**Summary**
Maintain as project lead for execution of a worksite Health & Safety program at assigned project. Develop and administer site-specific Health & Safety program for assigned project, consistent with established Company policies and in accordance with applicable regulations and standards. Train workforce on safety procedures and requirements. Ensure all elements of contract safety requirements are being followed and adopted. Reports to Site Level Project Manager.
**Description**
+ Be assigned to the site on a full-time basis for the duration of field activities. The SSHO will have no duties other than Safety and Occupational Health (SOH) related duties.
+ Provide day-to-day onsite implementation and enforcement of the accepted APP/SSHP.
+ Have authority to stop work if unacceptable health or safety conditions exist and take necessary action to re-establish and maintain safe working conditions.
+ Ensure site compliance with specified SOH requirements, Federal, state and OSHA regulations and all aspects of the APP/SSHP including, but not limited to, activity hazard analyses, sound monitoring, use of PPE, site controls, standard operating procedures used to minimize hazards, safe use of engineering controls, the emergency response plan, confined space entry procedures (as required), spill containment program, and preparation of records by performing a daily safety inspection and documenting results on the Daily Safety Inspection Log.
+ Have an expert knowledge of EM-385-1-1 and 29 CFR 1926.16.
+ Receive oversee and develop Activity Hazard Analysis forms for all definable features of work.
+ Conduct daily safety inspections and document findings into the Daily Safety Inspection Log. Track noted safety deficiencies to ensure that they are corrected.
+ Oversee daily safety briefs and prior to starting work, to include toolbox talks and briefing of daily applicable AHAs.
+ Oversee weekly review of upcoming AHAs with client to ensure alignment prior to start of work activity.
+ Confirm adherence to all Infection Control and Interim Life Safety protocols, including inspections on barriers, HEPA equipment, dust/dirt mitigation into the Medical Clinic and directional signage.
+ Provide ongoing evaluation of hazardous conditions. In coordination with site management, provide recommendations for changes to procedural or administrative controls and/or personal protective equipment to eliminate those hazards. Consult with the Site Superintendent, and the Contracting Officer to coordinate for any modifications to the accepted APP/SSHP and evaluate as the solution is implemented.
+ Schedule, coordinate and deliver weekly safety training/briefings to the workforce or procure weekly safety documentation from trade companies. Maintain training documentation and attendance records.
+ Investigate property damage and personal injury accidents to determine cause and methods to prevent recurrence.
+ Conduct accident investigations and prepare incident and accident reports for review by Management and as required by OSHA and other regulatory agencies.
+ Perform other duties as assigned.
**Knowledge, Skills, and Abilities**
+ Must be able to read, write and speak English.
+ Documented experience in construction techniques and construction safety procedures.
+ Ability to read project plans and specifications
+ Proficiency in Microsoft Office software, including Outlook, Word & Excel.
+ Experience with Procore (Project Management Software) is preferred.
+ Experience with Government RMS (Resident Management System) is preferred.
+ Excellent communication skills; ability to convey information effectively in writing and in presentations or speeches to other employees.
**Education, Experience and Certification Required**
+ Construction Management Associate's Degree or higher, similarly completed certificate program or equivalent experience.
+ 5 years of experience as SSHO or similar in construction industry, with an emphasis on the Healthcare environment.
+ ASHE Certified Healthcare Constructor (CHC) Certificate (or ability to obtain post hire)
+ CPR & First Aid (or ability to obtain post hire)
+ Completion of OSHA 30-hour General Industry course (Can obtain prior to project mobilization)

