Our Government & Public Sector-Financial Accounting Advisory Services (GPS-FAAS) team is growing exponentially, and as a Senior Manager you'll play a key role in that growth. **Your key responsibilities**

JOB PURPOSE
The Government Grants Manager is a member of TCR's development team and will play a key role in our fundraising and relationship building efforts to sustain and grow our impact in empowering and employing MN's diverse workforce. This role will focus on city, county and state grants. The position would participate with leadership in assessing whether to pursue Federal grants in future years, with no imminent plans to do so. Key duties include: completing government grant proposals, maintaining grant records, and effectively utilizing Salesforce to track and report on funder relationships and fundraising goals.

POSITION STATUS: Part-time (30 hours/week)

PRIMARY DUTIES & RESPONSIBILITIES
- Oversee government grants management including city, county, and state grant funding.
- Research, write, and submit compelling grant applications, LOIs, and other funding requests, discussing with leadership on which grants to pursue on a regular basis.
- Review grant guidelines, assess eligibility, and determine feasibility of prospective grants in collaboration with cross-functional delivery and operational teams.
- Maintain grant records and complete all reports as required on financial and programmatic outcomes and projections.
- Monitor grant compliance and adherence including collaboration with internal stakeholders on audit prep and monitoring.
- Monitor Department of Employment and Economic Development (DEED) workforce dashboard/TCR report card and maintain meaningful relationships with government officials and grant contacts.
- Coordinate with internal stakeholders to ensure DEED grant-funded programs are executed efficiently, on schedule, and in compliance with all regulations.
- Act as a primary contact for government contacts through email, phone meetings and site visits.
- Attend informational, grants training and networking meetings and events put on by government entities.
- Create and implement a process to enter, access and report on grant data in Salesforce in collaboration with internal stakeholders.
- Work closely with finance and program staff on narratives, initiatives, budgets, and reporting.
- Write grant narratives in partnership with the Corporate and Foundation Relations Manager.
- Collaborate with the Marketing/Communications team to produce fundraising materials.
- Provide excellent customer service to all funders, prospective funders, and volunteers.

Position Purpose
The Government Relations Intern will work with the Land O ' Lakes Government Relations team to prepare for and carry out public policy strategy. The Government Relations intern will assist the team in issue research, memo development, stakeholder mapping, meeting preparation, and more.

The Vice President Government Programs is responsible for the development, administration, and execution of strategic plans that advance Prime's position in the Medicare space. This position has accountability for the Medicare P & L, and provides oversight to the development, maintenance, and growth of Medicare products and services, and it ultimately responsible for driving growth of the Medicare market segment.
**Responsibilities**
+ Provide leadership and oversight to the Medicare and Medicaid teams and ensure the development and execution of goals that guarantee performance objectives are met and/or exceeded; instill a culture of compliance, accountability, and superior service within the Government Programs organization; establish team level performance goals and objectives, as well as measurement techniques, ensuring strong engagement and motivation
+ Serve as a government programs expert, collaborating with the executive team and board of directors to reach a shared vision, set objectives for advancing Prime's position in the Medicare/Medicaid markets, and drive the development of products and services across the enterprise to support growth objectives
+ Oversee the expansion of PBM services to multiple states and measure the success of the Government Programs segments, including growth and positive P&L results; participate in existing and prospective client meetings in collaboration and close partnership with Prime's Sales Team to drive growth in the Medicare and Medicaid markets and influence product adoption
+ Manage financial performance, operating budget, and variances from plan to ensure cost effective delivery of service; design, develop, and implement annual operating budget and the Medicare Part D annual bid
+ Partner with stakeholders and staff to define a strategy targeting existing and new individual and group Medicare business, including age-ins. Defines go to market approach and works with the team and government affairs to execute the strategy
+ Establish key relationships with Government Program owners at the plans, and plan executives, consultants or other stakeholders to advocate for Prime's government program offerings, align priorities, solicit feedback and recommendations and create solutions to address interest, concern or opportunity
+ Act as a thought leader in national meetings where the company`s Medicare product and services are a focus; establish the company as a thought leader in the market helping to set policy
+ Other duties as assigned
**Minimum Qualifications**
+ Bachelor's degree in Pharmacy, Analytics, Finance, Business, Health Care Administration, or related area of study
+ 15 years of relevant work experience in PBM, pharmacy, health plan and/or managed care with a minimum of 8 years in Medicare and/or Medicaid in a health plan, healthcare consulting firm, PBM, or other government environment
+ 9 years of leadership/people management experience
**Additional Qualifications**
+ Strong skills in developing comprehensive strategy to drive growth in government programs (Medicare and/or Managed Medicaid)
+ Proven track record of leadership with results in the healthcare industry and recognition for government program expertise; strong understanding of Medicare Part C and D rules and regulations

You will use your experience in EPM implementations to identify customer needs and lead the delivery of a successful implementation activities. You will use your strong understanding of planning, budgeting, and forecasting processes to develop successful solutions on projects with sophisticated business requirements. You will use your strong influence and collaboration skills to work successfully with internal stakeholders and customers.
**Responsibilities**
**What you will do:**
+ Use your background in EPM and government budgeting to lead, develop, test, and deploy delivery of NetSuite Planning and Budgeting functional and technical solutions for the customer
+ Build and maintain Essbase Outlines, Calculation Scripts, Business Rules, Dimension Builds, Data Loads and Batch Automation Scripts
+ Conduct formal workshops with the client to agree the solution design, displaying knowledge of the business environment in defining the customer's needs
+ Develop trusted relationships with customers, set expectations, provide meaningful and timely communication, to deliver on promises and commitments
+ Partner with Product, Development, and Support to define and develop implementation tools and practices for future projects
+ Provide regular status on deliverables and milestones to the project team and to the customer
+ Exercise creativity, independent judgment, and business acumen in selecting methods and techniques
+ Exhibit strong executive presence and ability to interact with key project sponsors
**What you've done:**
+ Bachelor's degree
+ 5+ years of proven professional experience as practitioner and/or implementation consultant/Lead, either working with Oracle EPM solutions within a consultancy or working within a company finance function.
+ Ability to plan and facilitate design sessions and to conceptualize a solution of significant scope, across multiple business processes.
+ Proven self-starter that proactively develops working relationships with key internal and external stakeholders
+ Strong analytical and time management skills
+ Excellent verbal and written communication skills
+ Shown comfort working in rapid paced environments with evolving expectations and priorities and master unfamiliar concepts quickly with little supervision
+ Able to travel up to 25% of the time as needed
**It would be awesome if you also had:**
+ EPM consulting and implementation experience with Oracle EPM Cloud solution (PBCS, Narrative Reporting, Data Management, dashboards utilizing ad-hoc queries, Smart View, Financial Reporting report) will be a plus.
+ Expertise in developing custom integrations using EPM Data Integration, EPM Integration Agent, Pipeline, Groovy Business Rule, and EPM Automate
+ A broader view across multiple processes associated with the EPM ecosystem, like, Integration of EPM with ERP, HCM, and third party system
+ Technical expertise in Essbase and EPM Planning in relation to configuration and development including: Essbase Database (configuration, performance tuning), Planning configuration, Calculation scripts, Groovy Scripting
+ Good understanding of Income statement, Balance Sheet, Cash Flow, Workforce planning, Capex planning, strategic planning, different methods of consolidation and their calculations and disclosure in financial statement
