HR Program Manager

The ideal candidate will have excellent organizational, communication, and writing skills, as well as an ability to foster positive relationships with individuals and organizations. The HR Program Manager will serve dually as a Human Resources Manager supporting a team of four HR Generalists and three HR recruiters as well as be the principal ambassador for the company, oversee recruitment, and will address internal audiences and the public to share the company's vision and plans for achieving it.

Duties and Responsibilities:
+ Develop a strategy for building and maintaining programs and activities that align with the vision and goals of Transdev and RTC, ensuring a positive impact on the community
+ Build and maintain relationships with members of the community, key individuals, and other organizations in alignment with overall strategy
+ Serve as a point of contact for neighboring businesses, institutions, and communities
+ Be the principal ambassador for the company, responsible for sharing its vision with the local community
+ Serve as a mentor to other staff members and assist with their professional development to ensure alignment with the company's strategic initiatives and recognition programs
+ Establish partnerships with local post-secondary institutions and workforce related entities for employee training and recruiting.
+ Identify opportunities for community partnerships and outreach
+ Work with Client (RTC) on special projects and events
+ Serve as point of contact for all Transdev attended or sponsored events
+ Manage all employee engagement events, recognition days, internal training, and location-based events
+ Manage location calendar for all internal and external events and recognition days.
+ Manage internal employee communications to include a monthly newsletter, "what's hot boards" and companywide communications.
+ Update shared company intranet to share employee and location happenings or recognition on a regular basis
+ Coordinate and attend all on and off-site hiring events marketing and advertising as appropriate to community partners
+ Create and implement event plans and issue event reports on metrics and post event feedback
+ Support a busy HR team of 4 Generalists and 3 recruiters, acting as an HR manager for escalations and overseeing the recruitment and hiring processes for a multi-location company.
·Administers, assists and monitors the interpretation and compliance of company policy and procedures, discipline, strategic employee relations, and relationship initiatives within a union and non-union environment.
·Assists with job recruitment, by approving job descriptions, posting positions, assisting with resume screening, phone interviews and in person interviews ensuring that time to fill and time to hire metrics are met or exceeded
Qualifications:
+ High school diploma/GED required
+ 5 years of Human Resources experience or more required
+ Experience with recruitment events, community relations, internal events, and managing internal communications required
+ Bachelor's degree in human resources or similar field preferred
+ HR Certifications to include SHRM or HRCI preferred
+ Proficiency in the use of Microsoft software applications, including PowerPoint, Outlook, Word, and Excel.
+ Ability to work within a team structure, collaborating closely with colleagues and operating interdependently to achieve assigned tasks.
+ Exceptional communication skills both written and oral
+ Ability to prioritize work, handle multiple projects simultaneously with a high level of accuracy, and attention to detail and organization
+ Excellent analytical and problem-solving skills.

Physical Requirements:
The essential functions of this position require the ability to:

Summary

Under the general supervision of the VP HR, assists in developing, implementing, managing, and evaluating programs that further the mission of the Johns Hopkins Human Resources department. Manages special and ongoing programs. Assists with coordinating activities, calendars, and events.

  • Oversee front desk operations and HR office organization, including the management of employee files on-site and in the HRIS system
  • Submit and track vendor invoices and ensure timely payment processing
  • Manage employee well-being initiatives, including oversight of recharge rooms and management of well-being volunteers and Healthy at Hopkins champions
  • Coordinate and facilitate new employee orientation
  • Support employee engagement and HR training programs
  • Assist with the facilitation of employee accommodation requests
  • Handle confidential inquiries and provide high-quality customer service to staff
  • Generate reports, conduct audits, and ensure compliance with HR policies

Education And Experience

A bachelor's Degree in Human Resources, Business, or a related field is required.

One year of relevant education or one year of relevant professional-level work experience may be substituted for one year of required work experience.

Requires up to two years of progressive human resources, office management, or program experience administration experience.

General Requirements

Comprehensive understanding of departmental and Hospital policies and procedures, budget verification and analysis, spreadsheets, and database management.

Requires a high level of interpersonal skills and the ability to analyze situations. Also need advanced MS Office computer skills.

Demonstrates ability to analyze, plan, and organize multiple projects or responsibilities.

Ability to exercise sound judgment in handling sensitive and confidential information and situations.

Strong oral and written communication skills are necessary to interact with diverse groups of people, exchange information, and produce written correspondence.

Ability to influence and negotiate individual and group decision-making.

Ability to maintain composure in high-stress situations; handling multiple demands and demonstrating flexibility in adapting to changing conditions.

Salary Range: $26.12/hour - $3.11/hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.

Must Have: Minimum Requirements:

  • Bachelor's degree and 7+ years of progressive HR experience

  • Previous roles in large global matrixed Fortune 500 organization supporting leadership teams in developing and executing HR programs.

Job Responsibilities

* Serve as the primary liaison between the Program Manager and internal HQ teams, ensuring effective communication and alignment with client-related needs.
* Plan, coordinate and facilitate new employee orientations including scheduling, materials, and documentation.
* Initiate and track new employee onboarding / offboarding tickets.
* Serve as the primary point of contact for time entry issues, ensuring compliance with company and client policies.
* Monitor employee compliance with onboarding, documentation, and training requirements.

