This person supports the efforts, special projects and administrative functions for the Government & External Relations department at UJA-Federation. They are proactive, task- and detail-oriented, able to manage significant responsibility, and multi-task in a fast-paced work environment. They are also responsible for on-going and evolving projects as needed, including policy-related support work, research, events, and missions.

The Government and External Relations Department (GR) works to raise the public profile of UJA and engage in advocacy activities that strengthen UJA’s network of nonprofit partners and strengthen the Jewish community. The department tracks and acts on legislative and budgetary processes at the federal, state and local levels of government, as well as funding opportunities and policy decisions that impact UJA’s network. The department further seeks to assist UJA’s partner nonprofits in navigating government bureaucracy. The department builds relationships with elected officials, government agency leaders and policy influencers. The team also collaborates with faith-based and policy-aligned coalitions, including other leaders in the human services nonprofit sector.

Major Responsibilities

Reports, Research and Data Analysis

  • Utilize UJA’s donor database to track GR’s work and events.
  • Generate reports from databases as needed
  • Maintain GR’s resources and tools: calendars, documents, marketing material, and donor and committee lists.
  • Manage GR’s internal database and update as needed.
  • Assist GR team with creating city, state, and federal budget analysis documents annually.
  • Assist GR team with policy-based research as needed.
  • Submit Bi-Monthly Lobbying Report (GR)
Events Management
  • Assist GR with committee meetings, missions, events, presentations, and special briefings as needed
  • Assist GR team with coordinating meetings with elected officials and government partners as needed
  • Help manage in-person and remote meetings, arranging food and room set-up, handling registration, and assisting with Zoom as needed
Writing, Editing and Design
  • Assist in designing and organizing slides, handouts and other collateral for presentations and meetings
  • General email and phone/Zoom correspondence with donors and other high-level stakeholders, UJA professionals, agency professionals, and government professionals as appropriate
  • Assist with email updates, surveys/information gathering to UJA’s network partners as needed
General support

Provide administrative support to the team by processing invoices, managing material purchases, submitting expense reports, coordinating food and room requests, managing Zoom meetings, Government Relations Committee meetings, and overseeing the schedule of the Vice President of Government Affairs.

Opportunity to identify policy areas of interest to research and support team’s on-going projects.

Qualifications and Competencies

3. Maintain an effective working relationship with state and federal legislators and their staffs and administrative agencies through verbal and written communication, networking, direct visits, capitol visits and industry association events and meetings.

As directed by the Manager, Government Relations & Grants, attend events or meetings at Dairyland or other locations to assist in educating and empowering employees, board members and owners to make sound judgments about policies under consideration at all levels of government, and to encourage voluntary involvement in the political system at all levels.

+ Collaborate with, and provide updates to, the Executive Branch team within Government Relations attending functions or events where necessary;
+ Prepare senior leadership for meetings with Members of Congress and key Committee staff;
+ Represent BAE Systems at local and out-of-state political fundraisers, industry, and trade association events;
+ Develop, manage and execute BAE Systems USA Political Action Committee (BAE PAC) objectives in coordination with an integrated government relations team; participate in local and out-of-state BAE PAC fundraising efforts; provide advice on BAE PAC support;
+ Manage and work in partnership with advisory consultants as required;
+ Maintain a regular and predictable work schedule;
+ Perform other duties as necessary.
**Required Education, Experience, & Skills**
+ Bachelor s degree with 12 years of experience;
+ Thorough understanding of the defense and intelligence authorization and appropriations budget process;
+ A strong background and experience working with the defense and intelligence community;
+ Demonstrated excellent leadership and interpersonal skills in relevant business environments with collaboration skills;
+ Ability to understand highly technical aerospace products and services under contract with the Executive Branch; grasp of product offerings with respect to customer needs; ability to understand how Congressional dialogue and actions impact those offerings;
+ Ability to obtain Congressional language and products, and to distill the impacts of those products for the consumption of the sectors;
+ Ability to obtain Executive Branch budgets and glean insights for programs of interests to the sectors;
+ Ability to use various legislative tools effectively, including on-line databases, news services, directories, hearing transcription, etc.;
+ Effective in working with people at all levels of an organization and willing to contribute wherever needed, providing leadership to operational activities as well as senior executives;
+ Ability to navigate conflict in high-stakes engagements with customers, stakeholders, and policymakers; ability to influence the same, in difficult situations; effective written and oral communication skills; ability to work effectively with teams of varying skill sets;
+ Travel and local commute between BAE Systems Falls Church campus and other major campuses across the United States will be required. Monthly travel possible for durations of 3 - 5 days;
+ Availability for some early morning and evening hours for work-related functions.
**Preferred Education, Experience, & Skills**
+ Security clearance preferred;
+ Degree in Political Science, Public Policy or related field desirable;
+ 10 years experience in legislative affairs at the federal level preferred;
+ Experience working on Capitol Hill for a defense authorizing or appropriating or intelligence-related committee is preferred; relevant industry experience is preferred;
+ Existing relationships with relevant Congressional oversight staff, personal office staff, and Aerospace industry government relations staff are highly desirable.
**Pay Information**
Full-Time Salary Range: $169630 - $288370

