The Head of Strategy and Business Operations leads a team that creates and drives strategy and operations across Global Biometrics & Data Sciences (GBDS) while also serving as Chief of Staff to the Head of GBDS. This role leads the strategic and business operations imperatives for scientific innovation, portfolio delivery, and talent optimization across all the GBDS functions.
The accountabilities include driving performance for the organization combined with a cross functional R&D collaborative approach to enable optimized portfolio delivery for BMS. Facilitates the use of data, digital, and technology to ensure strategic innovation in our drug development, predictable portfolio delivery with quality, speed, and cost efficiencies, proactive leadership engagement to ensure agility in priorities, fast rigorous and disciplined decision making, and an ecosystem of disruptive AI technologies. This role will lead strategic and business operations oversight through the management of a team of leaders to also support a global organization, accountable for budget management, resourcing targets, outsourcing spend, compliance, and process-related accountabilities.
Responsibilities
- Create strategy for GBDS organizations on accountabilities, interfaces across R&D, ways of working relating to scientific, delivery and talent enablement.
- Lead and drive GBDS LT strategic roadmaps at the functional and overall GBDS level, assessing gaps and actions needed to be successful in progressing BMS R&D portfolio to optimized decision making.
- Be accountable for the GBDS KPI creation and accountability to goals for a performance driven culture.
- Serve as Chief of Staff to the Head of GBDS, engage with GBDS and broader R&D LT to ensure optimized GBDS performance to achieve its vision and mission.
- Enable GBDS leaders to perform at an elevated scientifically rigorous and disciplined level with a strong operational delivery backbone enabled through data, digital, and technology ecosystem based on AI. The leader should ensure a cohesive talent driven culture where all colleagues feel connected to the vision.
- Directly supervise GBDS strategy and operations leaders who provide support at the GBDS organization, functional, and TA level, as well as an ecosystem of continuous improvement and excellence.
- Institute a quality driven culture within our BMS portfolio delivery. Manages key risks through effective mitigations across our GBDS teams.
- Oversee GBDS end-to-end budget management and budget risk mitigation including opportunities for cost reductions through AI and data, digital, and technology solutions.
- Drive GBDS audit and process compliance needs in partnership with process owners and GBDS process lead network.
- Collaborate extensively with other Drug Development functions outside of GBDS to ensure alignment and integration.

- Chair GBDS Initiative Governance framework and drive change management through various organizational forums.

**Head of Manufacturing Strategy and Operations, Foster City, CA**
Gilead Sciences is currently seeking a Head of Manufacturing Strategy and Operations, who will design and develop an organization to centralize activities to support a complex network of 1,400 employees, at many locations across the globe, delivering medicines for Gilead's clinical and commercial portfolio. It is foreseen that this role will manage a team of 10-20 employees with 4-5 direct reports. This newly created function will provide oversight and direction for:

+ Building and maintaining an organization culture consistent with the Gilead values and leadership commitments, with an added emphasis on quality and safety.
+ Developing a digital strategy for the Manufacturing organization in collaboration with the PDM and corporate teams having responsibilities for digital, Information Technology, Operations Technology, and data analytics.
+ Identifying and defining the implementation of a modern manufacturing management system for Gilead, (e.g. Lean Manufacturing) and co-ordination with similar efforts across PDM.
+ Defining the organizational and operational strategy for the Manufacturing organization. Must include defining the process for periodic review and leading the Manufacturing LT through that process. Define and deliver on the projects identified as part of the Manufacturing strategy. Lead the collaboration with PDM Network Strategy and Project Management teams.
+ Define and implement metrics to drive visibility to the operational performance of the Manufacturing network, definition and maintenance of resource models to support the sites, functions and PDM portfolio management, and leadership of the Operational and Capital budgeting process (including a multi-year view). Providing centralized resource management for Manufacturing resources defined in G.Plan (Planisware) to include updating templates, providing program specific resource models, creating portfolio-wide resource models, and scenarios for demand and supply planning.

**Knowledge, Experience, and Skills:**
+ Requires a Masters degree or Ph.D. with 16+ years of relevant professional experience, or BS with 16+ years of relevant professional experience - a degree in a relevant scientific or business discipline is strongly preferred.

