The Ground Systems Support (GSS) organization is looking for a Project Manager in the Construction Management Department with a background in construction and fabrication. This individual will provide oversight and assistance in managing all aspects of construction projects for COMET and lead special projects and project teams as assigned by management to support strategic goals and objectives. Within the Ground Systems Support Directorate, the Construction Management Project Manager position will assume overall responsibility for the following:
**Responsibilities**
Areas of responsibility include, but are not limited to:
- Provide Project Management oversight and assist in managing all aspects of construction projects.
- Provide Project Management oversight and assist with the management of Project Scope, Risks, Budgets, Estimates, Schedules, and Schedule Changes.
- Provide Project Management oversight in coordination with Construction Managers who oversee Craft Labor Projects.
- Demonstrate understanding of, and assist in, project scheduling development and resource loading to capture all work performed.
- Prepare or request Period Of Performance (POP) Extensions, Requests for Information (RFI) on engineering drawings, Letters of Technical Direction (LTD), and other technical documents, contract mechanisms, etc., in execution of construction projects.
- Perform duties as single Point-of-Contact (POC) for fabrication projects where work requested is sent offsite, all or part, and not performed at the various shops managed by COMET. Provide oversight for this work, once identified by Ground Systems Support (GSS) Management to be outsourced, from inception until delivery and closeout
- Host / Facilitate Project Team meetings.
- Create appropriate Statements of Work (SOW) for outsourced work and be POC for and work any issues in concert with COMET Project Managers, Engineering, Logistics, Launch Equipment Services (LES) Shop, and outside vendors.
- Exercise sound judgement and demonstrate excellent skills in working with other organizations, NASA and COMET customers, Contracts, and outside vendors.
- Perform other duties as assigned, including on-going or one-off special projects.
**Qualifications - External**
Bachelor of Science (BS) in Engineering or technical equivalent from an accredited institution; at least four years of experience.
- Experience in project management principles, facility and ground hardware design/build projects and project cost accounting is mandatory.
- PMP Certification is highly desirable.
- Experience interpreting engineering drawings; working knowledge of end-to-end processes of construction and fabrication including assembly and test; experience writing statements of work and basis of estimates; understanding of sub-contracts execution and legal/regulatory requirements.
- Experience with raw materials and material processes such as grades of metals, chemical processes, and treatments (passivation, pickling, Alodine, etc.) is desired.
- Must demonstrate excellent communication skills with NASA and other Contractors, and effectively represent COMET's needs on various projects with outside contractors as POC for GSS outsourced work.
- Ability to work effectively and cooperatively in a team environment.
- Must be able to coordinate work between multiple project disciplines.
- Requires demonstrated leadership skills as evidenced by prior experience.
- Ability to manage and prioritize multiple projects without missing deadlines or sacrificing accuracy and quality.
- Must be self-motivated, demonstrate understanding of program and project priorities, and be able to work highly independently.
- Excellent communication, presentation, and customer interface skills with a proven ability to work effectively and collaboratively in a cross-functional team environment.
- Ability to coordinate multiple projects with multiple stakeholders and to deliver results within schedule.

Position/Project Overview: 

Project Solutions Inc. is seeking a Construction Management Representative to join a National Park Service (NPS) utility infrastructure rehabilitation project at Fort Wadsworth, located within Staten Island. This project involves the replacement and modernization of the site's water, wastewater, and stormwater systems. The scope includes the full replacement of waterline mains and distribution systems, installation of new fire hydrants, and new service connections to accommodate building fire sprinkler systems. Additionally, the project will replace existing sanitary sewer lines and manholes serving the historic housing and Headquarters Area. Work will take place within an active National Park Service site and near occupied historic structures, requiring careful coordination with park staff to minimize disruption and ensure protection of cultural and environmental resources. The successful candidate will provide construction oversight, quality assurance, and technical support throughout the duration of the project.

This role is contingent upon award of project.

Responsibilities and Duties:

  • Provide technical assistance and support to CO during construction. 
  • Read, interpret and understand the construction contract plans and specifications.
  • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
  • Document issues encountered and problems experienced with the construction contractor. 
  • Review contractor's baseline and progress schedules.
  • Draft project related correspondence for NPS to review and issuance.
  • Understand and document inspections during and post construction as well as mock-up inspections.
  • Monitor Construction Contractor compliance with Accident Prevention Plans (APP), Asbestos hazard Abatement Plan (AHAP), and applicable safety requirements.
  • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
  • Deliver reports, reviews, evaluations, design work, etc. to CO.
  • Review, analyze, and assist in preparing cost estimates.
  • Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.