Develops, implements, maintains, and manages project health, safety, worker's compensation, and safety programs. Provides technical expertise necessary to ensure compliance with local, state, and federal safety, environmental, and worker's compensation regulations.
**Job Description:** Serves as the primary HSE resource for project management to develop and administer a proactive accident prevention program for Carpenter Snow Creek Mining District. Provides technical assistance to field operations to ensure compliance with applicable federal, state and client-specific requirements, including EM 385-1-1. Works closely with the Regional HSE Manager, Project Manager and Construction Managers in addressing and resolving HSE technical challenges and issues, while supporting the project. Requires an effective communicator who follows corporate guidance and sets clear, concise health, safety and environmental performance goals with, managers, employees, subcontractors and client representatives.
Conducts compliance evaluations of equipment, structures, and work in progress to ensure that regulatory environmental, safety, and health standards of the company and all applicable codes are followed. Recommends facilities and technological specifications to carry out programs that fulfill the organization's overall objectives. Prepares and reviews technical reports, correspondence, and procedures manuals. Establishes and maintains licenses and permits as required. Internal contacts may include site management, risk management personnel, include business line leads, Health and Safety personnel and office managers. External contacts include clients at work locations and regulatory agencies. This individual exhibits knowledge and applies the fundamental concepts, practices, and procedures of their environmental specialty. Under minimal supervision, assists in the application and enforcement of company and project standards and regulations. Relies on experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Some work is routine, and instructions are detailed.
**Key Responsibilities/Accountabilities:**
+ Ensure implementation of the Project Accident Prevention Plan and applicable client procedures.
+ Conduct Site Safety Orientations and Site Required Training to all APTIM personnel.
+ Participate in and facilitate the APTIM Target Observation program; monitor and analyze safety observation trends and implement corrective actions designed to improve results.
+ Ensure day-to-day safety work processes are followed (e.g., rigging and material handling safety, client Permits, excavation inspections, required personal gas monitoring, JSA implementation, routine safety inspections and reporting).
+ Monitors the pre-job brief process periodically to ensure quality of safety coverage in the briefs.
+ Assists in developing and reviewing Activity Hazard Analyses and Review and Submit the AHAs to the client for acceptance.
+ Assist Supervisors on daily walk-downs and weekly safety supervisor inspections.
+ Reviewing and communication of daily lessons learned in morning meetings and at other appropriate times in the field.
+ Facilitates proper incident investigations and injury management according to current Safety Plan and Site Safety and APTIM Expectations; communicate verbally and written initial incident notification to Site Safety and APTIM Management.
+ Provide injury management leadership; case management, visits to clinic as needed. Following up with employee injury progress.
+ Enter all accident, incident data in the APTIM Incident Management System (AIM).
+ Performs investigation of all accidents and incidents independently and in coordination with other agencies as required and communication with managers and all employees.
+ Ensures compliance with company, industry, governmental agency, and other applicable safety, environmental standards and regulations and worker's compensation laws.
+ Monitors federal, state, regional, and local safety regulations for impact on APTIM and recommends changes as needed.
+ Administers the medical surveillance program
+ Administers and monitors the worker's compensation program
+ Serves as the liaison with governmental agencies
+ Coordinates with Corporate Safety and Environmental Health to maintain compliance with APTIM plans and programs.

+ Works with Managers and employees to correct findings discovered during inspections
+ Assists Managers in conducting Job Hazard Analysis and Safety Observation Program.
**Basic Qualifications:**
+ 5 years professional-level experience in Environmental Safety and Health with Federal Government or Federal Government contractor
+ Preferred: Certified Safety Professional (CSP), Construction Health & Safety Technician (CHST) or similar advanced safety certification.
+ 30-Hour OSHA Construction Safety Training Class
+ 40-Hour OSHA HAZWOPER and current 8-Hr Refresher
+ First Aid/CPR/AED training
+ Excavation Competent Person
+ Good written and verbal communication skills are required, as well as moderate to advanced computer and presentation skills (Microsoft Outlook, Word, Excel, PowerPoint, etc.)

The Site Safety & Health Officer position is responsible for providing construction safety and health leadership and oversight in matters of construction, demolition, restoration, and remediation projects in support of the Bristol Alliance of Companies (BAC) Health and Safety Programs. Essential Functions
- Report to a senior project (or corporate) official.
- Produce a copy of their instructor-signed OSHA 30- hour training card (or course completion if within 90 days of having completed the training and card has not yet been issued).
- Present on the project site to ensure full mobility and reasonable access to all major work operations.
- Complete 8 hours of documented formal, on-line, or self-study safety and health related coursework every year. Examples of continuing education activities that meet this requirement are writing an article, teaching a class, reading/writing professional articles, attending/participating in professional societies/meetings, etc.
- Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections.
- Attach safety inspection logs to the Contractors' daily production report.
- Conduct mishap investigations and complete required accident reports. Report mishaps and near misses.
- Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors and make available to the Contracting Officer upon request.
- Post and maintain the Form 300A on the site Safety Bulletin Board.
- Maintain applicable safety reference material on the job site.
- Attend the pre-construction conference, pre-work meetings including preparatory meetings, and periodic in-progress meetings.
- Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them.
- Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.
- Ensure subcontractor compliance with safety and health requirements.
- Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS).
- Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings.
- Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.
- Other duties as assigned.
Competencies
- Ability to obtain and maintain access to secure military installations.
- Knowledge of the technical aspects of Occupational Safety and Health Administration (OSHA) and USACE EM 385-1-1.
- Knowledge of technical aspects of fall protections systems, electrical safety for non-qualified workers, permit-required confined spaces, excavation and trenching, load handling equipment, scaffolding, demolition, hazardous energy control (i.e., lockout/tagout or LOTO), hazard communication, and incident investigation.

- 30-hour OSHA General Industry safety class or 30-hour OSHA Construction Industry safety class (may be web-based training if the student is able to directly ask questions of the instructor by chat or phone). As an equivalent, formal construction or industry safety and health training covering the subjects of the OSHA 30-hour course and the EM 385-1-1 (see Appendix A, Paragraph 3.d.(3)) applicable to the work to be performed and given by qualified instructors - may be web-based training if the student is able to directly ask questions of the instructor by chat/phone).
- Minimum 5 years of continuous construction industry safety experience in supervising/ managing general construction or minimum 5 years of continuous general industry safety experience in supervising/ managing general industry (managing safety programs or processes or conducting hazard analyses and developing controls), or Third-Party, Nationally Accredited (ANSI or National Commission for Certifying Agencies - NCCA) SOH-related certification, only 4 years of experience.
- Certification in Fall Protection, Scaffolding, Cranes, Confined Space, Trenching/Excavation.
- Valid driver's license.
Preferred Education and Experience
