About the Department:

The Construction Division at INDOT is primarily responsible for managing and executing the agency's multimillion-dollar contracts for preventive maintenance and new construction of INDOT's facilities (i.e. roadways, bridges, culverts, and traffic signals). Role Overview:

The Highway Engineering Supervisor leads the construction division’s engineering operations by supervising Area Engineers, Project Engineers, Project Managers, Project Supervisors, and some office staff. This role oversees final records, contract compliance, the environmental manager and acts as a liaison with other divisions on non-contract matters. Responsibilities include processing change orders and pre-letting contract revisions, reviewing claims, providing engineering guidance on complex issues, and supporting contract lettings. The Office Engineer also oversees departmental training initiatives, reviews consultant estimates for inspection, and supports plan development in coordination with technical services. Though primarily office-based, the position provides critical leadership, oversight, and strategic direction for construction-related activities across the district.

The following are some essential duties that this position performs to insure the department goals are achieved

  • Project Oversight: Manage and supervise construction projects, ensuring they adhere to design specifications, quality standards, and safety regulations.

  • Inspection: Conducting regular inspections of highways, bridges, and other transportation infrastructure to assess conditions and ensure compliance with contractual obligations.

  • Coordination: Collaborating with contractors, government agencies, and stakeholders to ensure effective communication and project progression.

  • Design Review: Reviewing and providing input on engineering plans and specifications to improve project outcomes and efficiencies.

  • Budget Management: Assisting in the preparation and management of project budgets, including estimating costs and monitoring expenditures.

  • Public Involvement: Engaging with the community and addressing public concerns or questions related to transportation projects.

  • Compliance and Reporting: Ensuring adherence to federal, state, and local regulations including preparing reports and documentation related to project progress and compliance.

Location:

This position is located in INDOT’s Crawfordsville District, Lafayette Area.

Salary:

This position traditionally starts at an annual salary of $85,020.00. Salary for this position may be commensurate with education and job experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Develop engineering policies and plans projects concerned with unique or controversial problems which have a significant impact on major organizational programs.

  • Provide budgetary information, researches and makes recommendations to assist with long range planning.

  • Evaluate engineering policies, recommends revisions, and approves and implements policies.

  • Evaluate the impact of changes to engineering policies, procedures and standards having statewide implications, makes recommendations to supervisor, integrates changes in existing programs, and directs research and evaluation efforts.

  • Some essential functions of this position may be performed onsite at the agency’s worksite or other assigned worksites.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Civil Engineer with B.S. Degree.

  • Licensed as registered professional engineer in Indiana.

  • Two (2) years’ experience as a group or project leader providing work direction and training to engineering technicians and/or lower-level engineers, or two (2) years’ experience in conducting engineering-related research.

  • Must possess valid Indiana driver’s license.

  • Broad knowledge of civil/transportation disciplines. Understanding of department design standards, policies, and practices. Understanding of the NEPA and NHPA processes. Knowledge of various computer applications such as CAD, spreadsheets, databases, and scheduling. Knowledge of various forms of traffic operations analysis such as capacity analysis and crash analysis. Knowledge of alternatives development, decision-making, and engineering economic analysis.

  • Must be able to read and interpret engineering plans and specifications, define problems, collect appropriate data, establish facts, define, and communicate with stakeholders and draw valid engineering solutions. Must be able to handle routine and sensitive contacts with government officials, consulting firms/contractors and the public.

  • Ability to identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives and to make recommendations.

  • Ability to plan and develop engineering projects with unique or controversial problems and/or novel engineering related concepts and approaches.

  • Able to perform essential functions with or without reasonable accommodation.

This role may provide direct supervision for one or more staff members.

