Primary Purpose
Under the general direction of the Public Works Director and Utilities Division Director, will perform a variety of managerial, supervisory, developmental, administrative duties related to managing and developing the County's water resources portfolio, coordinating water resource operations, coordinating and implementing water resources planning initiatives, and providing technical expertise and management of water resources projects. Essential Job Functions

  • Provides professional and technical expertise to County departments, divisions and sections to analyze, recommend, and implement water resource-related water supply activities and policies pursuant to Santa Fe County interests. Cooperates with and supports other Departments to achieve Utilities Division and related Santa Fe County goals.
  • Provides technical management and expertise to water resources projects.
  • Prepares water resources documents for internal and external use, including but not limited to, technical reports, resolutions, ordinances, policy recommendations, professional service agreements, grant applications, permit applications, request for proposals (RFP's), agreements or other contracts, water delivery agreements, memorandums of understanding, and purchasing/procurement documents.
  • Manages activities related to the County's water rights portfolio, water rights purchases or transfers, accounting, and reporting.
  • Manages County water service agreements, including the Water Resources Agreement and Shared Pool Agreement with the City of Santa Fe, agreements between the County and the Eldorado Area Water and Sanitation District, and others as assigned.
  • Manages updates to the County's long range water supply plans, including participating in joint City-County water planning.
  • Under the direction of the Utilities Division Director, manages the Capital Improvement Project (CIP) process for the Utilities Division, providing technical and management expertise for scoping and submitting planned projects.
  • Presents updates and recommendations on water resource activities to the Board of County Commissioners and other leadership groups.

**This Opportunity**
WSP is seeking a **Water Resources Engineer** to join our growing **Florida Water Practice** in the **Miami, FL** office. This candidate will utilize their professional experience and technical knowledge of civil engineering, hydrology and hydraulics to support water resource projects focusing on drinking water treatment and distribution system planning, design and construction administration.
**Your Impact**
+ With minimal supervision, assist with collecting, identifying, and compiling environmental data from samples of water, sludge, and other matrices for projects, investigations, and surveys.
+ Maintain quality control standards and procedures for accurate and precise measurements and statistical analysis of environmental data.
+ Perform basic professional water resources engineering work relating to water supply/quality/management, stormwater facilities, irrigation facilities, culverts, hydrology, open channel hydraulics, bridge hydraulics, floodplain modeling/mapping, hydrologic/hydraulic modeling, canal development, river/stream/habitat restoration and fish passage, waste disposal, pollution control and treatment, and preserving the quality of the environment by averting the contamination and degradation of water resources.
+ Provide input with ensuring that the planning and management of available water supply is adequately leveraged, treated, improved upon and remains safe for various end uses - recreationally, commercially, and/or industrially.
+ Assist with verifying the characteristics of a site, providing technical assistance on various environmental issues, water cycles, and flow to determine the influence of weather and other environmental forces.
+ Write technical reports summarizing research with findings and conclusions, generating complete, accurate, and concise documentation using electronic systems and software.
+ Assist technical staff and project managers with environmental risk identification and assessment, offering input and analysis with low-level threat mitigation activities and remediation projects.
+ Work with cross-functional teams in executing project work.
+ Assist with work plan preparation and coordination of field work permitting.
+ Complete training on assigned tasks.
+ Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.

**Who You Are**
**Required Qualifications**
+ Bachelor's Degree in Civil or Environmental Engineering, with a focus in Water Resources or closely related discipline.
+ 1 to 3 years of relevant post education experience in water resources engineering.
+ Knowledge of water resource engineering principles, practices, process, design/build, and the application to environmental permitting and project work-related issues.
+ Familiarity with the concepts of professional water resources engineering work relating to water supply, quality, management, and treatment for various end uses - recreationally, commercially, and/or industrially.
+ Highly familiar with relevant environmental laws, regulations, compliance practices, and record-keeping requirements.
+ Familiarity with the techniques used in identifying, measuring, sampling and studying environmental control.
+ Analytical mindset with an ability to exercise sound judgement in evaluating situations and making decisions.
+ Strong interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to an engineering and non-engineering audience.
+ Capable self-leadership with attention to detail, accuracy, multi-tasking, and prioritization of responsibilities in a dynamic work environment.
+ Ability to work independently with minimal supervision, as well as part of a team to meet business objectives.
+ Basic proficiency with technical writing, office automation, software, technology, math principles, predictive models, spreadsheets, and tools.

Your Impact
+ Will work under the supervision of a Senior Engineer supporting our hydraulics and hydrology group.

**Position Overview**
Wetland Studies and Solutions, Inc., a Davey company, is seeking a water resource engineer to join our stream and wetland restoration design group. You will be a part of a multi-disciplinary team that is at the forefront of developing and implementing innovative approaches to stream and wetland restoration. You will design and build projects that restore diverse, high-quality and resilient ecosystems. You will have the opportunity to work in an experienced team that has pioneered methods in field investigation, construction techniques, and the application of leading-edge technology to design, with a particular focus on 2D hydrodynamic modeling of flood events. Your restoration work will be conducted in a wide variety of environments, from confined, urban sites to the headwaters of the Appalachian Mountains, across the eastern United States.
The new hire will work out of the Louisville, KY office of Wetland Studies and Solutions, Inc.
**Job Duties**
You will be involved in many parts of the restoration design process, including:
+ Collaborative design of stream and wetland restoration projects
+ Fieldwork to assess sites and develop site specific restoration solutions
+ 3D design in Autodesk Civil 3D
+ Flood vulnerability assessment of restoration design using 2D hydrodynamic models
+ Development of concept level, permit ready and constructible project drawings
+ Creation and use of high-resolution topographic datasets
+ Contributing to project proposals, mitigation plans, reports and presentations
**Qualifications**
REQUIRED:
+ Bachelor's degree in civil/environmental/water resources or biological engineering, or closely related discipline
+ Strong technical and quantitative skills related to water resources or environmental design, including a foundation in fluid mechanics and open channel flow
+ Excellent verbal and written communication skills
PREFERRED:
+ Engineer in Training (EIT) certification in any U.S. state or plan to obtain certification
+ Experience in AutoCAD, AutoCAD Civil 3D, or related software used for landscape visualization and design
+ Experience with hydrologic and/or hydraulic analysis
+ Data analysis and mapping using ArcGIS Pro and/or ArcGIS Field Maps
