**This is a casual position until approximately 10/31/2026. PeopleSoft HCM experience required.**
JOB SUMMARY:

As a PeopleSoft Administrator and Super User, the HR Systems Analyst serves as a technical liaison and day-to-day support for Human Resources end-users. The Analyst has the unique role of collaborating with both HR and IT on critical organizational initiatives, special projects, system improvements and upgrades, and maintenance of HRIS systems data. The Analyst identifies training needs and develops training materials for HR and the organization. Data analytics is a key feature of this role, including the management of departmental metrics, maintenance of the HR dashboard, regulatory reporting, auditing, analysis and reporting on system data, as well as identifying trends and making recommendations which are supported by data.
This position is a great match for candidates who enjoy taking a project from concept to completion, can decode complex systems language and speak to all technical abilities, and are proud to see the results of their hard work be adopted across the organization.
KEY SKILLS:

MINIMUM QUALIFICATIONS:
Bachelor's Degree; In Lieu of Bachelor's Degree, we will accept a minimum of two years of relevant experience

**The current salary range for this position is $37.63 to $51.75**

  • Provides administrative and management assistance to department executives, managers, and other City personnel regarding human resources matters including but not limited to the following areas: recruitment and selection, classification and compensation, employee and labor relations, performance management, health and safety, and training and development;.

  • Provides functional and technical direction to other Human Resources staff and consultants;

  • Coordinates and facilitates administrative and/or human resources management functions; assesses and evaluates departmental organization, budget, staffing and management practices; participates in the development of department goals and objectives;

  • Coordinates activities among City departments, agencies, and organizations;

  • Conducts research and statistical analyses; prepares and presents reports of findings and recommendations; prepares correspondence, policies, procedures, handbooks, manuals, rules and regulations, resolutions or publications relating to human resources, administration, staffing and/or operations;

Summary
The purpose of this position is to act as a systems analyst for the Town's payroll and HR software systems.

Essential Functions
The Payroll and HR Systems Analyst will serve as a hands-on expert of payroll and HR technology, data extracts, and reporting for the Town's payroll and HR and related information systems.

The Payroll and HR Systems Analyst will work with the Financial Systems Manager, Business Management, Human Resources, Technology Solutions, third party vendors, and technical support teams and the departmental business units. The person in this role will do the following:
  1. Provide users appropriate permissions to the Town's payroll and HR systems and create and update workflows in these systems.
  2. Troubleshoot and problem-solve issues within the Town's payroll and HR systems. This includes answering questions from users and working with the vendor support to answer questions and solve issues when needed.
  3. This position trains users on different aspects of the payroll and HR systems. Training may be in a formal or informal setting and includes both face-to-face training as well as creating how-to documentation or videos.
  4. System testing, especially during upgrades and when deploying new functionality.
  5. Process evaluation and improvement - this position will work with both our back office and end users to review existing business process and identify ways we can use our systems to improve these processes.
  6. Project management - this position is responsible for facilitating projects to implement new modules and functionality within the Town's payroll and HR systems.
  7. Report creation - this position will use data from the payroll and HR systems to create reports for various users. The types of reports may range from dashboard reports to assist with decision making, to reconciliation reports comparing two datasets to ensure accuracy of the information.

SUMMARY
Supports, guides, and optimizes the technical operations of Human Resources (HR) through Oracle Human Capital Management (HCM) system, Ceridian Dayforce, and other HR systems as needed. MAJOR RESPONSIBILITIES

  • Supports users that report issues with regards to the Human Resources (HR) systems by: asking guiding questions to obtain more details, investigating the reported issue in depth, executing testing in our lower environments to determine the root-cause, and resolving the issue.
  • Configures and modifies select setups for various modules in the HR system and provides support throughout entire annual business cycle. Prepares and maintains project and system documentation, including current procedures, configuration, issues documentation, and other functional documentation required by department management.
  • Provides first-level support in troubleshooting HR Core records in Human Capital Management (HCM) system and monitors the Transaction Console as needed. Collaborates with Information Technology (IT) and external vendors as needed to ensure seamless integration of HCM with other systems and coordinate the necessary actions to resolve second-level, more advanced HCM system issues.
  • Along with HR Project Manager, provides direction to HR and other Subaru of America (SOA) departments regarding capabilities of HR systems and how to leverage them to solve business problems. Recommends opportunities for improvements regarding system processes when evident. Works with HR Project Manager and HR department Centers of Excellence on ad hoc system enhancements and technology projects.
  • Troubleshoots and resolves problems for the Payroll group with respect to Ceridian Dayforce interfaces from Oracle HCM.
  • Responds to ad hoc data requests by providing reports to employees (intradepartmental / interdepartmental) using HR system pre-existing report library (Oracle Business Intelligence (BI) and SQL), Oracle Transactional Business Intelligence (OTBI), and Excel.
  • Serves as an HR report catalogue owner and works with IT team to maintain, update, and redesign/recode reports as needed.
  • Works with HR Systems team and IT team to develop test cases for annual business cycles and HR processes. Participates in prototype and user acceptance testing (UAT) for quarterly upgrades to HR systems.
  • Creates and updates organizational data within HR system including position management and maintenance (business unit sets, business units, departments, locations, positions, jobs, etc.). Works with all appropriate departments as needed to keep organizational structure up to date and consistent in all SOA systems. Works towards correcting data quality issues as they arise.
  • Works with HR Project Manager to execute annual headcount approval processes. EXEMPT EMPLOYEE BENEFIT SUMMARY
CALPERS Retirement

