Description

Highly skilled, detail-oriented, self-starting, and responsible professional who combines Geographic Information Systems (GIS) and technical skills to support a mission-critical public safety system in a fast-paced environment. Technical work requires advanced skills in receiving, relaying, analyzing, and processing accurate information. Also performs advanced technical work preparing maps of geographical areas showing natural/constructed features and related specifications.

An employee assigned to this classification analyzes source data, contours maps and related geographic information system materials, and requires technical mastery of GIS techniques and principles. They are expected to attend staff and partnering agency meetings and participate in discussions on the planning and coordination of GIS issues related to the Computer Aided Dispatch (CAD) function.

This position will study and critique the statistical methodology and general data collection specifications regarding geography operations, make recommendations, and implement up-to-date geographic concepts and methods.

Work is performed under the supervision of the Combined Communications Division Manager. Performance is evaluated through meetings, observation, results obtained, and appropriate employee performance appraisals.
Examples of Duties

  • Collect and maintain a database of county information for data and graphics presentation purposes from various sources, including the Property Appraiser, Federal Census Bureau, County GIS, etc.
  • Update the streets, address points, subdivisions, Fire and Law Response Areas, and other layers as needed to support the CAD and Mobile system
  • Provide technical graphics, mapping, and addressing advice and expertise to staff members and other governmental entities
  • Revise and edit existing maps in various stages of compilation
  • Analyze and coordinate data, source maps/photographs, computerized/automated mapping products, and other records to determine the proper location and names of features
  • Study legal records to establish boundaries of properties and areas of political, economic, social, or other significance
  • Interpret and convert coordinates and vector data, deeds, surveys, legal descriptions, right-of-way maps, and other data into GIS
  • Respond to and resolve emergency requests relating to GIS functions/operations
  • Prepare clear, complete, and accurate web-based, electronic, or paper maps from rough or detailed sketches/notes
  • Review rough sketches, drawings, specifications, and other engineering data received from various sources
  • Consult with vendors regarding enhancements and upgrades to the GIS
  • Provide technical assistance for CAD-related projects, including re-hosting, upgrades, scheduled system downtime, and application of new GIS-related methodologies such as the U. S. National Grid system (USNG)

Nature of Work

The fundamental reason this classification exists is to perform entry-to-intermediate level Geographic Information System (GIS) duties. These duties include creating, implementing, and maintaining GIS data. The work responsibilities include creating and maintaining GIS data, creating, editing, and maintaining digital and hardcopy spatial analysis products, providing support, training, and technical assistance to GIS users, and contributing to departmental objectives. The GIS Analyst is distinguished from the Senior GIS Analyst in that the GIS Analyst is assigned to less complex projects and requires closer supervision. Project assignments and technical guidance areprovided by the Senior GIS Analyst; supervision is overseen by the GIS Manager or by the department designee.

Minimum Qualifications

Bachelor's degree in Geographic Information Systems, Geography, Planning, Computer Science, Engineering, or a closely-related field and one (1) year of GIS experience to include data collection, map production, and GIS mapping software utilization.

NOTE: Qualifying education, training and experience that provide the requisite knowledge, skills and abilities to perform the job will be considered.

The GIS Specialist within the Geospatial Services Unit will be responsible for maintaining geospatial data within an ESRI Parcel Fabric database containing legal lots and other land survey information. The incumbent will be tasked with ensuring the accuracy and integrity of parcel data to support land management and decision-making processes, while collaborating effectively in a team-oriented, multi-user environment.

MIMIMUM QUALIFICATIONS AND CORE COMPETENCIES
In addition to the minimum qualifications, the ideal candidate will possess knowledge and/or experience in the following core competencies:

TECHNICAL KNOWLEDGE
  • Experience with AutoCAD Civil 3D
  • Experience with ArcPro, ArcGIS Desktop, and ArcGIS extensions
  • Experience producing Survey maps and/or civil construction documents
  • Knowledge of coordinate systems, projections, and geodetic principles relevant to land surveying
  • Experience working in ArcGIS Online or ArcGIS Portal
  • Knowledge of Document Management Systems
  • Knowledge of web GIS technology
  • Knowledge of surveying, engineering and/or construction principles

ANALYZING AND INTERPRETING DATA

  • Interpret and incorporate survey documents (tract/parcel maps, records of survey, deeds) into the Parcel Fabric

WRITTEN AND VERBAL COMMUNICATION
  • Experience developing and preparing maps and reports of Engineering and GIS data
  • Effectively communicate, both orally and in writing, project progress and recommendations to all levels of invested parties

GENERAL RESPONSIBILITIES

Under the leadership of the Executive Director of Facilities Services, the position is responsible for providing support with GIS system administration and development for the school division, including assisting the division's demographer in completing projects and assigned duties, and performing advanced technical and administrative work.
ESSENTIAL TASKS

  • Publish GIS data, maps, analysis, reports, charts, and graphs in the form of static and online content.
  • Provide GIS system administration, GIS database editing, geocoding, geoprocessing, data conversion, workflow management, spatial analysis, and quality control processes in desktop and web-based environments.
  • Develop and maintain GIS files and associated spatial and tabular databases, including but not limited to cadastral, planimetric, streets, addressing, flood zones, natural resources, community boundaries, points of interest, census, flood zones, topographic, LiDAR, aerial photography, Pictometry, AutoCAD and Revit file conversions, and other spatial features on local and online servers.
  • Support system & online content sharing by integrating GIS and related data using AGOL, APIs, JSON, XML, REST or other connection services.
  • Research, create, and produce spatial layers, analysis, maps, reports, charts, and cartographic displays.
  • Assist with research and implement new GIS spatial files related to local and regional development, zoning, housing, economic, census, and other associated trends.

KNOWLEDGE, SKILLS AND ABILITIES

Must have knowledge of cartography standards, drafting principals, and computer design and graphics software. Must have the technical expertise to work with complex mapping/GIS issues. Must have the ability to communicate ideas clearly and concisely, orally and in writing; ability to establish and maintain effective relationships with other departmental officials, supervisors and staff; ability to research, collect, organize and analyze data, and to prepare technical reports and recommendations; ability to present ideas and speak effectively to groups.
EDUCATION AND EXPERIENCE

Required: Bachelor's Degree in Geographic Information System (GIS), geography, cartography, engineering, planning, information systems, or related field.

Preferred: Strong working knowledge of various GIS and GIS-related software including, but not limited to ESRI, ArcMap, ArcPro, AGOL, Google Maps, GIS, Open Street, GeoMedia, Intergraph, Access, MS SQL, Microsoft Office/O365, or equivalent. Experience with APIs, JSON, XML, REST or other connection services.

  • Performing all geotechnical investigations including:
