Job Title: IT Healthcare Consultant - Software Engineer - Consultant
Job Location: Columbia, SC
Duration: 1 Year+
DAILY DUTIES / RESPONSIBILITIES:
The software developer will serve as the on-site technical resource for the MMS project. The resource should have extensive hands-on software development experience using Java/J2EE technologies, Python, JavaScript, NodeJS, ReactJS, SQL/No-SQL databases, Curam and cloud technologies (AWS). The consultant will work with the team's business analysts, subject matter experts, Sr. Curam technical lead, Quality Manager, system integrator and designated vendors as well as Enterprise Services team to meet the project goals
Duties include:
• Design and document detailed technical design documents based on business and functional requirements.
• Develop software components/API's based on detailed technical design documents, by following the project's coding standards.
• Conducts and coordinates data mapping and gap analysis to determine if the software meets the business needs.
• Assists the technical leads/architects with the analysis of technical issues, implement Proof of Concepts and writes SQL queries to gather data to assist in making the right decisions.
• Uses knowledge of Curam framework in developing new functionalities, resolving defects and meeting business requirements.
• Serves as a technical resource, providing technical/analytical guidance to project team and vendors; provide advice on best practices.
• Identifies, reviews, advises on approaches/proposed solutions to meeting business requirements utilizing Curam software; communicates risks and concerns related to proposed solutions and offers alternative solutions as appropriate.
• Collaborates with project leadership, business analysts, subject matter experts, technical managers and development leads on business requirements, functional and non-functional specifications, technical design specifications and integration component requirements
• Works with the Quality Product Manager and vendors to ensure that all deliverables are completed timely and meet quality standards
• Reports on project status and strategies orally and in writing; communicates any known issues or risks to MMS leadership and appropriate team members in a timely manner
• Interprets, translates, and communicates highly technical concepts to both business and technical MMS team members and stakeholders
• Other duties as assigned.
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• Bachelor's degree in Computer Science, Engineering, Technical Science or equivalent industry experience
• Minimum of four (4) years of technical experience with IBM Curam framework; must have experience in Curam HCR and CGIS
• Curam Certification
• Experience with Curam OOTB modules Workflow, Tasks, CER rules, Evidence framework (both static and dynamic), IEG, Web-services
• Writing complex SQL statements.
• Experience with Python OR experience with NodeJS, ReactJS/Angular and JSON
• Experience on AWS.
• Experience profiling and troubleshooting IBM Curam Out of the Box and custom code
• Experience delivering in waterfall, scrum, agile, and other methodologies
• Excellent written and verbal communication skills and strong cognitive ability especially with respect to understanding, documenting, and describing complex technical subjects to both technical and nontechnical business users
• Excellent problem solving skills
• Demonstrated teamwork and collaboration in a professional setting
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• Knowledge of healthcare insurance principles and processes
• Medicaid Management Information System (MMIS) experience
• Experience on Django or similar python web frameworks.
REQUIRED EDUCATION: Bachelor's degree in a technical or related field

Job Summary
Leads and directs a team supporting clinical systems. Responsible for provision of product ownership of clinical applications including design, development, implementation, and oversight of technology that drives core utilization management, care management, long-term services and supports (LTSS), clinical operations and business processes. Considers business problems "end-to-end": including people, process, and technology, both within and outside the enterprise, as part of any design solution. Monitors emerging technologies for potential application within or across the business. Provides solution ideation to drive operational excellence, efficiencies and compliance for clinical functions supported through technology. Maintains lights-on support and governance of clinical system changes. Participates with senior leadership to establish strategic plans and objectives. Contributes to overarching strategy to provide quality and cost-effective member care.
Essential Job Duties
- Responsible for collaborating with the information technology team (IT) for product delivery through oversight and management of the system development lifecycle (SDLC).
- Manages teams that drive business requirements documents, test plans, requirements traceability matrix, user training materials and other related documentations
- Serves as industry subject matter expert in the functional area and leads clinical systems to meet critical needs.
- Communicates and collaborates with customers to analyze and transform needs and goals into functional requirements.
- Works with operational leaders within the business to provide recommendations on opportunities for process improvements.
- Develops, defines, and executes plans, schedules, and deliverables; monitors programs from initiation through delivery.
- Establishes and manages key performance metrics and develops goals and strategies to achieve corporate objectives.
- Serves as mentor, coach and leader to the application design and development and support teams.
