+ Identify and implement best practices to reduce waste volumes, increase operational efficiencies, optimize equipment usage, and generate cost savings for customers
+ Perform physically demanding activities, including sorting trash for recyclables, loading trucks, collecting, pouring, transferring, consolidating, repackaging, and packaging waste materials

Identify, remove, pack, transport, or dispose of hazardous materials, including asbestos, lead-based paint, waste oil, fuel, transmission fluid, radioactive materials, or contaminated soil.
**Essential Duties & Job Functions:**
§ For Waste retention and Transfer (WRT), performs the duties associated with the collection, consolidation, packaging, labeling, and transporting of hazardous and regulated substances. Duties may include assisting in operating the Oily Waste Retention and Transfer Station; performing cargo tank transfers; cleaning stationary retention tanks and mobile tankers; inventorying wastes; and housekeeping duties to keep facilities clean and orderly.
§ For Industrial Waste Treatment Plant (IWTP), assists in performing treatments of hazardous waste and operating the solvent recovery stills and bio-reactor. Assists in the marking, labeling, and tracking of hazardous waste. Assist in operating chemical laboratory test equipment and gas detection instruments.
§ As a Hazardous Substance Spill Response Team Member, provides support to the Spill Response Team which may include recording radio and phone messages, delivering equipment and materials, or assisting in the cleanup of spills. Is on call for hazardous substance spill control, containment, and cleanup, including providing backup for the Fire Department as required. As needed, functions in LEVEL A-D Protection, sets up and operates various compressors, pumps, valves, and fittings. Operates a five-ton trucks, cargo tanker trucks, forklifts, and various communication systems.
§ Periodically, the Hazardous Waste Handler will be rotated between assignments at WRT IWTP, Bremerton Naval Hospital, PSNS, Naval Station Bremerton, and other locations.
§ Performs other related duties as assigned.
May perform work in other classifications when incidental work is necessary to the accomplishment of the work assignment. Significant work in another job classification may be required if accompanied by any wage adjustments applicable.

**Mandatory**

- Minimum of 1 years experience as a hazardous material handler trainee or equivalent preferred.
- Is capable of using and skilled in the use of full face respirators, SCBA, and safety equipment; pumps and compressors; cargo tanker trucks, five-ton trucks, and forklifts.
- Must be able to follow written and oral instructions in dealing with toxic chemicals and under hazardous conditions.
- Must possess and maintain a valid Washington State class "B" commercial driver's license with a (H) Hazardous Endorsement within 6 months.
- Must meet and maintain company physical and security requirements, including respirator qualification, and clearance eligibility when required.
- Must possess good communication skills for a service team environment.
- Valid state issued driver's license with acceptable driving record
- Ability to successfully pass any background checks and/or drug testing required on the contract.
- U.S. Citizenship.
Must pass a pre-employment physical examination qualifying the employee for various training and use of SCBA, air-purifying respirators, asbestos handling, CDL requirements, and handling of 55-gallon drums. Must be able to lift 50lbs. Must pass an annual medical examination, which may include screens for toxic and heavy metals exposure.
**Specific Qualifications:**
- Any person performing the duties indicated in this job description will possess or obtain the training listed. The following training must be completed before assignment to the position: 40 hours Hazardous Waste Facility Operations; SCBA Training; Respirator Training; CPR/First Aid Training.
- The following training must be accomplished within 6 months after assignment to the position: Fire Extinguisher Training; Forklift Operation; SWFPAC General Explosive Safety Training; DOT Hazardous Material Training; Confined Space.
- In addition, must meet all applicable training requirements specified in or added to SUBASEBANGORINST 5100.7A, Industrial and Hazardous Waste Disposal Manual, or any other Navy instruction referenced in the contract, or in written Company policy.

# Project Overview:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) has safely destroyed 2,613 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment was the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The completion of this mission has made the world a safer and cleaner place by revolutionizing a first-of-a kind process for chemical weapons destruction. PCAPP completed the operations and munition destruction phase as of June 2023 and has now entered the closure phase.

# Job Summary:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Waste Shipping Lead at the Pueblo, CO location. This position will report to the Waste Management Superintendent at the PCAPP project.
This position normally works a 4-10s schedule. The work hours are from {5:30am-7:00am} - {4:00pm-5:30pm} Monday - Thursday, or Tuesday - Friday. This position will require additional overtime hours as deemed necessary.
This PCAPP position falls under the scope of the McNamara-O'Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working. #LI-EH1
# Major Responsibilities
+ Supervise assigned personnel in the completion of waste shipping activities.
+ Schedule waste shipments, and resolve associated issues, to support PCAPP project requirements.

+ Complete uniform hazardous waste manifest paperwork for shipments of hazardous waste to designated and approved disposal facilities.
+ Lead responsibility for the uniform hazardous waste manifest database.
+ Develop reports and other documentation in response to requests from project leadership, the customer, and/or regulators. Lead tours of the waste storage and shipping areas when appropriate.
+ Perform and assist in project self-assessments.
+ Assist in the compilation of reports including Emergency Planning and Community Right-to-Know Act / Superfund Amendment and Reauthorization Act and Resource Conservation and Recovery Act reports.
+ Perform inspections of waste transportation equipment, management areas, and activities.
+ Perform assessments of treatment, storage, disposal facilities (TSDFs).
+ Provide information to the Waste Management Superintendent for annual performance reviews.
+ Act as a supervisor liaison for the shipping group in the absence of Waste Management Superintendent.
+ Manage organization and compliance of waste storage locations.
+ Perform a variety of staff support functions in support of the projects.
+ Perform other duties as requested by the Waste Management Superintendent.

+ Ability to successfully complete required PCAPP training classes for this position.
+ Ability to successfully complete and maintain U.S. Department of Transportation and Department of Defense training/authorization to ship hazardous waste/materials.
+ Demonstrated written and oral communications skills: well-developed interpersonal and communications skills.
+ Experience with, and thorough knowledge of, subcontractor technical representative (STR) duties.
+ Experience working in a complex and highly regulated environment, such as a chemical plant, petrochemical refinery, nuclear plant, or a hazardous waste treatment, storage, or disposal facility.
+ Working knowledge of PCAPP project systems and procedures.
+ Working experience with the Hazardous Materials Management System (HMMS).
+ Experience in the compilation of Emergency Planning and Community Right-to-Know Act and Resource Conservation and Recovery Act reports.
+ Experience in writing and maintaining plans and procedures.
+ Demonstrated interest and participation in community/volunteer activities.
+ Previous supervisory experience.
