1) Four (4) years of full-time journeyman experience in the maintenance and repair of climate control systems such as pumps, chillers and boilers.
AND
2) Class "A" Master (A/C/ Refrigeration and Gasfitters) Mechanical Contractor License* and a 1st Class Boilers license* issued by the Board of Examiners of Operating Engineers of the City of New Orleans.
* Prior to appointment, the hiring agency is required to verify professional licenses/certifications claimed by the applicant to qualify for this classification. DOMICILE REQUIREMENTS FOR EMPLOYMENT (SEWERAGE AND WATER BOARD) :
Domicile requirements are currently waived for the purpose of application**. Employees hired under this waiver remain exempt from the city's residency requirement for the duration of their employment at the Sewerage and Water Board. WORKING TEST PERIOD: Effective August 1, 2023, the working test (probationary) period for all positions in the classified service is one year.
SUBSTANCE ABUSE TESTING: The City of New Orleans has a comprehensive program of substance abuse testing. Candidates for employment for certain positions where the health, welfare and/or safety of the public, co-workers and the individual employee is at risk will have to undergo pre-employment substance abuse screening. Candidates for all other original entrance positions will have to undergo an unannounced substance abuse screening during their working test period. A MEDICAL EXAMINATION is required for all original entrance probationary appointments to ACTIVE classifications, and may be required for re-employment, promotions and/or transfers.
A MEDICAL SCREENING , which may result in a medical examination, is required for all original entrance probationary appointments to non-active classifications.
GOOD MORAL CHARACTER is required of all applicants. Any applicant may be disqualified if his/her character or past employment record is found to be unsatisfactory as determined by the Department of City Civil Service. Forgery, misrepresentation of facts, or cheating on examinations is punishable by disqualification, fine and other penalties.
IMPORTANT : Applicants who are licensed to drive should have a current license on their person for purposes of identification during all phases of an examination. In lieu of such license, the Department of City Civil Service may require that applicants have some form of picture identification.
VETERANS PREFERENCE: On original entrance examinations, veterans (as defined in Article X, Section 10(2) of the Constitution of the State of Louisiana), disabled veterans, certain spouses and parents of veterans shall receive additional credit if claimed as provided on the Veterans Preference claim form which can be obtained in this office. HIGH SCHOOL DIPLOMA AND GENERAL EQUIVALENCY DIPLOMA (GED) must be issued by a state Department of Education or an institution recognized by a state Department of Education. Certificates of completion, high school diplomas and GED from institutions not recognized by a state Department of Education are not acceptable. High School diplomas from foreign countries will be accepted if the applicant submits a statement of educational equivalency from one of the evaluation services accepted by the Department of Civil Service. Advanced HVAC/R System Services. Perform complex servicing on heating, air conditioning, ventilation, supply/exhaust/effect, pumps, solenoid valves/electronic expansion valves, piping, and associated controls and accessories site wide. Utilize PLC programming and electronic controls systems to assist with quick calls as well as the Building Management System (BMS) for troubleshooting, programming, and repairs. Integrate and optimize electronic controls to enhance the performance and efficiency of the HVAC systems.

Comprehensive Refrigeration System Management. Troubleshoot, maintain, repair, or replace all mechanical and electronic components in walk-in freezers, walk-in coolers, and rack systems that utilize PLC and advanced electronic efficiency controls (EEC). Implement and maintain PLC controlled refrigeration systems ensuring real-time monitoring, predictive maintenance, and efficient operation of all refrigeration systems. Perform upgrades and retrofits on existing refrigeration systems to integrate electronic controls, enhancing system reliability and reducing food waste due to downtime.

Interface and communicate with third party contractors/vendors involved in infrastructure repairs, upgrades, and replacements of HVAC/R equipment. Ensure that all contractor work involved meets industry standards and company expectations for quality and performance. Interface with the BMS systems to program, modify, and optimize set points and BAS schedules as requested by customers or management, ensuring precise control over environmental conditions.

Populate the Maximo system to ensure every piece of HVAC/R equipment asset is in Maximo and that every asset has a PM job plan and schedule to be PM'd. Utilize the BMS to aid in full-functional PM testing. Assist the HVAC Planners by creating detailed technical documentation to support accurate parts procurement and efficient equipment maintenance.

Technical Leadership and Expertise. Provide mechanical, technical, and programming guidance to HVAC Tech II's, Tech III's and HVAC apprentices. Continually improving the department's education, experience, and skill set in advanced HVAC/R technologies. Conduct training sessions focused on best practices for maintaining modern complex HVAC/R systems.

- Tour of duty will involve shiftwork. This position, after completing on-boarding and training, will be assigned a shift. Changes to the schedule may occur, in order to ensure coverage.
- Schedule tour of duties, review daily reports, and manage day to day operations of IT.
- Support the operation and maintenance of the Data Center's environmental systems, including heating, ventilation, and air conditioning (HVAC) systems, power systems, and fire protection systems. HVAC systems may include chilled water, condenser water, direct expansion refrigerant, and/or other type systems, depending on the location.
- Monitor the computer room mechanical support systems, including chilled water systems (water chillers, air conditioning units, pumps, distribution piping, heat rejection units, cooling towers, air handlers, humidifiers, and other HVAC equipment) and heating systems (boilers, water heaters, and other HVAC equipment).
- Monitor emergency generators, uninterruptible power supply (UPS) systems, storage batteries, transfer switches, transformers, switchgear, electrical monitoring and distribution equipment, variable speed drives, lighting systems, circuit breakers of all sizes and descriptions, and other electrical systems/equipment to ensure a stable, redundant, reliable computer room environment.
- Review, install, and close out computer room system installations and de-installations of HVAC equipment/systems.
- Ensure the computer room operating environment in accordance with applicable ASHRAE guidance for Class A computer room environments.
- Plan, implement, and maintain a predictive sustainment, maintenance, and repair program for installed infrastructure equipment supporting the computer room environments.
- Closed loop cooling maintenance and repair.
- Maintain system operational and maintenance logs by tracking scheduled and unscheduled events, record issues and identify potential risks to reliable equipment operations for future engineering review and trend analysis.
- Prepare correspondence, memoranda, reports and related documents as required by ITOPS IO standards or other directives provided by the Government COR/VA PM.
- Prepare reports required for tracking progress as required.
- Establish and maintain assigned project files for the Facilities Management Section.
- Perform analysis on equipment as required to maintain performance. Research online or other sources for market research information and prepare results for COR Per COR Instructions.
- Review, analyze, and provide recommended updates to all operational and maintenance procedures.
- Adhere to task order specifications and established policies and procedures by reporting any noted discrepancies to the COR, Government VA PM, or management.
- Document and update facility maintenance plans and schedules.
- Frequently required to stand, walk, stoop, kneel, crouch or crawl.
- Prefer experience in installing, operating, and maintaining large computer room air conditioning systems in an IT data center.
- Must be able to lift and/or move objects weighing 25 lbs. or more unassisted.
- Must be able to climb and balance (stairs, ladders, scaffolds, etc.).
- Specific vision abilities required - close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust/focus.
- Computer skills - data entry, use of Microsoft products and VA software.
- Active Texas Air Conditioning / Refrigeration license.
Education:
- High School Diploma or GED and 3+ years' work experience.
Clearance:
- The ability to pass a Tier 2/Moderate Background Investigation.
