This position has been posted at both the Hydrologist 1 and the Hydrologist 2 classifications and will be filled according to the qualifications of the applicant hired. The DNR is seeking to hire one (1) permanent full-time Hydrologist 1 OR Hydrologist 2, located in Hibbing, MN.
The Hydrologist 1 position will assist with hydrologic and hydrogeologic evaluation and review of new and existing metallic, non-metallic and peat mining projects, as well as some municipal water supplies. This position performs field work in the form of monitoring equipment installation, maintenance, and data collection, and also performs data management and the analysis of collected data. The position assists with technical review of environmental review documents, as well as hydrologic studies and data for new and amended water appropriation and public waters work permits and permits to mine.
The Hydrologist 2 position provides a comprehensive and thorough hydrologic and hydrogeologic evaluation and review of new and existing metallic, non-metallic and peat mining projects, as well as some municipal water supplies. The position provides technical expertise during the preparation of environmental review documents and during the review of hydrologic studies and data for new and amended water appropriation and public waters work permits and permits to mine. This position performs duties associated with preparing water appropriation permits and public waters work permits. This position also performs field work in the form of monitoring equipment installation and maintenance and data collection, as well as the management of collected data.
**Responsibilities for the Hydrologist 1 include but are not limited to:**
+ Assist with hydrologic and hydrogeologic evaluations of new and existing mining and mining-related projects Provide support for the administration of DNR Water Permit Programs.
+ Conduct field work in the form of monitoring equipment installation, maintenance, and data collection.
+ Assist with the processing, review and archival of surface water and groundwater data.
+ Perform duties associated with drafting documents associated with water appropriation permits and public waters work permits.
+ Perform other assigned tasks so that priority technical support services are delivered professionally.
**Responsibilities for the Hydrologist 2 include but are not limited to:**
+ Review and provide hydrologic and hydrogeologic evaluations of new and existing mining and mining-related projects that are undergoing environmental review and/or permitting so potential hydrologic and hydrogeologic impacts are understood, allowing the state to disclose potential impacts and require appropriate action to minimize and monitor them as appropriate.
+ Provide support for the administration of DNR Water Permit Programs. Assist in preparation of water appropriation and public waters work permits.
+ Perform field work and analyze and manage both historic and recently collected data to support a monitoring program that furthers the understanding of surface and groundwater hydrology across the Mesabi Iron Range and other mining regions as needed and helps to address potential impacts of mining activities.
+ Perform tasks and responsibilities as required or assigned by leadership, such as preparing maps, technical memos and presentations, or participating on work-planning groups or committees, so that goals and objectives are met.
Either position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement. This position will require reporting to the primary work location on a regular basis.
**Minimum Qualifications**

+ Bachelor's degree in Civil Engineering, Agricultural Engineering, Environmental Engineering, Geological Engineering, Hydrology, Forest Hydrology, Geography, Geology, Geophysics, Hydrogeology, Natural Resources, Environmental Studies, Soil Science, Water Resources Management, Hydraulics, Environmental Science, Earth Science, or related major.
**Transcript requirements:**
+ Three hydrology qualifying courses in the areas of: Hydrology, Hydraulics, Hydrogeology/Groundwater Hydrology, Water Resources Engineering, Hydrologic Modeling, Watershed Management, Groundwater, Fluid Mechanics, fluvial geomorphology;
OR
+ Two hydrology qualifying courses and two courses (or equivalent experience) in: Geology, Geomorphology, Geochemistry, Geography, Limnology, Erosion and Sediment Control, Environmental Engineering, Soils.

**Additional qualifications for both classifications:**
+ Technical knowledge of hydrology, hydrogeology, hydraulics, principles and practices of water resource management.
+ Technical knowledge of land surveying, groundwater and stream flow measurement procedures, and/or use of hydrologic monitoring equipment.
+ Knowledge of hydrologic data collection, compilation and review including database, spreadsheet, and desktop publishing applications to compile, analyze and present hydrologic data.
+ Ability to effectively communicate and work as a team member and follow policies and procedures while consistently conducting oneself in a cooperative and courteous manner.
+ Ability to perform all duties and responsibilities in a safe manner by following correct work procedure and using required personal protective equipment.

**Preferred Qualifications**
**For the Hydrologist 1:**
+ Experience installing and maintaining hydrologic monitoring equipment.
+ Experience working with data loggers, pressure transducers, Acoustic Doppler and standard stream flow monitoring equipment, and/or weather stations.
+ Experience working in databases, such as database entry or preparing data for database submittal, and database management.
+ Work experience with mapping applications such as ArcGIS Pro.
+ At least one course in hydrogeology/groundwater geology.
**For the Hydrologist 2:**
+ An advanced degree in any of the disciplines listed above.
+ At least one course in hydrogeology/groundwater hydrology.

+ Knowledge of and experience applying water regulations, statutes, rules, and policies.