Tier 1: Employees hired prior to December 31, 2012, and "Classic Members" hired subsequently with less than a six-month break in service, are provided 2.7% at 55 retirement formula. City employees pay the full 8% of their base pay toward this retirement benefit.
Tier 2: Due to the Public Employees' Pension Reform Act of 2013 (Assembly Bill 340), new MISC members hired after January 1, 2013, or "Classic Members" with a break in service of more than 6 months, are eligible for the 2% @ 62 CalPERS retirement formula and are required to pay a 7.75% contribution toward the PERS benefit. (Note: the employee contribution will change as the cost of the benefit changes, since the employee is required to pay half the normal cost.)
1959 Survivor Benefit (Indexed Level) - The 1959 Survivor Benefit provides a monthly allowance to eligible survivors of members who die while actively employed. The monthly benefit payable to survivors in the Indexed Level increases by 2% each year. Benefit amounts as of 2025 are 820, 1,641 and 2,461 for 1, 2, or 3 eligible survivors.

457 and 401(a) Deferred Compensation Plan
  • City will contribute 23.08 per pay period into the 457 Deferred Compensation Plan on behalf of the employee.
  • City will match up to 3% of the base salary for employees who participate in the 457 plan. City match is placed in a 401(a) plan. There is no vesting period.
  • Employees may also voluntarily participate in the 401(a) defined contribution retirement program; however, election must be made upon hire and is irrevocable during employment with the city.
Health Insurance (medical, dental and vision) - The City offers a "cafeteria plan," which includes a monthly medical stipend the employee may apply toward premiums for medical, dental and vision.
Cash-in-lieu - If your total health, vision and/or dental premium costs are lower than 300, you may receive the difference as cash in lieu up to a total of 300. If you do not need to purchase medical, dental or vision benefits from the City, you are eligible for a total of 300 cash in lieu per month.
Medical Benefits Retiree Health - CalPERS plans made available and retiree medical contribution offered toward the cost of the plan. In 2025, the retiree medical contribution is 158.00 per month. The retiree medical contribution will continue to increase until it is equal to the minimum contribution required by CalPERS for the employer to pay on behalf of an employee.
Dental - Delta Dental PPO
  • Deductibles 50 per person each calendar year
  • Maximums 1,500 - 2,500 per person each calendar year
  • Preventative services - 100% covered
  • Basic services - 80% covered
  • Major services - 50% covered

Overview

Gordon Rees Scully Mansukhani, a national law firm with offices in all 50 states, has an immediate opening for an Analyst in our Walnut Creek, CA or Denver, CO office. We are looking for an experienced Human Resources Analyst with expertise in the HR profession, demonstrated analytical skills and excellent communication skills. The HR Analyst will play a key role in providing information and analysis necessary to set strategic objectives, develop compensation strategies, as well as further general HR processes. They will be a strategic business partner providing hands-on operational and strategic Human Resources support.

With a focus on HRIS, people analytics and operational effectiveness, the HR Analyst will be able to develop metrics and analyze important data from our systems; be a pivotal part of the annual staff compensation analysis, reporting, and data entry process; support the team through HRIS projects/implementations (alongside our IT support team); work cross functionally with other teams; compile reports and provide analysis to leaders across the organization; and collaborate with the HR management team on core HR functions. We seek someone with a growth mindset who is passionate about continually improving processes, systems and tools that allow GRSM to scale rapidly and better serve the GRSM team nationally.

Responsibilities

  • Create, analyze and evaluate metrics to provide recommendations which will further HR and Firm objectives.
  • Produce reports and visualizations that provide easy to understand information required for decision making.
  • Compile/extract data from various systems into meaningful reports for leaders.
  • Provide compensation analysis to management, help develop and maintain job descriptions as needed.
  • Act as the point person for the staff Compensation Portal, communicating deadlines to firm management, assisting management, ensuring data integrity, performing data entry, running reports and providing analysis.
  • Be a significant contributor to build upon and help optimize our processes and tools to provide a phenomenal experience for our employees and managers as we strive to meet their HR needs.

People Systems/Process Improvement

  • Offer recommendations on initiatives through data and thoughtful interpretation of findings.
  • Serve as the point person for HR systems as we move forward with integrations and implementations.

Data & Metrics

  • Create meaningful HR dashboards for thought leadership and organizational insights.
  • Maintain human resources information, auditing data and preparing complex reports.
  • Play a crucial role in collecting, structuring, analyzing, and reporting on HR processes and data.

