**CHENEGA RELIABLE SERVICES, LLC**
Fairchild AFB, WA
The **Hazardous Waste Technician** is responsible for conducting Fence to Fence (F2F) contract Hazardous Waste operations in accordance with 40 CFR (Parts 260-266, 268, 270, 273, and 279), State of Fairchild HW Regulations, Pollution Prevention Act, and the FAFB HW/Recovery Waste Management Plans. Specifically, services include, but are not limited to, accomplishment of waste pick-up and management of the 90-day Hazardous Waste Accumulation Points (HWAP); administration requirements of the HW module in the EESOH-MIS database, HW operation, Industrial Recycling processes, Compliance Assistance Visits; and adhering to AF policies and goals on HW reduction. Malmstrom AFB has a permit with the State of Montana for an on-site HW storage building which allows for storage of hazardous waste on-site for greater than 90 days.
**Responsibilities**
+ Consolidate compatible wastes to the greatest extent practicable within regulatory limits.
+ Segregate non-compatible items and keep physically separate from any other items.
+ Provide management of Used Oil and Off-Spec Fuel.
+ Screen used oil for the presence of halogens, and other applicable specifications.
+ Manage asbestos waste turned into the 90-day HWAP for disposal through DLA-DS.
+ Input data and maintain data in the EESOH-MIS computerized hazardous waste tracking system. Update EESOH-MIS for each HW line item processed into the 90-day.
+ Transport waste from the 90-day HWAP at FAFB. As per agreement with the Montana DEQ, shall provide daily (excluding weekends and holidays) check the transfer vehicle for waste and transport any waste encountered in the vehicle to the HWAP for proper segregation and management.
+ Perform weekly inspections of all containers. All containers shall be logged into EESOH-MIS for the 90-day HWAP and/or TSDF inventories. Ensure all information appearing on the hazardous waste label meets all applicable requirements.
+ Ensure waste containers compliant with appropriate requirements prior to shipment.
+ Prepare waste for pickup through DLA-DS, or other waste disposal avenues.
+ Perform weekly inspections of HWAP and TSDF and maintain logs of all inspections.
+ Ensure proper housekeeping of the 90- day HWAP and/or TSDF.
+ Remove snow from near the Hazardous Waste Management Facility and the Central Accumulation Area and keep the secondary containment free of water or debris.
+ Maintain supply of empty containers for waste collection at shops and SAPs.
+ Inspect and return empty used containers to usable inventory where appropriate.
+ Inspect and, as appropriate, test all communications equipment, alarm systems, fire protection equipment, spill control equipment, and decontamination equipment at the 90-day HWAP and/or TSDF monthly, or at a more frequent interval.
+ Maintain a readily available copy of the site contingency plan at the 90-day HWAP and/or TSDF at all times. Coordinate any changes that may impact compliance.
+ Prepare facility work/repair orders and submit the requests to the respective MPM.
+ Pick up waste, including universal waste, toxics, used oil, used antifreeze and off-spec fuel from designated locations and provide replacement containers at the time of pickup.
+ Inspect all containers for dents, DOT requirements, rust, and leaks.
+ Conduct a compliance site assessment at each SAP each time waste is picked up. On a quarterly basis, conduct a detailed inspection of all SAPs.
+ Track all HW containers from time of generation until disposal (i.e., cradle-to-grave). Use EESOH-MIS to perform tracking of all containers int the HW storage facility.
+ Provide a weekly list of containers that have exceeded 45-days of storage time.
+ Implement protocols to properly dispose, recycle, or reclaim RCRA Subtitle C HW as appropriate that may include: Aerosol Can Puncturing, Oil Filter Recycling, Absorbents Recycling, Anti-freeze Recycling, Drum Washing/Refurbish/Crushing and Shop Rag Recycling, and Used Oil Recovery.
+ Operate fluorescent lamp crushing equipment to reduce volume of lamp waste.
+ Monitor HW supplies to support HW operations and meet compliance requirements.
+ Perform permit-required wastewater sampling of the Great Falls lift station.
+ Support HW characterization and the HW program, specifically HW disposal as required by 40 CFR 261, Identification and Listing of Hazardous Waste and provide the results to MAFB with all proper documentation.
+ Maintain a base-wide waste stream inventory in the EESOH- MIS HW module.
+ Characterize all waste streams and maintain complete and accurate profile sheets in accordance with DLA-DS requirements.
+ Obtain, label, and process samples of wastes to the AF approved laboratory.
+ Complete HW Characterization documentation to include chain of custodies/analysis request forms; maintain sample logs; and implement quality control of all samples.
+ Review and interpret sampling results, assign EPA waste codes, document the results on the DLA-DS profile sheet, prepare a letter of determination, and submit to MPM.
+ Transfer unknown wastes that exceed 55 gallons to the 90-day HWAP and prepare a waste profile through sampling and analysis.
+ Assist Hazmat management when necessary.
+ Complete and maintain required training.
+ Other duties as assigned.
**Qualifications**
+ High school diploma or a GED.
+ Minimum two (2) years experience in hazardous waste management
+ Possess and maintain a valid Drivers License
**Knowledge, Skills and Abilities**
+ Ability to pass a background check and obtain a NACI
+ Experience with management of Hazardous Waste in Washington with and DoD hazardous waste operations.
+ Ability to follow established procedures and carry out assignments independently, although work is primarily in an office environment that is adequately lighted, heated, and ventilated, incumbents may be subjected to rain, cold, bright sun etc.
+ Demonstrate knowledge of EESOH-MIS and/or relational databases.
+ Solid knowledge of Microsoft software products is required to include Excel and Access.

