Job Summary
This position is located in the Department of Health (DC Health) within the Health Systems and Preparedness Administration (HSPA), Office of Emergency Preparedness and Resilience (OEPR). The incumbent candidate for this position will have the unique opportunity to support the deployment, expansion, and maintenance of data systems within the Office of Emergency Preparedness and Resilience (OEPR). They will design, develop, select, test, implement, and evaluate new or modified informatics solutions, data structures, and decision support mechanisms to support DC Health colleagues, healthcare professionals, and healthcare facilities. The incumbents work will support public health public health data activities within DC Health to improve emergency preparedness, response, recovery, and resilience across the healthcare system within the District.
Major Duties and Responsibilities
As a Health Informatics Specialist working on data integrations for healthcare facilities into DC Health's bed capacity dashboard, you will serve as an expert on health and public health data collection systems and their outputs. You will manage an informatics project portfolio, coordinate priorities with the administration and department, communicate new functionalities to staff and partners, and provide training and support resources for internal and external users. Your role involves designing, developing, testing, implementing, and evaluating new or modified informatics solutions, data structures, and decision-support mechanisms to support healthcare professionals and facilities. You will also provide recommendations and automations to improve workflow efficiency, crucial for understanding healthcare system capacity during steady-state and emergencies.
In this position, you will monitor and evaluate electronic operations, processes, and practices for quality and effectiveness, making recommendations for improvement. You will maintain strong communication and customer service with vendors and external users, advising on and prioritizing customizations developed through the work order process, invoicing, and resource tracking. Leading interoperability projects to facilitate data sharing, you will evaluate the utility of software or hardware technologies for business efficiency and analyze information systems data to improve services. This will help DC Health and federal partners better understand hospital capacity and respond effectively during emergencies.
Responsibilities include overseeing the adoption of automated information systems to accommodate special and complex agency needs and security requirements, recommending enhancements to interface with existing systems as needed. You will leverage your experience in programming languages (i.e., Python, R, SQL) and integration plaforms (i.e., Rhapsody, Mirth, Cloverleaf) to help execute the vision of the program. You will anticipate the impact of new or modified software on existing standards and systems (such as Juvare), ensuring the effective development and implementation of health informatics systems that meet legal and security requirements. Additionally, you will develop use cases, business processes, and workflow analyses, as well as manage resources and contracts, translating information between data providers and systems engineers, analysts, or designers. Developing and delivering training programs, creating operating manuals, and designing, coding, and deploying automated dashboards and reporting tools will be part of your role to streamline data processes and improve access to health insights. Collaborating with cross-functional teams and external partners, you will standardize data definitions and ensure consistency in health data reporting and analytics across all systems and platforms, managing data linkage processes to enhance data consistency, interoperability, and reporting accuracy, which is vital for emergency management and response.
Qualifications And Education
Specialized Experience: Applicants must have at least one (1) year of specialized experience and must be equivalent to at least the next lower grade level in the normal line of progression which has equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of this position successfully.
Education: Bachelors or graduate/higher level degree: major study in an academic field related to computer science, health informatics, public health, information systems, or a related field appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Preferred Qualifications: Candidates with professional certifications such as Certified Health Data Analyst (CHDA) or Certified Professional in Healthcare Information and Management Systems (CPHIMS) are preferred. As well as candidates with a strong understanding of API development, EHR systems, and healthcare data standards (HL7, FHIR, DICOM).