AECOM is seeking a **HIGHWAY ENGINEERING TECHNICAL LEAD** to be based in Eastern Pennsylvania. AECOM has offices in Mechanicsburg, Philadelphia and Conshohocken, PA. This is a **HYBRID** position and additional office locations may be considered.
In this role, you will provide technical leadership and design management under the direction of project managers on large scale transportation projects in the Greater Pennsylvania Area.
If you are experienced in developing the highway design technical approach, quantities and pricing, while also developing the civil discipline design schedule, and coordinating with other disciplines including Structures, Transit, Water Resources, and Traffic; then this would be a great fit for you! In this role, you will also coordinate with the Highway Engineering Task Lead, Department Manager, and the Project Manager to advance project scope and deliverables.
**The responsibilities of this position include, but are not limited to:**
+ Technical management and coordination of roadway construction plan, construction phasing and traffic control plan, signing and pavement marking plan(s), and cross section development.
+ Technical management and coordination of right-of-way plan development.
+ Technical management and coordination of safety review and pavement report submissions.
+ Technical management and coordination of coordinated utility conflict resolutions based on interdisciplinary constructability reviews, client feedback, and utility needs
+ Technical management and coordination of construction specifications, quantities, and cost estimates
+ Technical oversight of 3D Model in OpenRoads or Infrastructure Cloud
+ Technical management of calculations and reports per client and/or internal AECOM standards
+ Adhere to and promote AECOM quality procedures
+ Verify completion of interdisciplinary technical reviews
+ Contribute to internal project-related staffing decisions to facilitate meeting client schedule, scope, and budget.
+ Contribute to the development of proposals and other marketing efforts to win new work.

+ **SR1 RECONSTRUCTION** (Chester County, PA) - Freeway reconstruction including profile adjustments, interchange reconstruction, interchange ramp realignments, multiple roundabout designs, trail designs, and side road alignment adjustments.
+ **I-81 RECONSTRUCTION** (Avoca, Moosic, and Scranton, PA) - Urban Interstate reconstruction including mainline widening, 2 interchanges being fully reconstructed including ramp realignments, intersection improvements, right-of- way coordination, and structure coordination for 15 bridges along mainline and ramps.
**Qualifications**
**MINIMUM REQUIREMENTS:**
+ Bachelor's degree in Civil Engineering plus eight (8) years of related experience or demonstrated equivalency of experience and/or education, with highway transportation projects
+ Professional Engineering License (PE) in the Commonwealth of Pennsylvania
+ Design experience working on projects for PennDOT, Pennsylvania Turnpike Commission, SEPTA, and/or City of Philadelphia
+ Valid US Driver's License required to visit project sites, clients, and other AECOM offices
+ As a condition of employment, selected candidate must pass a Motor Vehicle Records review
**PREFERRED QUALIFICATIONS:**
+ Bachelor's degree in Civil Engineering plus fifteen (15) years of related experience with highway transportation projects located in the United States
+ Design experience working on projects for Delaware River Port Authority (DRPA) and/or Delaware River Joint Toll Bridge Commission (DRJTBC).
+ Ability and willingness to work within a hybrid environment with hybrid teams

In this role, you will provide technical leadership and design management under the direction of project managers on large scale transportation projects in the Greater Pennsylvania Area.

**The responsibilities of this position include, but are not limited to:**
+ Technical management and coordination of roadway construction plan, construction phasing and traffic control plan, signing and pavement marking plan(s), and cross section development.
+ Technical management and coordination of right-of-way plan development.
+ Technical management and coordination of safety review and pavement report submissions.
+ Technical management and coordination of coordinated utility conflict resolutions based on interdisciplinary constructability reviews, client feedback, and utility needs
+ Technical management and coordination of construction specifications, quantities, and cost estimates
+ Technical oversight of 3D Model in OpenRoads or Infrastructure Cloud
+ Technical management of calculations and reports per client and/or internal AECOM standards
+ Adhere to and promote AECOM quality procedures
+ Verify completion of interdisciplinary technical reviews
+ Contribute to internal project-related staffing decisions to facilitate meeting client schedule, scope, and budget.
+ Contribute to the development of proposals and other marketing efforts to win new work.
+ Prepare presentations that explain technical findings, recommendations, and limitations
+ Work collaboratively as part of a larger design team to proactively meet the client's scope, budget, and schedule through ethical and responsible decision making.
+ Provide support to AECOM project managers and technical department managers.

