Appeals - Hearing Officer (Appeals Hearing Specialist)
Location: Los Angeles CA - 100% onsite, no remote work.
Must be fully vaccinated and remain fully vaccinated against COVID-19
Job Summary:
Under the general supervision of the Senior Hearing Officer/Supervisor, the Hearing Officer coordinates appeal hearings and determines continued program eligibility for all families certified. The position performs research, and a review of appeals matters and works with staff and families to determine program compliance as related to appeals.
RESPONSIBILITIES/ESSENTIAL FUNCTIONS:
- Coordinate appeals hearings and determine continued program eligibility for families certified on the Child Care Assistance Program at all sites within the time specifications as required by funding terms and conditions.
- Research, compile, review and analyze data related to the appeal process with staff and families certified in the Child Care Assistance Program to determine program compliance.
- Analyze documentation received from parents, staff, and supervisors pertaining to appeals.
- Maintain strong communication with the California Department of Social Services ("CDSS") and Los Angeles County Department of Public Social Services (DPSS) regarding appeals requests and outcomes. Maintain compliance by ensuring documentation is timely provided to CDSS's CCDD and DPSS.
- Work collaboratively with staff. Assist and answer client questions by telephone, e-mail, or in person.
- Schedule appeal hearings, coordinate with front desk, and update the appeals calendar, tracking log, and case management system with appeal status.
- Review and/or update State and County databases. Prepare appeal decision letters for mailing and maintain appropriate documentation in files.
- Assist with the creation of PowerPoint presentations, training, and reports.
- Attend staff development and other training relevant to the position.
- Perform other duties to support the unit and agency goals as assigned by the Senior Hearing officer and Assistant Manager, Fraud Prevention and Appeals.
EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES YOU SHOULD POSSESS:
- Bachelor of Science/Arts degree from an accredited university or equivalent in social services, social welfare or related field. Related work experience may be substituted for college degree.
- Minimum 3 years experience working in social services conducting benefit hearings.
Preferred experience in Child Care Subsidy program