Required Education, Knowledge and Skills:

  • Minimum four (4) year Bachelor’s degree in Engineering, Construction Technology, Construction Management or other related field preferred .
  • Minimum of five (5) years of relevant construction and/or engineering work experience demonstrating knowledge and experience in construction management.
  • Knowledgeable in inspecting construction projects involving underground utilities (water, wastewater, stormwater)
  • Strong knowledge of trenching and excavation safety, pipe installation methods, system testing procedures, and site restoration practices
  • Experience working on federally funded projects or within historic and environmentally sensitive sites strongly preferred
  • Relevant experience on projects involving similar scope of work preferred.
  • OSHA 30 construction safety training preferred.
  • Ability to read and interpret plans, schedules, and other specifications.
  • Written and verbal communication, problem-solving, and conflict resolution skills
  • Strong computer and technology literacy to utilize PCs and mobile devices.
  • Knowledge of software including MS Suite (including MS Project), Adobe Acrobat, and any other software programs typically utilized.
  • Maintain a valid driver's license.
  • Ability to multi-task and prioritize in a fast-paced work environment on large, complex construction projects.

As a Construction Management Intern with NVR, your 12-week paid internship will allow you to gain experience in a variety of business segments. It will provide the foundation you need to succeed in the homebuilding industry. In fact, many of our summer interns go on to join NVR full time after graduation.

Primary Responsibilities:Project Management: Immerse yourself in the hands-on managerial and vocational aspects of the homebuilding industry by learning from our experienced construction and customer relations teams.

  • Spend time shadowing and assisting an experienced Project Manager in the field

  • Work directly with on-site subcontractors

  • Interact with customers building their new home

In addition, you will have the opportunity to spend time in other areas of our business:

  • Sales & Marketing: Work alongside the sales team and with our customers to understand the new home sales life cycle.

  • Land Research: Learn how industry leaders forecast and prepare for the future homebuilding activity in a growing metropolitan area.

  • Building Products: Get a glimpse into manufacturing operations with a tour of NVR’s production plant and architectural design offices.

  • Mortgage Banking: Exposure to the home loan financing process.

Qualifications:

  • Highly driven with leadership skills

  • Strong communication skills with the ability to engage with customers and business partners

  • Currently enrolled in a college degree program, and preferably scheduled to graduate within 12 months of the internship

  • Current Driver’s License

Program Overview
As an MBG intern, you'll apply classroom knowledge to real-world jobsite and office experiences. Our structured program provides exposure to preconstruction, field operations, and project management, giving you the chance to explore your career interests while contributing to project success.
  • 12-week paid summer internship (co-op option may be available)
  • Work on 30-60MM hospitality and multifamily projects
  • Gain exposure to both office and field environments
  • Collaborate with experienced Superintendents and Project Managers
Responsibilities & Learning Opportunities

Field Operations
  • Learn Procore construction management software
  • Capture project photos and support job progress schedules
  • Assist with site safety inspections, reporting, and implementation
  • Prepare reports, track inventory, and manage submittals
  • Attend project meetings, site tours, and coordinate with subcontractors/suppliers
  • Support daily operations alongside Superintendents and Project Managers
  • Gain exposure to Microsoft Project and Office tools
  • Contribute to punch-list activities
Preconstruction
  • Assist with quantity take-offs and vendor/subcontractor proposals
  • Review drawings and specifications for completeness
  • Participate in bid openings and help with documentation

JOB SUMMARY

The Construction Management Intern works closely with field engineers and project management staff to make sure that projects are progressing on time and on budget.

ESSENTIAL FUNCTIONS AND DUTIES

The essential functions include, but are not limited to the following:

  • Work directly with Field Engineers (and independently) directing and planning the efforts of others and maintain accountability for work accuracy and completeness
  • Train individuals on work processes and technical requirements as required
  • Maintain records as required regarding job progress, costs, material usage, etc.
  • May assist in detailed planning and scheduling of job and/or job segments
  • Investigate problems and/or reported incidents; identify and recommend solutions/alternates as appropriate
  • Review plans and specifications to determine material requirements (quantities and qualities), pricing of materials, etc.
  • Work with suppliers as required by facilitating the handling and expediting the delivery of materials
  • Aid in estimating projects as required to include quantity take-offs
  • Performing other duties as assigned
QUALIFICATIONS

Education & Experience
  • Pursuit of Bachelors of Construction Management, Engineering Degree or equivalent from four-year college
  • Able to read, analyze, and interpret complex documents
  • Able to respond effectively to sensitive inquiries or complaints
  • Able to write presentations and articles using original or innovative techniques or style; ability to make effective and persuasive arguments and presentations on controversial or complex topics to top management, public groups, and/or boards of directors; ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.,) in its most difficult phases
  • Ability to use computer assisted drafting (CAD) equipment and software
  • Ability to comprehend and apply principles of calculus, modern algebra, and statistical theory
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems
  • Ability to deal with a variety of abstract and concrete variables