We are seeking a senior level public health Informatics Specialist to join our team of qualified, diverse individuals in transforming the future of technology and public health. This position will become part of our team that supports the Centers of Disease Control and Prevention. The candidate will provide support services to satisfy the overall operational objectives of the CDC Division of Global HIV and TB located in Atlanta, GA. Services required may be rendered in Atlanta GA, remotely or at CDC offices in Atlanta GA. This person will assist CDC's mission in the fight against HIV/AIDS and TB globally by supporting building capacity and HIS transition activities within President's Emergency Plan for AIDS Relief (PEPFAR) supported countries to assume local support and ownership of country Health Information Systems (HIS) and data. The Informatics Specialist will assist countries to plan and implement the transition of PEPFAR data systems from US Government support to being fully country-owned and operated. Candidates must be available to travel domestically and internationally in support of PEPFAR data systems transition and other DGHT activities. This position may require independent international travel up to 25% within Africa, Central and Southeast Asia regions.
Key Responsibilities- Transition Planning and Implementation: Assist in the planning and execution of transitioning PEPFAR HIS to country ownership by collaborating with and supporting CDC HQ and Country Office personnel and stakeholders of country Ministries of Health, Implementation Partners, and other NGOs and IT vendors.
- Current and Future State Analysis: Describe and document the current state of data systems and develop a clear vision for their future state, aligning with country-specific needs and capabilities.
- Policy and Policy Planning: Assess existing policies and develop and propose changes or new policies; and support strategic planning for integrating PEPFAR data systems into the country's national data architecture and data ecosystem.
- Governance and Enterprise Architecture: Propose and/or support the establishment and maintenance of governance frameworks. Collaborate with country stakeholders and IT experts to establish and/or support enterprise architecture for effective management and operation of data systems, including required infrastructure and security.
- Project Management: Develop and manage project plans, schedules, and deliverables for supporting HIS transition and other activities.
- Staffing and Capacity Building: Assess country staffing needs and propose and/or support capacity building plans to support ongoing operation and maintenance of data systems.
- Stakeholder Engagement: Work closely with senior-level officials in countries and interact with decision-makers at CDC and PEPFAR to promote and support alignment and support for transition activities.
- Advanced degree in public health, public policy, informatics, computer science, or a related field.
- Minimum 10 years of experience supporting PEPFAR and/or global public health to include public health field-based technical work, project management and experience working with other US Agencies (USAID, DoS), country Ministries of Health, private sector, and NGOs supporting data system governance, design, implementation, and enterprise architecture.
- Extensive experience in global health and HIS, with a deep understanding of PEPFAR, country contexts, and informatics.
- Proven expertise in data system design, governance, enterprise architecture, and project management.
- Demonstrated ability to describe and document the current and future states of complex data systems.
- Strong background in finance, staffing, infrastructure, security, development, operations, and maintenance of data systems.
- Excellent interpersonal and communication skills, with the ability to work effectively with senior-level officials and decision-makers.
- Experience in capacity building and training personnel to ensure sustainable operation of data systems.
- Ability to manage multiple priorities and projects.
- Prior experience working in or supporting developing nations, and strong intercultural experience and competencies.
- Previous experience working with PEPFAR or similar global health programs.
- Familiarity with the political, social, and economic contexts of countries receiving PEPFAR support.
- Conversational language capacity in a non-Anglophone language

The Health Informatics Specialist leads teams and supports physicians, advanced practice professions, allied health, and nurses in the design, development, implementation, and optimization of healthcare technologies (including but not limited to the EHR) in both the inpatient and ambulatory environments. The Health Informatics Specialist understands future workflow and business process changes impacting the nursing, physician, and ancillary clinical teams to ensure the success of the implementation and ongoing system maintenance. This role will work with staff to optimize the usage of clinical systems through education, quality outcomes and providing support in accordance with organizational goals. The Health Informatics Specialist is skilled in developing consensus and driving and supporting change. Additionally, the Health Informatics Specialist strives to understand clinical and departmental operational processes and incorporates this knowledge to execute best practices in both the clinical and information technology disciplines. Key responsibilities include planning, creating, and implementing clinician adoption programs and ideas in collaboration with service line leaders. This role will develop and implement clinical information systems change, communications of change, development of key performance indicators, and pro-active business intelligence solutions to assess outcomes of this work and physician engagement.
Essential Functions- Collaborates closely with and communicates between DS Leadership and the Clinical/operational/physician community to provide leadership for clinical system project and system wide initiatives.

- Creates a climate of effective collaboration, communication, and cooperation among a variety of disciplines, departments, and roles. Leverages emerging social media and other methods to collaborate with physicians, physician supporters, clinicians, support staff and other stakeholders. Maintains the clinical information system change management databases, evidence-based content, issues tracking tools and other related knowledge bases up to date.
- Where applicable, coordinates educational content and training to internal and external physicians, their staff, members of the Corewell Health team, and members of the medical staff in partnership with the training team, super users and other clinical support leaders.
- Travel to and from Corewell Health facilities to support key stakeholders and/or provide onsite training.
- Support clinical users through education and instruction on features and usage of software.
- Functions as the primary liaison between digital services staff and clinicians and the medical staff to translate operational processes needs into workable technology solutions. Creatively solves clinical challenges to meet the needs of technology requirements.

The Ohio Department of Developmental Disabilities is seeking a motivated and detail-oriented Clinical Informatics Specialist (Medicaid Health Systems Administrator 2) to support the planning, implementation, and oversight of Electronic Health Record (EHR) systems across a state-operated Developmental Center. This role is essential in ensuring compliance with federal and state Medicaid documentation requirements, improving EHR workflows, and enhancing the quality of clinical data management.
What will you do?
- Assist in planning, organizing, and managing clinical aspects of agency-wide EHR implementation (e.g., PointClickCare), including integration with daily clinical operations.
- Develop understanding of EHR functionality, interfacing, reporting, and integration; identify & resolve workflow or data discrepancies.
- Provide technical support and troubleshooting to clinical teams; conduct audits & site visits to monitor compliance with state and federal requirements.
- Lead clinical quality assurance projects related to EHR functionality and CMS reporting (e.g., Meaningful Use or successor programs).