**Qualifications**
**MINIMUM REQUIREMENTS:**
+ Bachelor's degree in Civil Engineering plus eight (8) years of related experience or demonstrated equivalency of experience and/or education, with highway transportation projects
+ Professional Engineering License (PE) in the Commonwealth of Pennsylvania
+ Design experience working on projects for PennDOT, Pennsylvania Turnpike Commission, SEPTA, and/or City of Philadelphia
+ Valid US Driver's License required to visit project sites, clients, and other AECOM offices
+ As a condition of employment, selected candidate must pass a Motor Vehicle Records review

**Job Description**
AECOM is seeking a **HIGHWAY ENGINEERING TECHNICAL LEAD** to be based in Eastern Pennsylvania. AECOM has offices in Mechanicsburg, Philadelphia and Conshohocken, PA. This is a **HYBRID** position and additional office locations may be considered.
In this role, you will provide technical leadership and design management under the direction of project managers on large scale transportation projects in the Greater Pennsylvania Area.
If you are experienced in developing the highway design technical approach, quantities and pricing, while also developing the civil discipline design schedule, and coordinating with other disciplines including Structures, Transit, Water Resources, and Traffic; then this would be a great fit for you! In this role, you will also coordinate with the Highway Engineering Task Lead, Department Manager, and the Project Manager to advance project scope and deliverables.
**The responsibilities of this position include, but are not limited to:**
+ Technical management and coordination of roadway construction plan, construction phasing and traffic control plan, signing and pavement marking plan(s), and cross section development.
+ Technical management and coordination of right-of-way plan development.
+ Technical management and coordination of safety review and pavement report submissions.
+ Technical management and coordination of coordinated utility conflict resolutions based on interdisciplinary constructability reviews, client feedback, and utility needs
+ Technical management and coordination of construction specifications, quantities, and cost estimates
+ Technical oversight of 3D Model in OpenRoads or Infrastructure Cloud
+ Technical management of calculations and reports per client and/or internal AECOM standards
+ Adhere to and promote AECOM quality procedures
+ Verify completion of interdisciplinary technical reviews
+ Contribute to internal project-related staffing decisions to facilitate meeting client schedule, scope, and budget.
+ Contribute to the development of proposals and other marketing efforts to win new work.
+ Prepare presentations that explain technical findings, recommendations, and limitations
+ Work collaboratively as part of a larger design team to proactively meet the client's scope, budget, and schedule through ethical and responsible decision making.
+ Provide support to AECOM project managers and technical department managers.
+ Develop discipline-specific design schedule and milestone dates based on major project milestone dates as determined by the client and/or project manager
**Current notable projects include:**
+ **I-95 RECONSTRUCTION** (Philadelphia, PA) - Urban interstate reconstruction including interchange ramp and local roadway re-alignments, traffic control, and utility coordination in final design to mitigate level of service and improve existing conditions
+ **STATE RD RECONSTRUCTION** (Bucks County, PA) - Suburban arterial reconstruction including right-of-way plan development, roadway geometry, pavement design, traffic control, and utility coordination in preliminary engineering to mitigate existing roadway flooding
+ **SR1 RECONSTRUCTION** (Chester County, PA) - Freeway reconstruction including profile adjustments, interchange reconstruction, interchange ramp realignments, multiple roundabout designs, trail designs, and side road alignment adjustments.
+ **I-81 RECONSTRUCTION** (Avoca, Moosic, and Scranton, PA) - Urban Interstate reconstruction including mainline widening, 2 interchanges being fully reconstructed including ramp realignments, intersection improvements, right-of- way coordination, and structure coordination for 15 bridges along mainline and ramps.
**Qualifications**
**MINIMUM REQUIREMENTS:**
+ Bachelor's degree in Civil Engineering plus eight (8) years of related experience or demonstrated equivalency of experience and/or education, with highway transportation projects
+ Professional Engineering License (PE) in the Commonwealth of Pennsylvania
+ Design experience working on projects for PennDOT, Pennsylvania Turnpike Commission, SEPTA, and/or City of Philadelphia
+ Valid US Driver's License required to visit project sites, clients, and other AECOM offices
+ As a condition of employment, selected candidate must pass a Motor Vehicle Records review
**PREFERRED QUALIFICATIONS:**
+ Bachelor's degree in Civil Engineering plus fifteen (15) years of related experience with highway transportation projects located in the United States
+ Design experience working on projects for Delaware River Port Authority (DRPA) and/or Delaware River Joint Toll Bridge Commission (DRJTBC).
+ Ability and willingness to work within a hybrid environment with hybrid teams
+ Ability and willingness to offer mentorship to various levels of staff
+ Active participation in local professional societies and/or organizations
+ Demonstrated knowledge of OpenRoads Designer (ORD) or Infrastructure Cloud

Offered compensation will be based on location and individual qualifications. The expected range is $125,000.00 - $85,000.00.