Minimum Qualifications

* Associate degree or equivalent experience in a related field required, Bachelor's degree preferred.
* 2+ years of experience as a VMS Support Specialist or similar support role.
* 2+ years of customer service experience.
* Proficiency in Microsoft Office Suite and the ability to quickly learn and navigate internal systems and platforms.
* 2 years of HR experience with a strong emphasis on employee relations issues is preferred
* Strong organizational and problem-solving skills.

* Excellent oral and written communication skills.
* Ability to manage multiple priorities in a fast-paced environment.
* Demonstrated ability to maintain confidentiality and exercise discretion.
* Experience with onboarding, compliance tracking, and HR coordination preferred.

Deputy Program Manager Opportunity

The Deputy Program Manager will assist the Program Manager in overseeing and managing the operations, resources, and personnel of the Military Personnel Division (MPD), Transition Center (TC), and Retirement Services Office (RSO) within the United States Army Garrison Fort Gregg-Adams. You will assist the Program Manager in ensuring the effective execution of military personnel services, transitioning services for military members, and support to soldiers and their families regarding retirement planning by providing leadership, ensuring compliance with Army regulations and policies, and delivering high-quality services to military personnel.

What does a typical day look like for the Deputy Program Manager?

You will:

  • Oversee the day-to-day operations of the MPD, TC, and RSO programs to ensure efficient delivery of services to military personnel.
  • Manage program goals, performance metrics, and compliance with Army regulations, policies, and guidelines.
  • Develop, plan, and execute program strategies in line with overall Army Garrison objectives.
  • Monitor and evaluate the effectiveness of programs and services, making necessary adjustments to meet evolving needs.
  • Supervise a team of military and civilian personnel within the MPD, TC, and RSO, providing guidance and support to ensure high standards of service.
  • Provide professional development and training to team members, ensuring they stay current with policies and procedures related to military personnel services.
  • Foster a positive work environment that encourages collaboration, professionalism, and the continuous improvement of services.
  • Oversee the Transition Center (TC) services, assisting military members and their families with successful transition from active duty to civilian life.
  • Manage the Retirement Services Office (RSO) to provide education, counseling, and assistance with the military retirement process.
  • Ensure the availability of resources such as career counseling, resume workshops, financial planning, and post-military benefits education.
  • Develop relationships with external agencies to support transitioning personnel, such as veteran services organizations, and employment services.
  • Serve as the primary point of contact for all matters related to military personnel services, transitioning, and retirement services within the garrison.
  • Communicate with Army leadership, soldiers, families, and external agencies to coordinate resources, resolve issues, and ensure the timely delivery of services.
  • Provide regular reports to senior leadership regarding program performance, areas for improvement, and new initiatives or changes.
  • Ensure compliance with all Army regulations and directives related to personnel management, transition assistance, and retirement services.
  • Prepare and maintain program documentation, reports, and records as required by Army regulations and internal policies.
  • Ensure the smooth coordination and processing of personnel actions (e.g., separations, retirements, transitions) in a timely and accurate manner.
  • Manage the budget, resources, and supplies for the MPD, TC, and RSO programs.
  • Ensure the efficient allocation of resources and make recommendations for program improvements or resource enhancements.

What qualifications do you look for?

You might be the HR professional we're looking for if you have:

  • A Bachelor's degree in Business Administration, Public Administration, Human Resources, or a related field.
  • A minimum of five (5) years of experience within the last ten (10) years in U.S. military Human Resources field.
  • In-depth knowledge of military HR systems.
  • Strong leadership, interpersonal, and communication skills.
  • Comprehensive knowledge of U.S. Army regulations, policies, and procedures related to military personnel, transitions, and retirements.
  • Ability to analyze program data, assess needs, and implement solutions.
  • Strong organizational and time-management skills.
  • Proficiency with Microsoft Office Suite and other relevant software programs.
  • Ability to collaborate effectively with internal and external stakeholders.

  • Program management certification (e.g., PMP).

This role partners closely with the Leadership PM, multiple HR Directors, HRBPs, Builder Partner teams in support of AGS, and potentially, business leaders. You are a key contributor to broad scale business and PXT priorities - helping things work better/faster/smoother for everyone. You'll use data and analytics to help PXT tell the story of where we've been, where we are, and where we need to go. You'll lead and support multiple initiatives such as Goals, Business Reviews, Offsites and other internal mechanisms for the HR team, help drive strategic planning for AGS HR initiatives such as the three Year and Annual Plans (PXT 3YP and OP1), workback plans, coordinate recognition and development programs, improve processes and develop and implement communication and change management programs. You will utilize strong Program Management skills to create a well-managed program framework for initiatives and document best practices and toolkits to help HRBPs scale.
Key job responsibilities
- Work with the AWS People Analytics team to surface the right data that tells the story and drives action from business leaders
- Develop reliable, scalable reporting that considers the various organization's needs within AGS, but seeks to standardize where feasible
- Surface insights from the data and make recommendations of potential actions that the PXT team or leaders could take
- Collaborate with cross-functional PXT teams and HRBPs to support a wide range of PXT projects and initiatives, as needed
- Write and/or edit Amazon documents for Executive-level review
- Navigate multiple competing priorities and context switch regularly
- Develop regular status reports on ongoing initiatives that enable PXT leaders to quickly assess where they need to focus their time for maximum impact
- Build and maintain wikis, file shares, and other knowledge share tools
- Work independently with initiative and natural curiosity of how things work
- Proven track record of delivering results and measuring impact of programs
- Demonstrate a broad understanding of how HR works, end to end, in order to connect the dots and identify improvement opportunities at the macro level

Basic Qualifications
