JOB SUMMARY: The Behavioral Health Services Manager plays a key role in supporting HOPE's integrated care model by helping oversee the day-to-day operations of the Behavioral Health (BH) department. This position provides direct supervision to BH nurses, medical assistants, and other support roles within the department, ensuring high-quality, patient-centered care. The Manager also serves as a vital administrative partner to the Director of Behavioral Health, offering clerical, programmatic, and operational support to help drive departmental goals, improve workflows, and maintain compliance with FQHC standards.
Primary Duties & Responsibilities:
- Clinical Support:
- Demonstrates proficiency in all aspects of patient triage within the Behavioral Health department and completes competency assessments for both new and existing employees.
- Serves as a backup for the Behavioral Health medical assistant or nurse during periods of absence to ensure continuity of patient care and clinic operations.
- Human Resources & Staffing Support:
- Assists with the orientation and onboarding of new Behavioral Health staff, including interview coordination and preparation of new hire materials.
- Manages the department's weekly staffing schedule, including time-off approvals, timesheet submissions, missed punch corrections, and payroll approvals using ADP.
- Organizes and facilitates regular departmental meetings, including preparing agendas and documenting meeting minutes.
- Quality Improvement & Data Management:
- Supports departmental quality improvement efforts through data collection, analysis, and reporting.
- Tracks and reports on key indicators such as patient satisfaction, departmental expenses, and service utilization.
- Provides feedback and suggestions for process improvement based on insights from staff, patients, and community partners.
- Collaborates with the Director of Behavioral Health to develop and maintain spreadsheets and databases (e.g., Excel) to support budgeting and quality initiatives.
- Assists with the maintenance and updates of departmental forms and documentation.
- Community & Program Development:
- Educates patients, families, and community partners on available behavioral health services.
- Assists the Director of Behavioral Health in community outreach efforts to increase awareness and utilization of services.
- Represents the Behavioral Health department on internal committees, such as the Compliance/Risk Committee, Safety Committee, and Quality Assurance/Quality Improvement (QA/QI) Committee.
- Administrative & Operational Support:
- Provides general administrative support to the Director of Behavioral Health, including assistance with travel arrangements, training logistics, and expense reimbursements.
- Demonstrates adaptability and serves as a change agent to support ongoing departmental and organizational improvements.
- Supports teamwork and proactive communication among the Behavioral Health team and across departments.
- Performs other duties as assigned by the Director of Behavioral Health to support departmental operations and organizational needs.
- Occasional off-site work is required for this position.
- With prior Team Leader approval, various job tasks may be completed remotely. These may include, but are not limited to: program development, policy and procedure updates, conference calls, grant writing, and similar administrative tasks.
- Employees approved for off-site work must have a confidential, designated workspace to ensure privacy and productivity.
- Off-site work classification and arrangements will be reviewed by the Team Leader at hire, during annual performance evaluations, and as needed throughout the year.
- Education & Experience:
- Some college coursework with 2-4 years of experience in a social or human services-related field, preferably with direct behavioral health experience.
- Bachelor's degree in a related field preferred.
- Specialized training or certifications (e.g., Non-Violent Crisis Intervention, Suicide Prevention/Intervention) are preferred.

- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint); ability to learn additional software and systems as needed.

