BASIC FUNCTION
This position is responsible for identifying legislative and regulatory opportunities to support business and policy objectives and monitoring legislation. Will also participate in the development and implementation of strategies to influence public policy and working to enhance business relationships and reputation with elected officials and with state agencies including the State Health Department, the State Insurance Department and within the insurance trade industry. Incumbent will be responsible for coordinating the administration and oversight of the division's state political action committee events and campaign contributions; develops and employs grass-tops and grassroots advocacy for the division.
NOTE: this role is hybrid/flex and requires in-office visibility three days per week, working from home the other two days. Relocation will NOT be extended. Sponsorship either now or in the future will NOT be offered.
**JOB REQUIREMENTS**
+ Bachelor's Degree and 3 years' experience which includes a combination of insurance industry, regulatory, legislative, state agency or communications **_OR_** 7 years' direct experience which includes a combination of insurance industry, regulatory, legislative, state agency or communications.
+ Experience working with public officials, decision-makers or executive level personnel.
+ Project management experience and ability to handle multiple projects.
+ Excellent verbal and written communication skills to include persuading policy makers and government officials; solid writing, editing and disseminating complex information in a clear, concise manner which is flexible to suit the needs of a diverse constituency.
+ Independent judgment skills and political acumen, campaign and/or state agency knowledge.
+ PC proficiency to include Microsoft Office (i.e. Word, Excel, PowerPoint, Outlook, Teams) and internet based legislative tracking programs.
+ Excellent written and verbal communication skills are essential for drafting documents and engaging with government officials and the public.
**PREFERRED JOB REQUIREMENTS**
+ Knowledge of Texas Insurance Code
+ Familiarity with Telecon, LegiScan or Quorum preferred.

**Government Relations Specialist**
**Position Purpose:**
The Specialist will facilitate operations of The Home Depot's Washington DC office, which entails providing primary support to assigned VP and working collaboratively with the Government Relations and External Communications teams to support various projects. The role will handle building management and event logistics, oversee external partnerships and internship programs, political compliance, executive visits, presentation support and other duties as needed. **Key Responsibilities:**
35% Administrative:
+ Identifies needs and initiates projects independently
+ Sets priorities and procedures for accomplishing work, delegating responsibility as needed
+ Acts as gatekeeper for VP with regard to scheduling, visitors, and correspondence; maintains confidentiality
+ May supervise a single or group of non-exempt support secretary staff interns, including hiring, training, and performance appraisal
+ Reviews and questions where necessary expense reports of VP's direct reports
+ Makes complex domestic or international travel arrangements
+ Operates a variety of office equipment
+ Progressively uses the features of one or more standard business software packages
+ Assists VP with special projects as needed

20% Events Planning and External Relation:
+ Maintain external partnership and sponsorships

+ Logistics coordination for executive visits/trips (e.g. Ford's Annual Gala, Store Managers Meeting)
+ Provide guidance to interns on the following:
+ Plan/coordinate receptions/dinners/fly-ins/meetings
+ Schedule PAC Member DC tours/events

The Government Relations Specialist will Assist the Manager, Government Relations & Grants and Vice President, External Affairs in developing and implementing Dairyland's legislative, policy and regulatory strategies and efforts in the states where Dairyland does business and at the federal level. Serve as a liaison with state electric cooperative associations and Dairyland distribution members on government relations policy priorities and represents Dairyland at policy and political events in support of Dairyland's overall government relations strategy. Support efforts to educate and involve employees, board and member-owners in the political process. Support Dairyland's enterprise-wide effort to be the premier electric G&T in the Mid-continental United States, with an active and profitable energy supply, portfolio management services business line and best-in-class government relations capabilities
**ESSENTIAL JOB FUNCTIONS** **:**
1. Influence public policy in the best interest of Dairyland and its member-owners. This includes engaging elected officials and other policy makers to support Dairyland's policy preferences through meetings, testifying at hearings, or in writing in support of Dairyland positions. Successful applicants may need to register as a lobbyist in one or more state.
2. Assist the Manager, Government Relations & Grants and Vice President, External Affairs in monitoring current legislative, regulatory, political, technical and public issues for their potential impact on Dairyland or on our distribution cooperatives and their members.
3. Maintain an effective working relationship with state and federal legislators and their staffs and administrative agencies through verbal and written communication, networking, direct visits, capitol visits and industry association events and meetings.
4. As directed by the Manager, Government Relations & Grants, attend events or meetings at Dairyland or other locations to assist in educating and empowering employees, board members and owners to make sound judgments about policies under consideration at all levels of government, and to encourage voluntary involvement in the political system at all levels.
5. As directed by the Manager, Government Relations & Grants, represent Dairyland at meetings of industry groups, cooperative organizations, public policy partners and others discussing issues of importance to our members.
6. As directed by the Manager, Government Relations & Grants, represent the division in internal business working groups determining strategic direction for the cooperative.
7. Assist with key stakeholder outreach and engagement; the development of talking points, committee testimony and other written materials, as requested; and the drafting of policy memorandums and legislative summaries, as well as monitor key committee hearings and legislative activity at the state and federal level.
8. Other duties as assigned.
**MINIMUM QUALIFICATIONS** **:**
**Education & Experience** : Bachelor's degree in a related field required; advanced degree desirable. Minimum of three years of direct experience on/in a state or federal legislative staff, legislative agency, public affairs organization or local, state, or federal agency required. Experience in the states of Wisconsin, Minnesota, Iowa, and Illinois or in Washington, D.C. preferred.
**Skills** : Ability to understand, prioritize and address multiple issues in the same workday. Possess excellent written and verbal communication skills, including ability to speak extemporaneously, summarize information and present it to a general audience. Ability to develop strong relationships through adding value for internal and external audiences. Understanding of political and regulatory procedures and processes, including differences between states.
**Licenses and Certifications** : Valid Driver's license. Will be required to register as a lobbyist with appropriate state or federal agencies.

  • Read and analyse state and local legislation to determine its viability and its potential impact to the company
  • Work with trade associations to share our public policy positions and ensure their advocacy is consistent with our direction
  • Directly lobby public policy makers to influence public policy and serve as Honda’s POC with government officials
  • Educate public policy makers about Honda goals and initiatives
  • Perform research and special projects as necessary
  • Share detailed and accurate legislative developments and analysis with Honda leaders and business units
  • Utilize various resources, including political context and intelligence, to develop policy proposals and work with GIR leadership and SME's to develop legislative/policy strategies and responses.
