The Community Health Outreach & Enrollment Specialist enhances health literacy, expands healthcare access, and connects the underserved communities to vital resources. This role conducts outreach, provides health education, and screens patients for eligibility in programs like Medi-Cal, Covered California, FPACT, CHDP, Ryan White, and other financial assistance potions. The specialist also assists with enrollment, explains program benefits, and ensures patients receive the coverage needed for continued care. Working collaboratively with TrueCare departments and community partners, this role strengthens community connections and promotes long-term health access.
Required Qualifications:
- Bilingual in English and Spanish is required.
- Associate degree in healthcare or related field or equivalent work experience.
- At least two (2) years’ experience in health care or related field performing outreach, education, case work, and/or customer service to diverse populations.
- Knowledge of local community-based agencies.
- Availability to work regularly outside of normal shifts (i.e., 8am to 5pm).
- Public speaking, computer literacy, including internet navigation and research skills, and proficiency with the Microsoft Office suite, including Outlook, Word, Excel, and PowerPoint.

The Senior Preconstruction Manager leads planning and budgeting for complex healthcare projects, collaborating with clients, designers, and internal teams to develop accurate estimates, schedules, and scopes. With deep expertise in healthcare codes, MEP systems, and constructability, they help guide design to align with clinical needs, regulatory requirements, and budget goals.
Responsibilities
Lead preconstruction efforts on complex healthcare projects ranging from 25M to 200M+
Own all phases of precon including budgeting, scheduling, scope development, and value engineering
Work directly with clients, design teams, and internal stakeholders to guide design development to budget
Manage internal estimating teams and planning support personnel
Interface with marketing and BD teams during pursuits and project interviews
Lead proposal development, RFQ/RFP responses, and procurement strategies
Develop, implement, and refine tools, templates, and workflows to improve precon outcomes
Train and mentor junior estimators and ensure cross-functional collaboration with operations
Attend project review meetings and facilitate budget alignment strategies when needed
Qualifications

Compensation for this specialty generally ranges from $238,000 - $357,500.
