**This Opportunity**
WSP is seeking a **Geographic Information Systems** candidate with at least 1-3 years of experience to support our **Southwest Mountain Civil Ground Engineering Team** .
This position provides technical assistance and guidance for capturing, modeling, and analyzing geographical and tabular data to illustrate and determine spatial relationships as it pertains to client projects. Provides support and guidance for multi-site/phase projects by assisting with and overseeing spatial mapping, discovering patterns and trends, and developing mapping applications and tools at the intersection of data analysis, programming, and cartography. Substantiates documentation to advise on project areas by applying and integrating GIS data and perspective to solve environmental challenges across a variety of science and planning disciplines. Assists project leadership with environmental impact assessment, master planning, corrective/mitigation strategy development, permitting, and/or restoration activities. Ensures that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards.
**Your Impact**
+ Lead and conduct GIS surveys and reports from field sites for project research and investigation.
+ Support quality control standards and procedures for accurate and precise measurements, documentation, and high-level analysis of incoming and existent data.
+ Model and prepare topographic maps, thematic maps, graphs, and tabular data using GPS, aerial photographs, and other tools and data to determine exact locations of project areas, site impact, and associated physical and geographic sensitivities.
+ Verify integrity, accuracy, and authenticity of geospatial data collected directly from the field, received from clients, and/or retrieved from public data sites. Prepare and assist with completing GIS segments pertaining to impact assessment and/or permitting activities for assigned projects (e.g. CEQA, NEPA, etc.).
+ Prepare data and visualizations such as maps, tables, charts, accurate reports, and illustrations for the interpretation or presentation of data, findings, or analyses.
+ Oversee compliance with guidelines and project-specific procedures which include but are not limited to, the maintenance of any data collection, database, documentation, logbooks, and the management of a digital library of geographic maps in various file types.
+ Provide informed input to planners, scientists, and engineers in the analysis, evaluation, and interpretation of spatial and geographic data obtained during field investigations, offering insight with moderate to high-level threat mitigation, master planning, and permitting activities.
+ Assist with overseeing and working with cross-functional teams in executing project work and coordinating with CADD and other technicians on project documents.
+ Maintain or modify existing Geographic Information Systems (GIS) databases and proficiency with geodatabase design.
+ Publish and manage ArcGIS Online GIS solutions, dashboards, and hosted feature services utilized for various project needs. Interact with regulatory agencies, communities, subcontractors, and clients in a confident and professional manner.
+ Remain current in latest GIS practices, methods, procedures, subject matter, and techniques.
+ Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.

**Required Qualifications**
+ Bachelor's Degree in GIS, Geography, Environmental Science, Planning, or a related field.
+ Minimum 1-3 years of relevant post-education experience in discipline with prior GIS experience.
+ Significant experience with ESRI's ArcGIS platform.
+ Capable understanding of AutoCAD, Python, Visual Basic, Arcade, or SQL programming.
+ Strong analytical skills and prior demonstrated experience with research techniques, modeling data, scanning and digitizing files, and experience maintaining records and databases for assigned projects required.
+ Proficiency with GPS/GNSS field equipment, plotting coordinates, and data collection.
+ Experience coordinating with clients, regulatory permitting and resource agencies, communities, and technical staff required.
+ Task management experience with small to mid-level projects including tracking hours and expenses for project work.
+ Effective interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to a scientific and non-scientific audience.

This role will primarily focus on GIS research to identify new participants in extension projects and ensure accurate, timely processing of related documentation. The GIS Specialists will be integral members of our interdisciplinary team of environmental and cultural resource specialists. Our purpose is to support federal land managers in ensuring that military activities are conducted in compliance with applicable laws, regulations, and policies.