**Position Summary**
This position plays a critical role in the planning and execution of activities for the Oncology WW Medical Affairs Department, including brand and medical planning, budget planning, congress planning, workforce planning, and execution of special projects. The Executive Director, Medical Affairs Strategy and Operations Head is responsible for leading a team of S&O colleagues and project managers who are charged with partnering with colleagues in WW Medical Affairs or in other functions to lead or support the business operations and execution of the oncology portfolio. There is a critical need in this complex ecosystem of therapeutic assets and disease areas to bring rigorous strategy and execution to portfolio optimization, evidence generation across the portfolio and to ensure effective, repeatable launches that will benefit patients.
**Key Responsibilities**
+ Partner with the WW SVP to design and execute 1-5 year global medical strategies across oncology.
+ Lead Business Process Management: Overseeing execution of processes, ensuring interdependencies are managed and inputs/outputs are controlled
+ Efficiency & Effectiveness: Identifying and implementing process improvements to enhance performance and reduce complexity
+ Budget & Resource Management: Managing headcount, budget allocation, and operational planning in partnership with finance and functional teams
+ Oversee operational planning, budget allocation, and headcount management in collaboration with Finance and HR.
+ Translate strategic goals into actionable initiatives and monitor progress through KPIs and performance dashboards.
+ Manage a high-performing team supporting cross-matrix medical strategy teams, fostering a culture of continuous improvement.
+ Coordinate portfolio planning and resource allocation, ensuring alignment with P&L guidance and strategic priorities.
+ Collaborate with cross-functional departments (HR, Finance, IT) to streamline operations, budgeting, and forecasting.
+ Drive automation and data-driven process improvements; implement scalable tools and systems.
+ Oversee vendor relationships, contract negotiations, and procurement processes.
+ Ensure compliance with organizational policies and regulatory standards.
+ Lead development and review of Integrated Evidence Plans (IEPs) and oversee execution of the MEG Book of Work.
+ Develop and communicate Medical Affairs Excellence dashboards to track deliverables and inform leadership.
+ Identify global best practices across Medical Affairs, assess capabilities, and drive continuous improvement.
+ Lead special projects requiring medical leadership and cross-functional collaboration.
+ Build infrastructure to support global medical functions and serve as an active member of the WW Medical Affairs Oncology Leadership Team.
**Qualifications & Experience**
+ Proven leadership in developing and executing global medical strategies in oncology.
+ Strong track record in aligning evidence generation with launch readiness across therapeutic areas.
+ Ability to translate enterprise goals into actionable initiatives, balancing scientific and business acumen.
+ A bachelor's degree in a related field such as life sciences, healthcare, business, or a similar discipline along with 7-10+ years of experience is required. An advanced degree-such as an MD, PharmD, PhD, or MBA-is strongly preferred.
+ Experience in business development evaluation and PMP certification preferred.
+ Prior experience as Chief of Staff to executive leadership is a plus.
+ Skilled in strategic assessment, framing recommendations, and driving decision-making.
+ Expertise in project/portfolio management with a focus on execution and impact.
+ Strong relationship-building, influence, and organizational engagement skills.
+ Strategic leadership with the ability to align, negotiate, and collaborate across functions.
+ Background in Medical or Clinical Development roles and analytics related to product launches is advantageous.
+ Excellent communication and interpersonal skills.

- Bachelor's degree or equivalent practical experience.
- 10 years of experience in management consulting, sales operations, business strategy, investment banking, venture capital, private equity, or corporate advisory experience, or 8 years of experience with an advanced degree.
- 5 years of experience working with executive stakeholders.
- MBA or Master's degree.
- 4 years of experience in people management.
- Experience leading in crisis and change management situations, or collaborating with global stakeholders within a global organization.
- Experience in structuring and executing complex analyses to support strategy in a changing constantly evolving environment.
- Excellent thought leadership, project management, problem-solving/analysis, written/verbal communication, and people-management skills, demonstrating proven leadership.
The gTech Strategy and Operations organization provides business insights to gTech and partner teams, ensures cross-functional alignment of goals and execution, and helps gTech leadership identify and drive programs and new initiatives forward. We stay focused on aligning the highest-level company, GBO, and gTech priorities with effective operations and help evolve early stage ideas into future-growth initiatives.
In this role, you will be responsible for driving high-impact and operational initiatives that accelerate the gTech Ads goal for GCS, partnering closely with the gTech Ads GCS Leadership Team, cross-functional partners for GCS, and broader gTech Ads management. In addition to transformative projects, this also includes driving alignment of goals and execution across the business and key stakeholder organizations. This role offers the opportunity to drive outsized impact both in shaping gTech Ads' goal and in enabling data-driven, value-based decision making for our business partners and broader Go-To-Market.
The Go-to-Market Operations (GtM) team ensures Google's complex and ever-evolving Ads business runs smoothly. We are instrumental in setting go-to-market strategy, and ensuring flawless execution and operations against the strategy. We have teams embedded in each of the major Ads business areas as well as global teams that work across the business areas. Team members are analytical and strategic, with a pragmatic sense of how to get things done.
The US base salary range for this full-time position is $227,000-$20,000 + bonus + equity + benefits. Our salary ranges are determined by role, level, and location. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Responsibilities
- Act as a partner to the Managing Director of gTech Ads in Google Customer Solutions (GCS), driving operational and organizational projects in line with gTech Ads' business priorities, and collaborating with both gTech Ads management and cross-functional partners in GCS.
- Work with cross-functional stakeholders and leaders to gather relevant data, conduct business analysis with effective project communication/management, and influence leaders to make impactful business decisions.
- Identify and structure specific analyses to address complex, ambiguous, and nuanced business questions for gTech Ads GCS.
- Deliver insights and recommendations based on business analyses to leadership.
- Manage a team by coaching and mentoring team members, providing oversight and connectivity to business-focused standalone initiatives, and removing roadblocks/eliminating conflicts to execution.
