THE OPPORTUNITY
OC Public Works, Administrative Services has an exciting opportunity for a detail-oriented Geographic Information System (GIS) Specialist. The GIS Specialist within the Geospatial Services Unit will be responsible for maintaining geospatial data within an ESRI Parcel Fabric database containing legal lots and other land survey information. The incumbent will be tasked with ensuring the accuracy and integrity of parcel data to support land management and decision-making processes, while collaborating effectively in a team-oriented, multi-user environment.
MIMIMUM QUALIFICATIONS AND CORE COMPETENCIES
In addition to the minimum qualifications, the ideal candidate will possess knowledge and/or experience in the following core competencies:
TECHNICAL KNOWLEDGE
- Experience with AutoCAD Civil 3D
- Experience with ArcPro, ArcGIS Desktop, and ArcGIS extensions
- Experience producing Survey maps and/or civil construction documents
- Knowledge of coordinate systems, projections, and geodetic principles relevant to land surveying
- Experience working in ArcGIS Online or ArcGIS Portal
- Knowledge of Document Management Systems
- Knowledge of web GIS technology
- Knowledge of surveying, engineering and/or construction principles
- Knowledge of scripting or programming languages
ANALYZING AND INTERPRETING DATA
- Experience performing complex survey/engineering analysis of Geospatial data
- Work with survey data that has been digitally submitted in AutoCAD format
- Ability to provide analysis and recommendations for modifying procedures
- Interpret and incorporate survey documents (tract/parcel maps, records of survey, deeds) into the Parcel Fabric
WRITTEN AND VERBAL COMMUNICATION
- Experience developing and preparing maps and reports of Engineering and GIS data
- Effectively communicate, both orally and in writing, project progress and recommendations to all levels of invested parties

- Determination of aquifer parameters and monitoring of groundwater elevations

- Logs and other data submitted shall be Bentley geotechnical and GINT compatible
- Provide comprehensive base sustainment, restoration, and modernization support to complete environmental compliance, evaluation, management and remediation for vertical and horizontal construction inspections, quality assurance and other SRM initiatives as defined in individual Task Orders awarded herein
- Provide comprehensive base support including assortment of environmental programs and initiatives to support a wide variety of critical functions and capabilities to enhance operations and readiness
- Work may include office automation, customer interface, and technical support required for environmental evaluation, compliance, remediation, and management
- Repository maintenance, document, and justification input for procurement actions
- Assist in monitoring contract durations, database maintenance, and provide input to various enterprise databases tracking programs

GENERAL RESPONSIBILITIES
Under the leadership of the Executive Director of Facilities Services, the position is responsible for providing support with GIS system administration and development for the school division, including assisting the division's demographer in completing projects and assigned duties, and performing advanced technical and administrative work.

About the Agency:
The Virginia Department of Military Affairs State Team provides professional and responsive state support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.
Purpose of Position:
To provide Geographic Information Systems (GIS) guidance and support to the Virginia Department of Military Affairs Environmental Office. Individually or as part of a team, performs site surveys for Virginia Army National Guard using Global Positioning System (GPS) hardware and software; processes collected data for entry into GIS database using GIS software; maintain metadata for all models based on GPS and other survey data. Updates GIS data as policies of Virginia Army National Guard properties and training areas change over time and assures both currency and accuracy of data for use in management and reporting activities. Acquires data from outside sources (aerial photographs, section maps, topographical surveys, etc.) for use in GIS projects and also monitors any contracted GIS data for accuracy, completeness, and adherence to standards.
This position is limited to one (1) day of telework per week, and is subject to change based on the agency head and Governor of Virginia.
Minimum Qualifications
Must be familiar with the most current version of Environmental Systems Research Institute (ESRI) Arclnfo Desktop GIS and ArcGIS Pro;
Must be proficient with Spatial Data Standard for Facilities Infrastructure and Environment (SDSFIE) and the Federal Geographic Data Committee (FGDC) Content Standard for Digital GeoSpatial Metadata (CSDGM);
Experience managing GIS data for development of model building, allowing for display in web-based and desktop GIS applications;
Excellent skills in communication, fiscal management, and project management to include the ability to coordinate between multiple stakeholders;
Experience as a GIS technician/specialist utilizing ESRI GIS software required as well as experience in geography, cartography, and geoscience;
Advanced knowledge and skills in geospatial applications; in remote sensing; in the use of computers for digital imaging and GIS processing, analysis, visualization and/or digital cartographic techniques;
Experience with Microsoft 365, including Microsoft: Word, Excel, Access, and PowerPoint;
Must have-and maintain a valid Virginia Driver's License.
Additional Considerations