Qualifications

  • 2+ years of HR experience in a high-growth professional services firm with multiple US offices and employees. Law firm experience is a plus.
  • Bachelors Degree with coursework in Information Technology or Business.
  • Strong knowledge of HR information systems, report writing and experience with implementation of system enhancements/configurations and automation.
  • Excellent writing, communication and relationship building skills.
  • General knowledge of employment laws and practices across the U.S.
  • Detail oriented, with a sense of urgency to complete tasks in a fast-paced environment.
  • Growth mindset - Seek opportunities for continuous automation, and ways to improve the efficiency and effectiveness of people operations policies and processes.
  • Strong Project Management skills; experience in ADP a plus, proficient in MS Office.

As an HR Analyst, youll be a key part of our Human Resources teambalancing day-to-day operations with data-driven insights that help guide business decisions. Essential Duties And Responsibilities Include But Not Limited To

HR Analytics & Systems Support

  • Analyze HR metrics and generate actionable reports for leadership.
  • Maintain and enhance dashboards to track KPIs such as turnover, hiring trends, and engagement.
  • Input and maintain accurate employee data in HRIS (Paycom or equivalent), including status updates, demographics, and employment changes.
  • Support compensation analysis, headcount planning, and benefits usage reporting.

Operational & Administrative Support

  • Perform daily administrative tasks: mail distribution, office supply orders, guest reception, and conference room reservations.
  • Maintain labor law compliance postings and printed HR materials.
  • Coordinate team meetings, conference calls, and distribute meeting summaries.
  • Support immigration and visa documentation tracking, as needed.
  • Process wires, invoices, billing, and check requests in coordination with Accounts Payable.

Talent Acquisition & Onboarding

  • Assist with recruiting processes including background checks (Verity), reference checks, E-Verify, and license verification.
  • Organize onboarding processes: facilitate orientations, collect new hire paperwork, and review company policies.
  • Prepare termination packets and process exit logistics.

Employee Relations & Customer Service

  • Create and maintain employee files and filing systems.
  • Respond to verifications of employment and unemployment insurance claims.
  • Provide HR support and internal customer service across departments.
  • Participate in job-related webinars, seminars, and training.

Additional Projects

  • Assist with ad-hoc projects and HR initiatives as directed by leadership.

Qualifications

QUALIFICATIONS

EDUCATION And/or EXPERIENCE

Job Description:

We are seeking a detail-oriented and analytical HR Analyst to join our Human Resources team. This role is responsible for collecting, analyzing, and reporting on HR data to support strategic decision-making. The HR Analyst will partner across functions to deliver insights on workforce trends, support compliance efforts, and optimize HR processes.

This Job Is For You If

  • Ensure the accuracy, integrity, and consistency of employee data
  • For union employees ensure data accuracy related to processes governed by Collective Bargaining Agreements, such as auto pay progression, perfect attendance, and other contractual provisions
  • As it relates to all non-union employees, support the Employee Action Request process by ensuring correct data throughout all transactions
  • Monitor and analyze key workforce metricssuch as turnover, headcount, and compensation trendsto support compliance and enable data-driven decision-making
  • Assist in preparing reports for compliance with EEO, AAP, Pay Equity, and other regulatory bodies
  • Monitor and maintain employee work authorization and immigration records to ensure compliance with legal and company requirements
  • Monitor compliance with California labor laws, including meal and rest break requirements, pay practices, and timekeeping accuracy, and support timely reporting and issue resolution.
  • Ensure all HR data is audit-ready and supports company policies and procedure
  • Analyze employee life cycle data to uncover trends, risks, and opportunities
  • Support workforce planning efforts by projecting hiring needs and identifying talent gaps
  • Conduct compensation and benefits benchmarking using internal and external data
  • Leverage data-driven insights to identify inefficiencies, gaps, or opportunities for improvement within HR processes
  • Collaborate with cross-functional partners to review, design, and implement enhanced workflows and automation solutions that support efficiency, accuracy, and scalability
  • Collaborate with HR Business Partners, Talent Acquisition and Payroll teams
  • Provide analytical support for HR projects such as employee engagement surveys, and policy reviews
  • Develop recurring and ad hoc HR reports
  • Track and present data related to HR goals and initiatives

Job Requirements:

  • Bachelors degree in human resources, Business Analytics, Data Science, or equivalent experience
  • Minimum 35 years of experience in an HR Analyst, or data-focused HR role
  • Proficient in Excel (pivot tables, VLOOKUPs, etc.) and data visualization tools like Power BI or Tableau
  • Hands-on experience with HRIS platforms such as SAP, Oracle, or ADP
  • Strong analytical and critical thinking skills with attention to detail
  • Ability to communicate technical information to non-technical audiences
  • Experience in a mid- to large-sized organization
  • Familiarity with compliance reporting (EEO-1, AAP, etc.)
  • Understanding of workforce planning and compensation structures