As a Supervisory Hydrologist, you will perform the following duties:

  • The working title of this position is Hydrologist in Charge. As a Hydrologist in Charge, the incumbent will serve as senior manager for hydrologic forecast operations and services within a River Forecast Center (RFC) area of responsibility. Must be able to lead and direct the resolution of major hydrologic/hydrometeorological issues. Responsible for resolving a multitude of problems associated with technical procedures and systems. Provide technical oversight for the content of hydrologic services provided to the public in the RFC area of responsibility.
  • Lead River Forecast Center (RFC) staff in achieving National Weather Service (NWS) goals and objectives. Involved in the many cooperative efforts with other National Weather Service (NWS) offices as well as water management and hydrologic-oriented agencies outside the NWS. Manages the RFC involvement in these areas and provides overall direction of the staff effort given to maintaining and improving a variety of RFC services to WFOs and outside authorities and agencies. Provides supervision for the entire RFC staff and is the most knowledgeable person on overall operations of the center.
  • Interact on a frequent basis with the Meteorologists In Charge (MIC) at WFOs in the River Forecast Center (RFC) area to maintain and improve support to Weather Forecast Office (WFO) operations and to enhance the operational application of RFC products in each WFO. This includes management of the regional water resources program for Alaska and Pacific Regions.
  • Lead efforts to optimize the exchange of data and the cooperative support between the RFC and water management agencies.

EDUCATION:

A. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

**Required Qualifications:**
+ Bachelor's degree in Water Resources Engineering or Geology with an emphasis in hydrogeology and/or surface water hydrology
+ Experience performing hydrogeological and hydrologic investigations, analysis, and modeling, through internships, co-ops or academics
+ Previous experience conducting groundwater modeling using MODFLOW/MT3D, FEFLOW, or other numerical codes

**Primary Responsibilities:**
+ Support hydrogeology and surface water hydrology projects in the mining and environmental services industry
+ Conduct field investigations, including aquifer testing, surface water discharge gauging, and geologic logging/mapping
+ Develop and apply numerical groundwater flow and transport models in support of mine permitting, industrial development, and site remediation
+ Develop and apply surface water models involving rainfall runoff/hydrology and open channel hydraulic processes for mine-scale water management planning, including watershed-scale analysis, reservoir evaluation and design, open channels hydraulic design, and hydraulic structures design and analysis
+ Execute technical investigations for hydrologic characterization of groundwater systems in environments comprised of unconsolidated deposits, sedimentary rock, and fractured crystalline rock
+ Perform quantitative analysis of hydrologic, hydrogeological and climate data, including probabilistic analysis and forecasting
+ Develop technical investigation plans for hydrologic characterization of groundwater systems in environments comprised of unconsolidated deposits, sedimentary rock, and fractured crystalline rock
+ Develop technical reports and memos to support the permitting of natural resource development project
+ Be part of a multidisciplinary team of engineers and scientists
**Required Qualifications:**
+ Bachelor's degree in Water Resources Engineering or Geology with an emphasis in hydrogeology and/or surface water hydrology
+ Experience performing hydrogeological and hydrologic investigations, analysis, and modeling, through internships, co-ops or academics
+ Previous experience conducting groundwater modeling using MODFLOW/MT3D, FEFLOW, or other numerical codes
+ Experience with technical writing and report preparation
**Preferred Qualifications:**
+ Master's degree in Water Resources Engineering or Geology
+ 2+ years of water resources / hydrogeology experience in mining applications including numerical simulations of groundwater flow and constituent transport in unconsolidated, sedimentary, and fractured rock systems
+ Professional licensure
+ Previous experience in probabilistic modelling using GoldSim or other Monte Carlo simulation platforms
+ Previous experience developing and applying numerical groundwater flow, transport, and surface water hydrology and hydraulic models
+ Previous experience surface water modeling using HEC-RAS, HEC-HMS, and XP-SWMM
+ Previous experience planning and coordinating hydrogeological and hydrologic field studies
+ Previous experience conducting packer and multi-well aquifer testing
+ Previous experience analyzing field investigation data
+ Previous experience with statistical/probabilistic analysis and forecasting involving hydrogeological and hydrologic time series data
+ Previous experience integrating hydrogeological and hydrologic studies and numerical analysis with feasibility studies and alternatives analysis

This position exists to ensure sustainability of the State's groundwater resources through management of groundwater appropriations within the Ecological and Water Resources NW Region. The incumbent may also complete work assignments that involve state-wide projects and policy.
**Responsibilities:**
+ This position exists to ensure groundwater resource uses are permitted and sustained in accordance with applicable State statutes and rules.
+ This position exists to conduct technical analysis and to provide quality assistance to the general public, local units of government and other resource professionals so that data, information, and regulations may be correctly interpreted in a useful manner. This includes quantitative, as well as qualitative information.
+ This position exists to promote and implement groundwater resource conservation and sustainability.
+ This position exists to develop and expand partnerships with the general public and governmental agencies to improve collaboration and better integrate responsibilities among resource managers.
+ Area Administration

+ Knowledge of waste management systems, including feedlots and individual sewage treatment systems.
+ Ability to organize and present expert testimony for Departmental programs and policies.

+ Knowledge and experience working with state and federal resource management agencies, and local governmental units with an understanding of their respective authorities, programs and responsibilities that pertain to land and water resource management.
+ Experience with groundwater monitoring, installing and using groundwater monitoring equipment, data collection and management.
+ Experience with water resource planning and management in state, federal or local units of government.
+ Experience working with Watershed Districts and/or Soil and Water Conservation Districts in developing solutions to comprehensive water resource problems.
+ Experience/coursework with GIS-based software applications (i.e. ArcMap/ArcGIS Pro)
+ Experience with conflict resolution and communication of information in contentious or difficult situations.
+ Experience with use of survey equipment.
