Your key responsibilities

We'll look to you to interact directly with the customer, stakeholders, and subject matter resources to coordinate, validate and socialize in one or more areas of technology transformation. You will be responsible for supporting EY's technology transformation in a Database Analyst role. Provide dedicated support to the government by performing the following activities:

  • Project Management: Manage, assess, and implement changes to deliverables related to technology transformation projects.

Your specific role activities

The base salary range for this job in all geographic locations in the US is $102,500 to $87,900. The base salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is 122,900 to 213,400. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography. In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options.

Government Relations Analyst

The American Flood Coalition (AFC) is a nonpartisan group that drives transformational adaptation to higher seas, stronger storms, and more frequent flooding. AFC comprises more than 470 elected officials, local leaders, military groups, and businesses that work together to advance resilient and equitable flood solutions at the local, state, and federal level. As the only organization that focuses on flooding across all levels of government, AFC is uniquely positioned to transform how communities around the country adapt to flooding and sea level rise.

Position Summary

We are seeking an early career candidate to join our federal Government Relations & Policy team as a Government Relations Analyst. The person in this position will help support AFC's bold and strategic government relations agenda to achieve our mission. The ideal candidate will be a self-starter with an understanding of the federal legislative process, an ability to think creatively, outstanding interpersonal and critical thinking skills, and a desire to learn about and advance complex public policy solutions. This is a full-time, hybrid position reporting to our Associate Government Relations Director and located in our headquarters in Washington, DC.

Responsibilities
  • Help represent and articulate AFC's mission on Capitol Hill and/or with federal agencies by preparing for and attending meetings, as well as assisting in outreach to the Coalition's Federal Champions, members of Congress, and congressional staff
  • Monitor Congress and federal agencies to track the status of legislative, administrative, and regulatory efforts; maintain a steady awareness of ongoing policy priorities and attend hearings, briefings, etc.
  • Conduct impactful research to help expand AFC's legislative portfolios
  • Help prepare substantive policy materials, including letters to the administration, federal agencies, and Congress, issue briefs, fact sheets, talking points, and more to persuade and inform diverse audiences
  • Assist in scheduling, organizing, and preparing for AFC events, including Hill briefings, Coalition member fly-ins, and state-based meetings
Qualifications
  • At least one year of full-time work experience, including on Capitol Hill, in a federal agency role (e.g. intergovernmental or legislative affairs), at government relations firm, or at a nonprofit or advocacy firm.
  • Demonstrated experience with or interest in the following Congressional committees and/or issue portfolios:
  • House & Senate: Appropriations; Agriculture; Armed Services
  • House: Transportation & Infrastructure; Science, Space, and Technology; Financial Services
  • Senate: Environment and Public Works; Banking, Banking Housing and Urban Affairs; Commerce, Science and Transportation
  • Outstanding written and verbal communication skills
  • Excellent interpersonal skills and ability to build networks across both sides of the aisle.
  • Bachelor's degree required.

**The Opportunity**
This position works out of our Washington, DC location in the Government Affairs function.
As the Government Affairs Director for Corporate Reimbursement, you will develop, lead and execute the strategy, capabilities and action plans to support and drive healthcare policies that impact Abbott. More specifically, you will support Medicare reimbursement activity for Abbott Diabetes Care (ADC) and other divisions. This includes Medicare reimbursement (coding, coverage and payment) for all ADC products. You will also lead development and advocacy of Abbott's priorities for these divisions in broad Medicare and health care policy.
**What You'll Work On**
- Ally with business functional teams to help develop and execute portfolio reimbursement plans, and coordinate with Abbott GA team to deliver effective advocacy.
- Work on development and execution of reimbursement and coverage strategies and health economic and value messaging based on robust understanding of providers, business/practice managers, and payers.
- Work with ADC to conceive and direct analysis of health care clinical, health economic and outcomes data to support market access, health policy and publication strategy initiatives.
- Lead reimbursement initiatives to protect and advance Abbott's interests and its business units before policymakers, politicians, trade and business associations and other allies.
- Build the reputation of Abbott as a preferred, trusted partner, who drive for constructive solutions.
- Stay apprised of business goals and strategies in order to assess impact to Abbott from federal, executive and regulatory activities. Consult with appropriate business and corporate personnel in making such determinations, providing recommendations for formulation of action plans.
- Identify health care, economic and other policy developments that could impact Abbott's business and operation. Proactively identify opportunities for Abbott to pursue favorable government policies and effectively defend Abbott against government policies that could harm shareholder interests.
- Increase management and business unit understanding of, and participation in, the reimbursement policy-making process on behalf of Abbott.
- Deliver strong messaging in support of Abbott positions collaboratively with Public Affairs and other functions as necessary to ensure message consistency and delivery to key targets via appropriate channels.
- Participate in or lead projects to maximize team effectiveness i.e. Events, Programs, Community engagement, Shared Value/CSR, Communications, Social Media, Public Speaking, etc.
**EDUCATION AND EXPERIENCE YOU'LL BRING**
**Required**
- Significant experience with and understanding of the Medicare program. In particular, understanding of Medicare coding, coverage and payment policies, particularly:
o Medicare coverage processes,
o Inpatient and Outpatient Payment Systems,
o Ambulatory Surgery Center payment systems,
o Physician payments,
o Pharmacy payments/processes
o Medicare quality systems,
o the Center for Medicare Innovation,
o CPT/HCPCS coding systems and processes, etc.
- Demonstrated knowledge of US and global healthcare payer systems, including expertise in health care financing, reimbursement policies related to the device industry, and technology assessment.
- Prior experience establishing procedure codes in the United States
- Experience with Evidence Development studies
- Successful record of leading groups of people, including cross-functional teams.
- Ability to influence and negotiate at many levels within the organization and a variety of different groups including regulatory, marketing, sales, legal, clinical and medical affairs and project management, e.g., a strong team player.
- Ability to interface well with key policymakers at Senior levels, major ally and association policy teams, think-tank organizations and with Abbott executives.
- Ability to interpret and integrate business strategies into actionable, value-added health economics and reimbursement initiatives.
- Successful leadership and strong ability to make effective decisions independently while working in a matrix environment.
- Excellent communication skills required (written and verbal). Must be able to communicate effectively to diverse audiences.
- Ability to understand the intent of legislation or proposed policies/guidelines/regulations and the ability to assess the extent to which such legislation or regulations support or conflict with Abbott positions or interests.
**Minimum Qualifications**
- Bachelor's degree
- 10 year's minimum in positions of responsibility in Medicare and reimbursement policy
- Experience in government affairs, health care industry, public affairs and public policy
**Preferred Qualifications**
- Experience in the Centers for Medicare and Medicaid Services (CMS) or Health and Human Services
- Master's degree in Public Policy, Public Health, Science related disciplines are preferable
- Legal degree or MBA is a plus
- Proven extensive contact network, involvement and success in influencing the development of Medicare reimbursement policies/legislation and strong knowledge of the process
