This position is located in the Water Rights Program (WRAP), District IV Office in Las Cruces, New Mexico.

Why does the job exist?

The purpose of this position is to assist with the review of water rights applications/permits, prepare memorandums and recommendations on water right applications and assist in the administration of surface water and groundwater resources within the administrative boundaries of the District IV Office. This position provides assistance to the general public answering water rights inquiries by utilizing a working knowledge of New Mexico Statutes and Office of the State Engineer Rules and Regulations with respect to water rights administration. It also ensures compliance with conditions of approval on groundwater well permits, makes recommendations on well construction, and conducts field investigations. This position may testify as an administrative expert in administrative hearings on aggrieved and protested water right applications.

How does it get done?

This position will:

1. Permit, administer and account for water rights (surface water, groundwater and groundwater supplemental to surface water) in accordance with New Mexico Statutes, court decrees, State Engineer's rules and regulations and according to OSE/ISC permits and licenses.

2. Assist the District Manager and other staff in the administration of water rights and water allocations within the District's boundaries.

3. Investigate complaints of violations of water use and prepare findings and recommend action to be taken.

4. Assist the public with the filing of water right applications and other associated documents by providing technical information needed to complete the application forms.

5. Represent the State Engineers Office at public meetings and/or provide technical expertise via public meetings/ public presentations /trainings.

6. Research water right files, survey maps, aerial photography, and other historical data as required in the preparation of recommendations for pending water rights applications.

Ideal Candidate

The ideal candidate will have the following:

1. Education, knowledge and experience with New Mexico water laws, agency rules, regulations, policies and practices.

2. Ability to represent and speak on behalf of the agency at meetings and public events.

3. Experience and extensive knowledge of New Mexico water right issues.

4. Ability to work closely with the water rights managers to ensure objectives of the Water Rights Divisions are met consistently and with sound, defensible judgment.

5. Ability to communicate effectively both verbally and in writing.

Minimum Qualification

Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

This position will be primarily in an Office Setting with extensive personal computer and telephone usage including extended periods of sitting. This position may work in adverse weather conditions, requires hiking and/or walking long distances over difficult terrain, must be able lift 25lbs, may require use of hand and garden tools. Travel is required to include driving a state vehicle. May be required to work at alternate work sites.

Your Impact
+ Will work under the supervision of a Senior Engineer supporting our hydraulics and hydrology group.
+ Will support floodplain management, stormwater engineering, drainage engineering, dam and levee design and stream restoration work.
+ Will perform surface water hydrologic and hydraulic modeling utilizing HY-8, HEC-HMS, HEC-RAS, XPSWMM, and EPA SWMM and ArcGIS software extensions.
+ Convey results and findings by means of oral discussions, graphic-based presentations and project documentation.
**Who You Are**
**Required Qualifications**
+ BS in Civil Engineering, Agricultural Engineering, Biosystems Engineering or related engineering degree required.
+ 1 to 3 years of hydrology / hydraulics and water resources experience.

+ Proficiency in MS Office.

**Job Duties**
The new team member will be involved in many parts of the restoration design process, including:
+ Collaborative stream and wetland restoration design
+ Fieldwork to assess sites and develop restoration solutions
+ Computer aided design in Autodesk Civil 3D
+ 2D hydrodynamic modeling for flood vulnerability assessment of restoration design
+ Development of concept level, permit ready and constructible project drawings

**Qualifications**

We are seeking a highly skilled and experienced Transportation Drainage Lead to join our team in Phoenix, Murray and Denver, United States. In this critical role, you will lead the planning, design, and implementation of drainage systems for various transportation infrastructure projects.
This role will directly support an exciting Progressive Design Build project involving the I84 & US 89 interchange. This is a complex and cutting edge conversion of an existing interchange to an AECOM led flagship project. + Oversee the design and analysis of drainage systems for highways, roads, and other transportation infrastructure projects