The Advisor works closely with internal teams to understand policy priorities and key infrastructure projects. They collaborate on educating stakeholders, gathering feedback from customers, explaining complex internal processes, mitigating reputation/brand risks, developing advocacy messages and government relations approaches to drive favorable outcomes. The Advisor provides support in an assigned role for the Organizational Unit (OU) and company emergency response, resiliency, and Incident Management Team (IMT) activations. After hours, night and weekend duty rotation may be required. The Advisor also develops and tracks performance metrics.

**Responsibilities**
+ Engages with a broader set of officials and maintains existing relationships; leads smaller strategic relationship building projects focusing on select SCE initiatives
+ Proposes and shapes the content and topics of discussion, ensuring relevance to business activities; engages directly with government officials at gatherings
+ Prepares and proofreads correspondence, forms and other documents, and coordinates the communication of information from the Government Affairs office to internal stakeholders interested in topics related to strategic initiatives, agency actions, and legislative proposals
+ Manages sections or specific aspects of the reports; reviews data for accuracy ensuring all report criteria are met, and verifies that the reports adhere to the guidelines set by LDA and FEC
+ Drafts and delivers reports for the corporate office as well as briefing notes for senior management to outline issues that may impact the company's operations and project developments
+ Develops multiple pieces of policy content ensuring coherence and consistency; engages with internal and external stakeholders to refine content
+ Implements and acts on opportunities to streamline administrative processes associated with managing the office
+ Supports outreach to industry lobbying coalitions on priority issues
+ A material job duty of all positions within the Company is ensuring the protection of all its physical, financial and cybersecurity assets, and properly accessing and managing private customer data, proprietary information, confidential medical records, and other types of highly sensitive information and data with the highest standards of conduct and integrity.
**Minimum Qualifications**
+ Seven or more years of experience working in public affairs, government relations, or community relations.
Preferred Qualifications
+ Bachelor's Degree or higher in Political Science, Business, Public Administration or related field.
+ Experience in helping to manage candidate, ballot measure and/or issue advocacy campaigns.
+ Experience leading infrastructure and public involvement activities.
+ Experience working closely with the Los Angeles County local governments.

**Responsibilities**
+ Meets one-on-one with members of the state legislature, their staff, and other state government officials to gain support for the American Heart Association's advocacy issues.
+ Monitors and engages on state-level legislative and regulatory issues of concern to the Association and apprises appropriate Association volunteers and staff of emerging advocacy issues and local ordinances.
+ Provides policy research, development of support materials, recruitment of spokespersons, preparation of testimony, and other activities as needed to advance the Association's legislative agenda.

+ Provides advocacy presentations and training opportunities to volunteers and staff as needed.
+ Attends and participates in relevant Association meetings throughout the year, including national and regional staff training, regional and state-level meetings with staff partners, and metro board meetings.

**Qualifications**
+ Bachelor's Degree in Public Policy, Political Science, Law, related field, or equivalent work experience
+ Three (3) years of experience and success in legislative and regulatory lobbying
+ Three (3) years of proven experience building and managing issue advocacy coalition(s)
+ Three (3) years of experience developing and implementing grassroots and media advocacy tactics
+ Outstanding oral and written communication skills
+ Policy analysis and technical (legislative and regulatory) writing skills
+ Ability to simultaneously manage multiple, sophisticated projects in varying stages of development under time constraints
+ Knowledge of the principles and practices of strategic planning, budgeting, and managing work
**Preferred Qualifications**