**Essential Duties & Job Functions:**
§ For Waste retention and Transfer (WRT), performs the duties associated with the collection, consolidation, packaging, labeling, and transporting of hazardous and regulated substances. Duties may include assisting in operating the Oily Waste Retention and Transfer Station; performing cargo tank transfers; cleaning stationary retention tanks and mobile tankers; inventorying wastes; and housekeeping duties to keep facilities clean and orderly.
§ For Industrial Waste Treatment Plant (IWTP), assists in performing treatments of hazardous waste and operating the solvent recovery stills and bio-reactor. Assists in the marking, labeling, and tracking of hazardous waste. Assist in operating chemical laboratory test equipment and gas detection instruments.
§ As a Hazardous Substance Spill Response Team Member, provides support to the Spill Response Team which may include recording radio and phone messages, delivering equipment and materials, or assisting in the cleanup of spills. Is on call for hazardous substance spill control, containment, and cleanup, including providing backup for the Fire Department as required. As needed, functions in LEVEL A-D Protection, sets up and operates various compressors, pumps, valves, and fittings. Operates a five-ton trucks, cargo tanker trucks, forklifts, and various communication systems.
§ Periodically, the Hazardous Waste Handler will be rotated between assignments at WRT IWTP, Bremerton Naval Hospital, PSNS, Naval Station Bremerton, and other locations.
§ Performs other related duties as assigned.

I. Job Summary
Performs general operations activities and labor duties in any of the following treatment/disposal units: Drum Process, Landfill, Stabilization, Biotreatment, Macro-encapsulation, Waste Water Treatment, Waste Sampling, or Residential/Commercial At Your Door Special Collection departments managing hazardous and non-hazardous waste streams.

Tank Farm Operators / Bio Treatment / Arsenic F039 Leachate Treatment Unit
Monitors FO39 Leachate tank levels, overfill protection devices, and transfers water from tank to tank and to tanker trucks as necessary for off-site shipments of FO39 leachate.

Fill in for other positions (Hazardous Cell Mapper, Hazardous Waste Material Sampler) when required.

Monitors alarms, panel board, bar graphs, and motorized valves on each FO39 leachate tank daily.

Fill out appropriate documents as required, including shift log detailing level in each FO 39 leachate tank and any liquids entering or leaving tank farm.

Inspects all hoses, valves, pumps, cracks in floors, containment walls, and drip pans daily.

Monitor rainwater that falls inside the containment area and pump into proper tank.

Orders reagent for Bio/Arsenic FO39 Leachate treatment unit as needed to operate unit.

Reference site-specific procedures and more detailed site-specific job descriptions.

**I. Job Summary**
Performs general operations activities and labor duties in any of the following treatment/disposal units: Drum Process, Landfill, Stabilization, Biotreatment, Macro-encapsulation, Waste Water Treatment, Waste Sampling, or Residential/Commercial At Your Door Special Collection departments managing hazardous and non-hazardous waste streams.

Monitors FO39 Leachate tank levels, overfill protection devices, and transfers water from tank to tank and to tanker trucks as necessary for off-site shipments of FO39 leachate.
+ Fill in for other positions (Hazardous Cell Mapper, Hazardous Waste Material Sampler) when required.
+ Monitors alarms, panel board, bar graphs, and motorized valves on each FO39 leachate tank daily.
+ Fill out appropriate documents as required, including shift log detailing level in each FO 39 leachate tank and any liquids entering or leaving tank farm.
+ Inspects all hoses, valves, pumps, cracks in floors, containment walls, and drip pans daily.
+ Monitor rainwater that falls inside the containment area and pump into proper tank.
+ Orders reagent for Bio/Arsenic FO39 Leachate treatment unit as needed to operate unit.

+ Treats hazardous debris by sealing in an approved Macro-encapsulation container.
+ Places Macro-encapsulation vaults in roll-off boxes.

+ Grinds edge of Macro-encapsulation vault where lid is to be sealed.
+ Measures and cuts the required size of the cover to be tracked on the Macro-encapsulation vault.
+ Seals Macro-encapsulation vaults using equipment provided.
