**Job Description**
+ In this role, the Import Specialist or Analyst will be primarily responsible for supporting the business with the USMCA (US, Mexico, and Canada) Free Trade Agreement. This individual will coordinate all aspects of the USMCA process, from supplier solicitation, creating databases, performing USMCA product qualification reviews, supporting product classifications, supplier correspondence, and working closely with our factories in Mexico, and the Trade Compliance team for Measurement Solutions (MSOL).
**Key Accountabilities:**
+ Creates a method/program/system for USMCA data management.
+ Prepares letters to vendors, requesting USMCA information for raw materials purchased by Measurement Solutions.
+ Responds and supports suppliers with USMCA related questions or concerns.
+ Collects and enters USMCA information into database or system.
+ Supports business with USMCA determinations for products manufactured by Measurement Solutions.
+ Support brokers with USMCA information and requirements
+ Create USMCA certifications for finished products manufactured by MSOL.
+ Performing other duties and assignments as required by leadership.
**Qualifications & Experience:**
+ Bachelor Degree in Business Administration, Supply Chain or equivalent experience in lieu of education. High School Diploma required.
+ 5+ years' experience (8+ years if candidate does not have degree) in U.S. Imports with specialized experience in the fields of Free Trade Agreements (specifically USMCA), Customs, Imports, Tariffs, etc.
+ Subject Matter Expert in field of US Import Rules and Regulations
+ Strong understanding of import and Free Trade Agreements
+ USMCA and Maquiladora Operations experience preferred
+ Know how to use HTSUS (Harmonized Tariff Schedule of the US) codes as well as the USMCA rules of origin.
+ Experienced in Free Trade Agreements (FTA)

**SUMMARY OF POSITION:**
Provide operational and analytical support to all areas of the Import Merchandise Administration Department

**PRINCIPLE DUTIES AND RESPONSIBILITIES:**
**Vendor Account Management**
Initiate and send New Vendor Introductory Letter outlining required documents for initial setup: Overseas and U.S. contact information, Liability Insurance, Continuing Vendor Indemnification, and Banking Information. Also, must ensure receipt and complete understanding of Import Compliance Manual that includes our full Product Quality Assurance Program
Annually distribute updated Import Compliance Procedures and ensure vendor understanding of all policies and procedures and receipt of Insurance Certification and endorsed Indemnification.
Ensure 24-hour response to all vendor inquiries, which may include engaging appropriate parties (Merchandise, Logistics, Operations, Finance and Allocations) to assure timely resolution.

**Purchase Order Management**

This includes maintaining an accurate quote sheet, complying with Custom's regulations, verifying landed cost, and maintaining on-line database for record retention (SOX)
Create and manage approved purchase orders to vendors including appropriate notes to ensure compliance with all Federal, State, Customs, and Safety Import Regulations
Control process by which price offers and counteroffers are communicated to the vendors/buyers, finalized, and entered the purchase order.
Manage process by which vendors and buyers are informed of HTSUS# (Harmonized Tariff Schedule) and Duty rate changes that affect the landed cost.
Confirm integrity of specific import related data elements for purchase orders: pricing, cubic feet and weight, case pack, FOB port, payment terms, compliance documentation, and lead time
Ongoing PO maintenance beyond initial release to ensure accurate and up-to-date FOB point, lead time, and ship window.
Advise and follow up on all letter of credit amendments to ensure timely issuance by Finance and receipt by vendor.
Confirm receipt of every emailed purchase order via PO Email Distribution Maintenance
Manage above processes for all overseas trip orders (average 3,000 PO's per trip) to ensure to ensure accurate data, confirmed compliance, and timely release of order to the vendors
**Product Flow Management**
Manage sample approval process by securing product/package approval from buyers and graphic artists. Communicate to vendor any enhancements to product design, packaging, and/or artwork and ensure vendor complies with the outlined changes.
Ensure all regulatory/compliance mandates are met before authorizing shipment which includes Lab Tests, Medical Device Listings, UL Listings, MSDS, FDA Facility Registration Number, Stuffed/Plush Toy Registration for PA, MA, and OH, Textile Registration/Declaration, Drop Ball Certificate, Fumigation Certificate, Vet Certificate, Visa/Quota, GSP Declaration, Ceramicware Certification, and CPSIA Tracking Markings
Weekly analysis to identify delinquent product approvals and subsequent email notification to those vendors outlining their specific items 4 weeks prior to planned ship date.
Weekly analysis to identify delinquent shipment bookings and subsequent email notification to those vendors outlining their specific items 2 weeks prior to planned ship dates.
Manage all vendor requests for ship window extensions. Initiate communication to Merchandise Management for their decision to extend, cancel, or expedite shipment. Convey decision to Vendor, Graphic Artists, and Import Logistics and process purchase order accordingly.
Analyze every receiving shortage and overage. Research and resolve by maintaining weekly spreadsheets and if necessary, engage the assistance of Logistics personnel to bring about final resolution.
**Product Issue and Vendor Claim Management**
Research product issues and facilitate communications between Import Management, Buyer, and Vendor
Secure and advise management of SKU history details for any potentially infringing products. Provide Infringement Notification to vendors as directed by Import Management/ Legal Department
Send vendor claim invoices monthly/quarterly as needed, following through until payment is received, and file is closed.
Maintain vendor claim worksheet by SKU (that includes individual claim and payment entries)
Report and update all issues in the Import Weekly Team Meeting Notes
**QUALIFICATIONS**
3-5 years' experience in vendor account management or shipping related industry.
Strong verbal and written communication skills

