up-graded, or redesigned systems 
+ Train security personnel at the WBG on security technology and fire life safety systems 
+ Exercise responsibility for the routine and final acceptance testing of all Protective Systems, and for the proper maintenance and operation of all protective equipment in the Security Operations Center (SOC).  Supervise all Protective Systems activities assigned to the Security Technology and Fire Life Safety team. 
+ Responsible for inspection and testing of all repaired/upgraded or redesigned Protective Systems to ensure that the systems function to meet the design specification and they are code compliant. 
+ Compile reports as required by the WBG Quality Assurance Program on all reported Security & Safety Systems deficiency, routine inspection and testing of all Protective Systems, to ensure that all systems function to meet the design specification and that they are code compliant. 
+ Work with ITS colleagues to ensure system hygiene and software updates are performed as scheduled. Ensure network and server infrastructure is adequate for current and future systems deployments.
+ Assist the Global Outreach Coordinator with documenting and maintaining insurance underwriter's reports on Protective Systems maintenance and compliance. 
+ Provide guidance and compliance for Fire Life Safety, Testing Team and Security Force training requirements. 
+ Maintain a daily briefing, which accounts for all outstanding security/life safety deficiencies, HQ related projects and their status. Reports to the Section Chief, Fire Life Safety and Technical Security on the status of these systems. 
+ Monitor email for the Systems team to ensure quick response and attention to critical areas (MC 12 Open Space, INT, MIGA, Ethics, etc.). 
+ Review of all checklists for deficiencies that affect access control systems to protect against unauthorized access to WBG facilities.   
+ Perform scheduled audits/maintenance of the C-Cure access control database for IMF/WB. 
+ Monitor the overall effectiveness of Protective System installation and maintenance contractors; coordinate various disciplines in the installation of Protective Systems and ensure timely commissioning of same; evaluate effectiveness of Protective Systems installed or contemplated; and make recommendations for evaluation. 
+ Liaise with senior WBG managers, city officials, Fire and Safety and Security contractors, and work directly with the Safety and Security Systems Administrator for guidance and direction. 
+ Travel to country offices in support of managing projects to integrate/federate security systems that interface with HQ based systems on when required.

+ Configure globally management systems and assist field elements with diagnosing issues and coordinating repairs.

**Basic Qualifications** : 
+ At least 2 years of technical security and fire life safety project management/operations/supervisory experience. 
+ Must have working knowledge of C-Cure Access Control, Simplex and Siemens Fire Alarm Systems. 
+ Should have the ability to develop and coordinate acceptance testing plans, integrate and commission newly installed and existing security and fire safety systems.  Manage inspections and testing of these systems to ensure consistent and reliable performance of critical functions.  
+ Must have the ability to present and explain WBG requirements as it relates to sprinkler/fire safety codes and apply this knowledge to review blueprints and plans for new or remodeled buildings to ensure said requirements are met. 
+ Must have experience in the development of technical requirements for security and safety system related projects.  
+ Must have working knowledge of the Restricted Area Access System (RAAS) for controlling access to various secured spaces. 
+ Must be proficient in managing, monitoring, and use of open source applications/databases (SIMS, RSAM, ID Systems, etc.) 
+ Demonstrate strong written and oral communications skills; ability to conceptualize and analyze problems, and provide solutions clearly and concisely, both verbally and in writing; be self-motivated, possessing strong initiative and follow-through abilities.  
+ Must be proficient in the use of the Microsoft Office Suite applications (Word, Excel, PowerPoint, etc.).

JOB DESCRIPTION: As a Disaster Restoration Technician, You will be bringing equipment into the customer's house and assisting in setting up drying equipment. Your responsibilities will include: removal of wet drywall, insulation, carpeting, hardwood and tile flooring, demolition and hauling debris out of the customer's house.

Also included: mold removal, post demolition cleaning, structural drying and cleaning. There will be times where working in confined spaces such as attics and crawlspaces is required.

At a minimum, Candidates must:

  • Be able to work independently and/or with a team
  • Be punctual, reliable and dependable
  • Respond to after-hour calls
  • Very good communication, interpersonal, and customer service skills
  • Some construction knowledge needed and ability to use hand tools/power tools