Job Responsibilities:
- Acts as an integral member of the Health team, Health Services Advisory Committee, and other community mental health and disabilities committees.
- Provides reflective supervision and training for Learning Support Specialists, staff development, and continuing coaching, training, and observation.
- Provides expertise and guidance to staff in the utilization of current computer software to monitor and track comprehensive mental health and disability needs, and management support in a variety of settings to include traveling to off-site locations.
- Maintains CPR and First Aid Instructor Certification. Provides CPR and First Aid training, certification and recertification courses for staff.
- Provides education and leadership in collaboration with the multi-disciplinary team for the promotion of safety and a classroom connection, utilizing Conscious Discipline and Head Start/Early Head Start best practices.
- Provides trauma-informed, social, emotional, and/or behavior strategies and recommendations, with pertinent staff and families to improve the mental health climate of the classroom and/or program to increase social emotional development.
- Provides comprehensive mental health and disabilities guidance and training to staff and families in addition to providing, tracking, and monitoring educational resources and referral information.
- Works with and builds professional relationships with community agencies and providers to assure each child has current IEP, mental health records, and current service providers.
- In response to crisis or traumatic events, will provide support to the multidisciplinary team in collaboration with the mental health professional.
- Provides input and feedback on the creation and implementation of all health instructions and procedures.
- Serves as the point-of-contact for IU and outside service providers; schedules and attends meetings as part of the multi-disciplinary team as needed, collects and organizes the required clearances for outside providers.
- Assists with OAE hearing and vision screenings as needed.
- Stay abreast of all special education laws and civil rights laws, and the implications of these laws for Head Start programs; provide this information to staff.
- Monitors, tracks, documents and ensures follow-up treatment to all health, mental health, and disability concerns - ex. IEPs, service providers, IUs, mental health diagnoses.
- Minimum of a Bachelor's degree in Psychology, Social Work, Human Services, or Special Education; Masters preferred. At least three years of early childhood development, mental and disabilities services knowledge.
- Strong relationship skills and commitment to promoting mental health, special education, and classroom connection.
- Ability to communicate effectively both in writing and in speaking.
- Strong analytical, organization, problem solving, and planning skills.
- Ability to use technology for tracking, reporting, and monitoring systems.
- Ability to lift and carry a minimum of 20lbs in order to assist children as needed and to move equipment and materials.

Elder Services aims to support individuals 55+ years of age who are incarcerated by providing jail-based support, discharge planning, and post-release follow-up. Under direction of the Director of Elder Services, the case manager will meet with patients to complete screenings for the service, as well as engage in follow-up related to patient-indicated areas of need.
Responsibilities Include:
- Complete screening assessments for newly-admitted patients
- Provide production list to facility HSA; meet with patients in clinic to complete interview and obtain consents.
- Meet with patients in housing area (DOC escorts not provided; staff may travel in pairs/groups; seek support and supervision around patient prioritization and safety)
- Complete document in electronic medical records system (CHER) within 24 hours of encounter; scan and upload relevant consents and documents.
- Escalate any urgent issues to supervisor.
- Complete applications for Medicaid and other benefits programs as appropriate.
- Obtain relevant consents during patient encounter
- Submit applications online using HRA or other platforms.
- Confer with supervisor when needed
- Create individualized discharge plans for each patient according to the patient's goals and needs and ensure tasks are completed. Tasks may include, but are not limited to: coordinating medical appointments, ensuring medications are called into a pharmacy, making referrals to housing and case-management resources, and confirming transportation between jail and community dwelling is arranged.
- Develop plan with patient; discuss in team rounds and supervision when needed.
- Communicate with community organizations/providers directly, via email or phone; escalating to supervisor when appropriate.
- Review plan with patient prior to discharge, when discharge date is known.
- Provide ongoing in-jail support to patients, meeting with them regularly; frequency to be decided in consultation with Program Director.
- Interventions focus on addressing public health issues that effect the elder populations: homelessness, limited social networks, physical health concerns.
- Serve as conduit between patient and clinical court advocates, and assist as needed with obtaining consents, relaying information, and other tasks.
- Under direction of supervisor, communicate directly with court advocacy team, primarily by email; and/or escalate cases to supervisor.
- Based on needs of court advocacy team, obtain additional information and consents when requested.
- Attend weekly team rounds and participate in patient case conferences with other discharge planning program staff.
- Prepare patients/cases to discuss
- Complete assignments generated from team discussion; follow-up with supervisor
- Conduct post-release follow-up outreach to patients, via telephone, and assist or make additional referrals as appropriate.
- Attempt to contact all patients within 24 hours of release, calling all phone numbers provided on consent.
- Troubleshoot issues (e.g., pharmacy issues, medical appointments, referrals) as able; confer with supervisor as needed.
- Document in CHER.
- Document screening tool, service encounter, transition plan and collateral information in the electronic health record (CHER).
- Additional tasks and projects as requested by Program Manager and/or Director of Special Populations.
1. A four-year high school diploma or its educational equivalent and four (4) years of satisfactory full-time experience providing direct counseling, guidance, crisis-intervention or information and referral services for inmates of a correctional facility, substance abusers or a similar client population; or
2. Education and experience equivalent to "1" above. Thirty (30) semester credits from an accredited college will be considered equivalent to one (1) year of the required experience. However, all candidates must have a four-year high school diploma or its educational equivalent and at least one (1) year of experience as described in "1" above.