The hardworking coworkers of Electric Engineering ensure all manners of electric engineering-including electric standards and process safety, electric design engineering, instrumentation testing and controls, undergrounding, electric regulatory compliance and electric investment planning-are in place to safely enable a strategic and stable workplan for our Electric Operations partners. Our organization is accountable for program planning, financial budgeting, and project execution and delivery of all electric engineering projects. Position Summary
The Electric Mapping leaders oversee the management of the GIS electric asset registry system and data through the asset manage life cycle of data ingestion, maintenance, operation, and retirements. Some of the core key responsibilities include the including development of standards, processes, quality management, customer relations, technical support, training, and improvement projects.The leaders ensure asset registry data for all electric assets are updated whenever facilities in the field are constructed or replaced.
This position specifically leads a team of professionals to ensure the electric GIS system operates effectively and efficiently with proper controls to ensure the asset registry data is secured, trusted, maintained, and accessible at all times.
This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location is flexible within the PG&E Service Territorypreferably Bay Area or Sacramento Area.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.
A reasonable salary range is:
Bay Area Minimum: $136,000
Bay Area Maximum: $32,000
OR
California Minimum: 129,000
California Maximum: 220,000
Job Responsibilities
- Manages a department to record and maintain mapping information of all electric assets in the service territory. Utilizes knowledge of engineering standards, business processes and related impacts to ensure asset mapping data is ingestedcorrectly and timely to support several business applications or processes such as the proper calculation of franchise taxes owed to cities/counties.
- Provide the overall control and acceptance of new and existing GIS applications and enhancements. Ensures proper training, change management and communications are in place related to roll out of system updates or upgrades.
- Develops and/or supports, and monitors mapping and information governance controls, processes and procedures to assure accurate records and information security. Oversee the development and implementation of quality assurance and quality controls into all GIS system processes. Regularly monitors and audits to ensure the department is meeting business and all regulatory requirements.
- May perform or lead feasibility analysis, business case development, develop project scope, and provide recommendations on the alternative solutions, project strategy and deliverable prioritization
- Partners with various internal organizations such as IT, Maintenance & Construction, Engineering, Service Planning and Control Centers to obtain new or changed asset information or to provide or confirm up to date asset information. Also to partner on exploring business process changes and impact analysis. Handles issues escalated by subordinates.
- Interfaces with various internal and external stakeholders such as the State Franchise Tax Board, City/County governments, the CPUC to coordinate activities and provide asset mapping information and functionality.
- Drives continuous improvement initiatives. Presents reports, department updates to senior leadership (Directors and Officers). Develops and provides recommendations for solutions and improvements. Collaborates with Electric leadership on mapping issues and initiatives.
- Develops and manages department budget and resource management targets/goals.
- Develops overall department performance goals and metrics, ensuring alignment with Electric Operations objectives and regulatory requirements for asset mapping. Oversees the regular reporting of department performance metrics and general electric mapping assets
- Manages staff to accomplish results through recruitment and selection training and development, performance management, and rewards/recognition. Partners with and maintains good relations with bargaining unit representatives. Participates in negotiations and represents labor management for the mapping department
Qualifications
Minimum:
- Bachelor's degree or equivalent related experience
- 10 years of related business experience including 3 years in a leadership role and 2 years working with bargaining unit leadership
- Regular travel throughout service territory, approximately 25% of the time
Desired:
- Bachelor's degree in related field such as Geography, Business or Engineering
- GIS Professional (GISP)
- ESRI ArcGIS Desktop Certification, Professional level, or higher
- Lean Six Sigma Green Belt
- 2 years of experience working with ESC leadership
- In-depth knowledge of electric asset mapping methods, techniques and best practices, including knowledge of GIS applications.
- Broad knowledge of electric utility business operations, including maintenance and construction and control center operations.
- General knowledge of lean six sigma process improvement and change management concepts and methods.
- Knowledge of quality assurance, quality control and auditing methods.

+ Serves as lead manager responsible for delivery of lab data processing services, including Geographic Information Systems (GIS) lab processing.
+ Performs analysis, development, implementation of processing approaches and quality checks for electronic files and related mapping, geospatial services pursuant to applicable ESI specifications.
+ Creates maps/reports and related deliverables based on customer request, including posting maps and related geospatial data to an internal GIS Portal.
+ Works closely with customer's information technology staff as necessary to ensure implementation, installation, testing and maintaining of GIS related systems and software.
+ Responsible for informing Government COR of all deadlines, technical challenges, resource availability, personnel assignments, priorities and progress reporting specifications.
+ Consults with attorneys and support staff on best practices for confirming GIS specifications
+ Participates in teleconferences with co-counsel, client agencies and opposing counsel upon attorney request.
+ Responsible for ensuring incoming mapping and geospatial request are made pursuant to applicable GIS specifications.
+ Provides case attorneys detail notice of deficiencies when found.
+ Conduct presentations, utilizes video clips and prepares GIS training material.
Required Qualifications:
+ Must be able to obtain and maintain MRPT facility credentials/authorization. Note: US Citizenship is required for MRPT facility credentials/authorization at this work location.
+ Undergraduate degree required; preferably in computer science or related field.
+ Requires thorough knowledge of GIS concepts and a variety of mapping software/products: ESR's ARCGIS Pro, Network Analyst, ARCGIS Portal and ARCGIS Online.
+ Must have thorough knowledge of computer graphics and demographic data products: US Census Bureau Tiger data, Census PL94-171 data and American Community Survey/ACS data or demographic data from various sources.
+ Must have at least five years of management/supervisory experience
+ Minimum of five years' experience supporting GIS processing.
+ Requires broad knowledge of the Government's IT environments, including office automation networks, PC and server-based databases and applications.
+ Excellent oral and written communication skills are required.
+ Ability to lead a technical team, and provide direction, will be very important.
+ Demonstrated ability to analyze attorney needs.
Preferred:
+ Experience in a litigation support environment extremely helpful.
