Sightline is a multi-year initiative that leverages a cross-disciplinary, inter-entity team and hundreds of stakeholders in selecting and implementing the next ERP software platform for the Johns Hopkins enterprise, enabling broader operational transformation and the reduction of administrative barriers to mission critical work.
Sightline's scope includes changes in business processes, policies and other operating considerations that will make administrative actions -such as purchasing supplies and services, managing grant budgets, creating financial reports, and hiring and recruiting- simpler, streamlined, and more standardized throughout the enterprise.
The Sightline program will be focused on business transformation, change management and communications as it relates to changes in technology, policy, and process redesign and will invest in enabling this change through a dedicated team that will work across the University and Health System.
We are seeking a **_Sr. Strategic Advisor, Policy Development & Implementation_** to be an integral member of the Business Transformation Team. This position will report to the AVP for Finance & Administration Transformation.
As part of the University's transformation efforts, the Sr. Strategic Advisor for Policy Development and Implementation is responsible for leading the development and management of a cohesive, transparent, and responsive policy framework in alignment with the institution's evolving operating model for administrative services, regulatory obligations, and Workday implementation.
The Sr. Strategic Advisor serves as a collaborative partner across administrative, academic, HR, finance, and operational areas. This role is instrumental in promoting consistency, fairness, and accountability in institutional policy design and implementation. The Sr. Strategic Advisor works closely with a broad range of university stakeholders-including legal, compliance, HR, finance, operations, data governance, procurement, and IT-to ensure a holistic and sustainable approach to policy management.
The Sr. Strategic Advisor will assure that the Sightline Business Transformation policy deliverables and milestones are on-time, adhere to high quality standards, and meet the needs of Sightline's stakeholders. This role will be responsible for coordinating project plans, team and work assignments, guiding, and monitoring work efforts daily, identifying resource needs, performing quality review, and escalating functional, quality and timeline issues appropriately.
Candidates will have experience presenting to executives, end-users (faculty, students, and staff), and subject-matter experts. Candidates must possess excellent negotiation, facilitation, consensus-building, and diplomacy skills and will exhibit a strong customer service orientation. This individual will serve as a knowledgeable liaison between the project's diverse communities- functional, technical, and change management oriented.
**Specific Duties & Responsibilities**
_Policy Development & Management_
+ Draft, review, and update institutional policies and procedures.
+ Lead a structured policy lifecycle, including stakeholder consultation, approval, implementation, and scheduled reviews.
+ Ensure policies are clear, consistent, accessible, and aligned with the university's mission, legal requirements, and strategic goals.
_Regulatory Compliance_
+ Monitor changes in federal, state, and local regulations; assess their implications for Sightline-related policy.
+ Partner with legal and compliance offices to ensure policies meet regulatory standards.
_Cross-Functional Collaboration and Project Management_
+ Engage with HR, legal, academic leadership, finance, operations, IT, procurement, and data governance to ensure policies are practical and operationally aligned.
+ Support institution-wide initiatives (e.g., Workday, operating model implementation, and risk management frameworks). Collaborate with and frequently lead, other functional and technical experts, architects and subject matter experts, to contribute to the success of the Sightline Project's Change Management portfolio.
+ Engage key Business Transformation and Operations Model stakeholders to ensure project is trending towards success.
+ Work independently and frequently oversee work of others within a matrix environment.
+ Provide project oversight for adherence to institutional standards and guidelines for project management, continuous service improvement, and customer service.
+ Maintain knowledge of current trends and developments in the field of policy development.
+ Maintains Sightline effectiveness and efficiency by helping to define, deliver, and support strategic plans for policy development and implementation.

_Policy Communication & Training_
+ Develop communication and training materials to support policy rollout, understanding, and adoption.
+ Serve as a resource to stakeholders by interpreting policies and supporting consistent application.
_Governance & Documentation_
+ Maintain file repositories and systems.
+ Develop and implement governance frameworks for unit-level policy development, review, and accountability.
_Other Responsibilities_
+ Conduct periodic policy audits and gap analyses.
+ Lead or contribute to change management and communication strategies related to policy initiatives.
+ Manage multiple policy-related projects, timelines, and stakeholders.
+ Provide subject matter expertise on policy best practices and industry benchmarks.
**Minimum Qualifications**
+ Bachelor's Degree in Public Policy, Law, Human Resources, Higher Education Administration, Business Administration, or related field.
+ Seven years of related progressively responsible experience in financial analysis, project management, and/or consulting.
+ Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
**Preferred Qualifications**
+ Advanced degree (e.g., JD, MPA, MBA) preferred, particularly for leadership-level roles.
+ Seven to ten years of experience in policy development, compliance, legal affairs, or operational leadership in a complex organization.
+ Prior experience in higher education strongly preferred.
+ Knowledge of employment law, Title IX, FERPA, ADA, and other regulatory frameworks relevant to higher education.
+ Experience with enterprise systems (e.g., Workday) and large-scale administrative transformation initiatives.
+ Familiarity with shared governance structures and academic organizational models.
+ Proficiency in policy management tools, content management systems, or platforms like SharePoint, DocuSign CLM, or PolicyTech.

**Responsibilities**
**Essential Duties and Responsibilities include the following. Other duties may be assigned.**
+ Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
+ Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings. Recruits, interviews, hires, and trains new staff in the department.
+ Monthly Reporting HR KPI's Absenteeism, Turnover, Training, Retention, personal hours, headcount, attendance tracker.
+ Develop and administer departmental budget.
**Compensation**
+ Reviews and approves payroll
+ Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
+ Conducts internal and market compensation analyses to determine target new hire wages/salaries and competitive wage rate.
+ Coordinates Temp Agencies to assure staffing and cost needs.
+ Coordinate annual increase process.
+ Develops the training strategy by creating learning and development programs and initiatives that provide internal development opportunities for employees.
+ Plans and conducts new employee orientation to foster positive attitude toward company goals.
+ Delivers new hire orientations and ensures all new hire paperwork is completed and filed.
**Compliance**
+ Oversees employee disciplinary meetings, terminations, and investigations.
+ Establish and maintain fair and consistent employee relations policies supporting our company culture and vision. Maintain an environment free of illicit drugs and harassment of any kind.
+ Responsible for termination and discharge of any Amcor employee and oversee unemployment hearings for the plant.
+ Oversee employee relations, including conflict resolution, counseling and disciplinary actions.
+ Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
+ Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
+ Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
+ Establish and maintain fair and consistent employee relations policies supporting our company culture and vision. Maintain an environment free of illicit drugs and harassment of any kind.
+ Assist EH&S Manager in reviewing local plant safety issues; coordinate with EH&S Manager and supervisors to resolve on the job injury issues, i.e. light duty.
**Employee Engagement**
+ Coordinate birthday recognition campaigns with selected vendor
+ Organize company events (Holiday Party, potlucks, monthly engagement activities, picnics, etc.)
+ Coordinate annual and quarterly recognition program
+ Coordinate Seniority recognition program
**Coordinates employee performance management processes.**
+ Counsels' management on action to be taken in regard to employee performance and misconduct related issues and creates and delivers disciplinary warnings along with management.
+ Provides constructive and timely performance evaluations.
Support and maintain all policies of the company including but not limited to SQF Standards, Health and Safety Requirements, Continuous Improvement, and standard work procedures.
