Job Description
Job Functions:
Manage and analyze spatial data using Esri tools to support GSWC's GIS-based digital twin of utility infrastructure.
Integrate diverse data sources (e.g., Access, Excel, AutoCAD, shapefiles) into Enterprise ArcSDE geodatabases.
Review and validate site plans and construction documents for GIS accuracy.
Ensure GIS data compatibility with enterprise systems (e.g., CC&B, Cityworks, FME, Kloudgin).
Use ETL tools like FME to format and load data per corporate standards for reporting and compliance.
Produce detailed maps and geospatial products for internal and external use.
Publish maps, apps, and services via ArcGIS Online and Portal for ArcGIS.
Maintain content, metadata, permissions, and sharing settings in ArcGIS platforms.
Conduct GPS-based field surveys and asset location, integrating findings into GIS.
Collaborate with staff and contractors to understand project goals and deliverables.
Support Engineering Planning with exhibits, budgets, inventories, and reports.
Assist Engineering Design Center with GIS-to-AutoCAD data conversions.
Help IT troubleshoot GIS applications and data issues.
Perform other duties as assigned.
PAY RATE $28.50/hr

Minimum Qualifications:
Associate's degree in Geography, GIS, or IT and 2 years of related experience required; Bachelor's degree preferred. Alternatively, 7 years of progressive GIS experience using Esri technology in local government or water/wastewater utilities may substitute for a degree. Entry-level candidates with a relevant Bachelor's degree will be considered.
Strong written and verbal communication skills, with solid knowledge of cartographic principles and map design across digital and print media.
Ability to interpret engineering plans and aerial imagery.
Capable of working independently and efficiently with minimal supervision.
Proficient in Esri Enterprise software (ArcMap, ArcGIS Pro, ArcCatalog, ArcGIS Online, Portal for ArcGIS); familiar with Experience Builder, Survey123, Dashboards, Story Maps, AutoCAD Civil 3D, JD Edwards, Cityworks, GPS software, and Microsoft Office Suite; knowledge of web-based learning and PDF tools required.

+ Input, processing, and maintenance of Client Distribution Lines and Equipment assets in an ESRI GIS database.
**Qualification requirements:**
+ High School Diploma or equivalent required
+ Bachelor's degree (Geography, GIS, or similar field), GIS Certificate, or at least 2 years of full time GIS work experience is required
+ Power Distribution knowledge is a plus
+ Experience with ESRI ArcGIS software required; Experience with ESRI ArcGIS Pro software is a plus
+ Competency with standard computer software, to include Microsoft Office suite is required

Remote work requires stable broadband Internet connection of 20mb/s or capable of supporting remote desktop connections over VPN and is responsibility of worker.

**Job Summary**
The GIS Technician is responsible for making maps, geographic information systems applications, manipulate and understand digital land data and manage data entered a GIS database. Must be familiar with the ESRI ArcGIS platform as well as other GIS tools. Knowledge of implementing and writing schema and attributes into the GIS database.
