POSITION SUMMARY
The Health Services Administrator is responsible for effectively and efficiently managing the institution’s overall health care delivery system and monitoring all health service contract activities; consulting with the Director, Jail Operations and Manager, Jail Operations regarding routine institutional issues of an administrative nature, and discussing issues of a complex or unusual clinical nature involving patient management with the Site Medical Director and providers.
JOB REQUIREMENTS

LICENSING: Current Louisiana RN license
CERTIFICATION: Current CPR Certification
EDUCATION: Associates degree in a healthcare-related field required. Bachelor's degree preferred.
PREFERRED EXPERIENCE:
• 3 years of experience in a supervisory/leadership role or training in administrative aspects of health care preferred; 2 years of administrative and/or correctional nursing experience can be substituted for Bachelor's degree.

**Position Summary:**
Reports to the director of medical operations. Directly supervises the nursing supervisor, administrative assistant, advanced level providers, psychiatrist, psychologist, dentist, and medical records clerk. Responsible for the management of health and mental health services and the dental program in compliance with Management & Training Corporation (MTC), Ohio Department of Rehabilitation and Correction (ODRC) directives.
**Essential Functions:**
1. Plan, coordinate and manager the administrative and health services activities of the department
2. Accountable for the delivery of contract services and ensuring the MTC Medical is in compliance with all aspects of client contract
3. Develop and maintain positive, professional, collaborative relationships with clients (warden, supervisors, and/ or equivalent client role) and ensure customer satisfaction
4. Provide staff training, evaluate staff performance and implement department and personnel changes as approved by the state administrator and coordinated with the human resources manager prior to implementation
5. Work with the human resources manager to recruit and hire all personnel and accountable for interviewing and selecting contract staff
6. Development departmental budget; monitor and control expenditures; review and recommend changes to budget authorizations
7. Develop and implement new and revised policies and procedures affective health services; coordinate with other departments to ensure compliance with overall facility objectives
8. Manage and conduct coordinated health care for inmates, other health related programs and serve as a member of the mental health team
9. Act as a liaison between the facility and mental health consultants and coordinate mental health program
10. Recommend and authorize medical or psychiatric evaluation for emotional or psychological problems; evaluate results and take remedial action as warranted
11. Manage the record keeping and reports on injuries, diseases and disabilities of inmates
12. Manage in-service training in health related areas for other departments
13. Coordinate with local agencies for planning and conducting environmental health inspections
14. Coordinate, review and approve payment to all outside vendors, subcontracted staff and services ensuring that expenditures are within contractual and budgetary limitations
15. Coordinate with other center staff concerning health services
16. Ensure that the health services department is in compliance with all applicable OSHA guidelines and regulations
17. Regular onsite attendance is required
18. Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed; provide regular feedback to staff regarding social skills procedures and intervention techniques
19. Maintain accountability of staff, inmates and property; adhere to safety practices
It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
**Education and Experience Requirements:**
1. Bachelor's Degree in Business Management/ Healthcare Administration or related field required. Master's Degree preferred. At least two (2) years of supervisory experience preferred. Previous corrections experience preferred.

2. A graduate of an accredited school of nursing with current licensure as a Registered Nurse or APRN in the state of Ohio. Bachelor's degree required. Master's degree preferred. Nursing experience in acute, ambulatory care, emergency room, or correctional health care setting is preferred. Three (3) years professional experience in health services administration or healthcare program management preferred. Valid driver's license in the state of Ohio with an acceptable driving record required, unless waived by management. Subject to initial and ongoing security clearance requirements. The Health Services Administrator (HSA) is the chief administrative manager of the on-site health services department. The HSA is responsible for developing and maintaining positive, professional, and collaborative relationships with clients (administrator/warden, supervisor, etc.) and ensuring customer satisfaction.
HEALTH SERVICES ADMINISTRATOR / NURSE MANAGER MINIMUM REQUIREMENTS
- Bachelor's degree in nursing, healthcare administration, or another related field.
- Licensed Registered Nurse recommended but not required
- Minimum of two (2) years of management experience in a healthcare setting necessary.
- Clinical experience
- Subject to initial and ongoing security clearance.
- Correctional healthcare experience preferred.
HEALTH SERVICES ADMINISTRATOR / NURSE MANAGER ESSENTIAL FUNCTIONS
- Manages the healthcare delivery system and coordinates with other functions within the facility.
- Manages the budget and financial performance of the site. Submits timely and accurate reports to supervisor and/or
- corporate office.
- Develops and/or supervises the facility operational plan.
- Directs the activities of the assigned staff.
- Actively recruits new staff.
- Arranges interview process for potential staff including necessary collateral colleagues (i.e., Director of Nursing) and
- departments.
- Interfaces with VitalCore Human Resources for the hiring and terminating of all site staff. Manages labor ensuring the
- site is staffed according to contractual commitments and supervises staff scheduling.
- Coordinates and participates in the interviewing and selection of Independent Contractors.
- Ensures orientation of new VitalCore personnel by conducting or coordinating all initial new hire and annual orientation
- and training activities.
- Ensures site utilization and compliance with all VitalCore and applicable client systems and applications.
- Coordinates the Medical Audit Committee and facilitates the monthly meetings.
- Ensures compliance with ACA and/or NCCHC standards and VitalCore clinical services and administrative policies and
- procedures.
- Coordinates with Hospital Administrators and other external providers on the delivery of services at hospitals or
- other external health services locations outside the facility. When appropriate, negotiates third party contracts for
- the facility.
- Adheres to and enforces all safety and security policies and procedures and participates in and ensures compliance with
- applicable safety/emergency drills.
- Follows and enforces all security regulations, including but not limited to keys, sharps, and controlled medications.
- Ensures annual performance evaluations are conducted and completed with all personnel, including peer reviews.
- Attend training and meetings as required.
