About the Role:
The China Functional SME will provide expert analysis, advice, and strategic insight to support the development and execution of national security strategies. This role involves close collaboration with Combatant Commands, U.S. Military Services, Allied and Coalition partners, and interagency stakeholders. The SME will contribute to:
- Strategic and operational concept development, with a focus on air, space, and cyber power applications.
- Research and fact-finding efforts to inform policy and operational planning.
- Design, planning, and execution of strategic and operational-level war games, seminars, and workshops.
- Employing war-gaming techniques to inform and accelerate transformation initiatives within the Air Force.
The SME will also support efforts to align emerging strategic concepts with evolving threats and geopolitical developments in the Indo-Pacific region, with particular emphasis on China's military capabilities and doctrine.
Additional Responsibilities Include, but are not Limited To:
- Developing, coordinating, and advising on the implementation of policies to provide air, space, and cyberspace power expertise supporting the CSAF, AF/A3 and Numbered Air
Force (NAF) Air Component Commander and Staffs, focused on the near-term time
horizon (0-24 months) and current operational challenges.
- Advising the Joint Staff (JS) and Combatant Commanders (CCDRs) during operational
planning and analysis to provide optimal recommendations for the employment of AF capabilities against operational challenges associated with China.
- Recommending the actions necessary to support a variety of major missions and operational plans associated with China and Southeast Asia.
- Applying SME level analytical skills in recommending required actions for a variety of major missions and operations plans relating to China and Southeast Asia.
- Assist with proposal development, if necessary.
- Perform other duties, as assigned.
Experience Requirements:
- Ten (10) years of combined federal (DoD or Department of State (DoS)) experience with five (5) years total experience at MAJCOM, HAF or JS/CCMD J2/3/5/8.
- Shall possess multiple in-country experience working Chinese and Southeastern Asia PolMil issues with allies or partner nations in one or more of the following fields - Security Cooperation, Defense Policy, Alliance Management, Ministry of Defense or Joint Staff Liaison, Force Development or Burden Sharing.
Education Requirements:
- Bachelor degree from an accredited university or equivalent service academy is required.
- Master's or Doctorate degree desired
Certificate, License, and Registration Requirements:
- Shall have attendance and/or course completion certification and/or work experience in
Chinese Security Studies.
Other Required Skills & Abilities:
- Former U.S. Air Force officer or current member of the Air National Guard or Air Force Reserve, and a graduate of the USAF Weapons School ("Patch Wearer").
- Strongly desire candidates who have also completed an advanced operational planning program such as the School of Advanced Military Studies (SAMS), School of Advanced Warfighting (SAW), or Maritime Advanced Warfighting School (MAWS), and who possess demonstrated experience in air operations planning.
- Must be able to effectively communicate with client and fulfill all duties and responsibilities as listed in the contract.
- Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.

- Provide expert-level analytical support for program controls, financial reporting, and budget execution, ensuring the alignment of estimates with program objectives and DoD guidelines.
- Spearhead the development of the program Work Breakdown Structure (WBS) and play a critical role in crafting the program's initial Cost Analysis Requirements Description (CARD) and Acquisition Program Baseline (APB).
- Engage with senior leadership, stakeholders, and contractors to present, defend, and document cost estimate results, ensuring clarity and confidence in program projections.
- Deep understanding of DoD acquisition regulations, processes, and best practices, with a particular focus on the "Develop, Deliver, and Sustain" lifecycle and Milestone A preparation.
- Proven experience in leading life cycle cost estimate development, including risk/uncertainty analysis and model documentation for large DoD programs.
- Extensive knowledge of WBS development, particularly with MIL-STD-881.
- Direct experience supporting ACAT 1D acquisition programs is preferred.
- Knowledge & experience estimating costs for advanced missile systems (targeting, guidance, flight control, engine, warhead) is preferred.
- Demonstrated knowledge and experience using the Automated Cost Estimating Integrated Tool (ACEIT) suite to perform cost estimating and analysis tasks.
- 24 semester hours of quantitative course work (mathematics, statistics, engineering, physics, chemistry, etc.) to include at least three hours of college level calculus.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
- Certification in cost estimating or financial management, such as DAWIA Level III (or equivalent), ICEAA CCEA, CDFM, or related professional credential, is strongly preferred.
- Active DoD Secret Clearance required; TS preferred

Key Responsibilities
Act as the functional SME for Oracle Cloud ERP Financials: AP, AR, GL, Projects, and FA.
Partner with Finance users to gather business requirements and translate them into effective ERP solutions.
Lead and support system upgrades, enhancements, and new ERP initiatives.
Resolve operational and system-related issues (e.g., invoice holds, asset depreciation, close processes).
Design and maintain custom reporting solutions using BI Publisher, OTBI, SQL, and PL/SQL.
Maintain clear documentation including configurations, test plans, and SOPs.
Serve as the liaison between Finance and IT teams for ERP functionality and integration.
Support financial audits and ensure compliance with internal controls.
Provide training and promote adoption of ERP enhancements among end-users.

Required:

Deep understanding of financial and accounting processes.
