PURPOSE SUMMARY. Under the general supervision of the assigned supervisor, provides technical GIS functions to create and maintain base maps.
ESSENTIAL DUTIES. Responsible for parcel property maps using GIS computer database, duties include but are not limited to:
Creates, exports, maintains, and updates parcel property maps along with various types of GIS data layers and related database tables for inner office uses with GIS;
Use of COGO (coordinate geometry) methods and tools to map parcels by use of metes and bounds legal descriptions on deeds and plats;
Conducts research (County Clerk’s Office, files, maps, databases, and imagery) of legal documents and/or information to ensure correct platting of property descriptions, location, and ownership;
Reviews exiting or incoming data for currency, accuracy, usefulness, quality, or completeness of documentation;
Enters and updates data and documentation accordingly into GIS and CAMA (Computer Assisted Mass Appraisal) system; with information obtained through filed documents and office research;
Troubleshoot and resolve any GIS and mapping related problems or issues along with providing technical support to users regarding the maintenance, development, or operation of GIS databases equipment, applications or data workflows;
Generate maps as needed for staff and citizens using GIS in timely manner;
Assist in handling public questions and concerns to ownership, process of land adjustment requests, land size, and boundary disputes;
Administrative internal and external customer service duties included but are not limited to:
Responds to all inquiries in a professional, courteous, and timely manner from public and other departments in person, email and phone;
Cross training of staff as directed on all GIS related functions and duties;
Maintains and updates written operating procedures as improvements and advancements in technologies and processes change;
Maintains confidentiality;

QUALIFICATIONS.
A. Education. Bachelor’s degree in Geography or closely related field
B. Experience. Three (3) years of experience in GIS (Geographic Information Systems)

D. Licenses/Certifications. Must possess a valid unrestricted driver's license and maintain a satisfactory driving record in accordance with County policy

The GIS Analyst will support the City of Houston’s Enterprise Geographic Information System (EGIS) by performing advanced GIS development and technical support. Job Description:
VDOT's Central Office Maintenance Division requires advanced GIS support for one of their Programs.
Candidate must be able to take direction from the Program Manager to both create and manage the creation of GIS maps, map attributes, and associated mapping reports in support of their application.
This will include the ability to use and direct the use of ArcGIS in the performance of these duties.
Candidate must be able to use data submitted in Excel spreadsheets, databases, or other similar systems to create GIS maps and populate associated fields as per requirements.
Candidate must be able to receive requests from VDOT field users and provide expert advice and support regarding all GIS mapping to/from their systems.
Qualifications
- BS/BA in GIS, Geography, Cartography, Computer Science, or other related field with/ GIS experience.
- 4-8 years of experience in GIS and GIS application development.
- A minimum of 5 years of experience designing, building, and delivering web applications
- Experience developing web applications using ArcGIS API for JavaScript or other JavaScript mapping APIs
- Excellent problem-solving, verbal, and written communication, design, development, and debugging skills
- Must have experience in the development of complex analysis and mapping projects.
- Must have the ability to communicate technical information to non-technical computer users, both orally and in writing.
- Candidates shall demonstrate high competence in ESRI GIS software suite (Arc 10. X, ArcGIS Pro 2.x and higher) including, but not limited to, a thorough knowledge of ArcSDE and ArcGIS Enterprise (server, portal, web adaptors, data stores).
- Must work independently to develop GIS tools and applications, perform complex analyses, and develop multi-layered maps by using an appropriate combination of tools in the GIS application suite and other programming environments.
- Self-starter with a technical background in software and the ability to work with minimal supervision
- Candidate should have Proficiency in Python.
Preferred Qualifications
- Experience and demonstrated proficiency in data extraction, analysis, and scripting tools, preferably Oracle SQL and PostgreSQL.
- Prior experience with LRS and working knowledge and experience with ESRI Roads & Highways or other similar systems is a plus
- Develop and maintain linear referencing systems (LRS) and GIS applications to support spatial data management needs.
- Experience in Reporting Tools such as Power BI is strongly desired.

Oneida Environmental (OE) has an immediate opening for a full-time Junior/Mid-Level GIS Analyst based hybrid at one of our many office locations.
Offices for Hybrid Work (if desired):
- Wisconsin: Milwaukee (HQ), Green Bay, or Madison
- Texas: San Antonio
- Georgia: Duluth/Atlanta
Key Responsibilities:
- Prepare professional quality maps for a variety of reports.
- Provide cartographic and data visualization support across all environmental projects.
- Provide GIS and data support to prepare for data collection via field tablets and ability to curate multiple data inputs to comprehensive project database and format for project use.
- Setup and management of data reporting tools including critical spatial analysis, 3D visualization, web-based GIS applications, and statistical analysis to support interpretation and communication of project data and conceptual site model (CSM) development.
- Utilize spatial analysis tools and techniques for 3D and hydrological modeling.
- Collaborate with the GIS team and Project Managers to create innovative solutions for visualizing data.
- Ability to query, review, edit, manipulate, and analyze project data to support project presentations, communication, and reporting.
- Ability to understand and manage metadata and spatial data, general laboratory/validation processes, and data QA/QC issues and requirements.
- Motivated to learn/apply new technologies and to optimize and advance the data management program within SRS and across all Oneida ESC Group companies.
Minimum Qualifications:
- Bachelor's degree in Geographical Information Systems, Geography, Computer Science, or other related disciplines.
- Knowledge of Esri ArcGIS Pro and ArcGIS Desktop software, with experience in data creation, editing, and map production.
- Experience with ArcGIS Online (Survey123, Field Maps, Dashboards, etc.).
- Experience with 3D GIS (ArcScene) or integrated tools to support 3D visualizations or models.
- Experience with 3D modeling software (e.g. Leapfrog or Earth Volumetric Studio, etc.)
- Excellent communication and collaboration skills, with experience working with cross-functional teams.
- Basic understanding of cartographic principles and a passion for creating accurate, visually effective maps.
- Self-motivated individual who is eager to apply their existing skills in a dynamic work environment.
- Strong technical, analytical, and data management skills.
- Recognize and exceed project quality standards.
- Ability to work with multiple team members and clients across multiple projects and manage/prioritize multiple deadlines.
- Ability to learn, understand and communicate technical issues effectively
- Ability to work independently and solve problems.
Preferred Qualifications:
- Understanding of Federal (AFCEC, USACE, Navy) data management and delivery requirements.
- Experience in the environmental consulting industry.
- Experience with the CERCLA process.
- Ability to integrate analyses into project documents.
- Experience with CAD (Computer-Aided Design).
- Programming skills (Python, Arcade, etc.) to develop and integrate specific data management tools or interfaces.
- Understanding of relational databases.
Compensation Range:
- $55,000 to $65,000/year