Salary: $ 40,000 - $ 60,000 per year Expected hours: 37.50 per week Benefits: * Dental insurance * Health insurance * Life insurance * Paid time off * Vision insurance Schedule: * Monday to Friday * 8 hour shift * Day shift Responsibilities: * Manage shipments end-to-end, from booking at origins to delivery for International Ocean, air, and domestic shipments. * Communicate all expectations to carriers paying extra attention to special requirements, assuring the carrier can meet all requirements. * Receives and processes various documents for accuracy, which requires operational knowledge of customers, carriers, and procedures. * Enters various operational/customer data in software systems, works to identify missing or potential operational or service concerns, and communicates with appropriate groups as necessary to resolve. * It addresses various internal and external customer questions and concerns regarding shipments, billing, status, services, carriers, and other needs; it is a lot of complex or escalated customer needs as appropriate. * Tracks orders and shipments and assists with tracing as needed. * Assists with running and summarizing operational reports and details; presents information to co-workers or supervisors are needed. * Interfaces with airlines, ocean shipping, truck and related carriers to understand requirements. * Assists with preparing information required for quotes or addressing potential services; may provide more standard to complex quotes. * Develops working relationships with internal and external customers, assists with account management such as maintaining customer profiles, details and service needs. * Creates and processes invoices, reviews for operational accuracy, and works with customers on questions and payment. * Performs other duties as assigned. Major Duties and Responsibilities:
Compliance
+ Prevent late files/payments by ensuring proper use of the statement management reports.
+ Monitor filing of Triennial Status Reports and fees; pay annual permit fee, as directed by Expeditors Corporate Headquarters (CHQ).
+ Ensure Employee reporting is handled in accordance with 19 CFR 111.28 through the Branch Employee Relations (ER) Contact.
+ Assist in the enforcement of Expeditors' Brokerage Operational Process Standards (OPS), policies and procedures.
+ Review all Powers of Attorney received by the branch for validity, and review attached Importer Questionnaire for completeness; upload valid POA and Importer Questionnaire into the POA Tool.
Internal Reviews and Monitoring
+ Conduct daily reviews via IDMA (Import Daily Monitoring Application) in accordance with Expeditors' Import Daily Monitoring Program. Derive training topics from results.
+ Monitor customs rejections (3461 and 7501) in a spreadsheet format. Report results to the U.S. and Canada Customs Compliance Manager in the annual Self-Audit. Derive training topics from results.
+ Complete annual Self-Audit, as administered by CHQ.
+ Conduct 361 reviews
+ Assist Branch Compliance Manager with ensuring all monitoring reports are reviewed in a timely manner.
Information
+ Ensure that branch employees are kept up to date on Customs and PGA related developments. Read daily publications of Broker Power's International Trade Today, CSMS Messages from CBP, local customs publications (eg. Pipelines, Public Bulletins, etc.).
+ Visit customs and PGA websites on a regular basis. Ensure familiarity with Customs' Informed Compliance Publications.
+ Maintain current editions of required reference materials. These materials include 19 CFR, local Customs Pipelines or Bulletins, HTSUSA, Customs Info, Explanatory Notes.
+ Meet with Customs on a regular basis; establish relationship and obtain feedback regarding branch standing with local Customs. Communicate with Customs and Partnered Government Agencies regarding compliance issues as needed.
+ Attend monthly Brokerage/Compliance Managers' Conference Calls.
+ Meet regularly with export Customs compliance counterpart.
Post Entry
+ Ensure proper and timely filing of PSCs, protests, petitions, supplemental duty tenders, etc., in accordance with regulatory, OPS and CHQ guidelines.
+ Report all penalties and liquidated damages to U.S. and Canada Compliance Manager.
+ Manage all post entry activities, from start to finish, using PEMA.
+ Ensure proper handling/monitoring of all TIB entries. Notify clients of a TIB status at least three times during the course of a bond. Use the form letter provided in OPS Manual.
Training
Prepare and hold training sessions on a regular basis for customs entry personnel. Topics should be based on the following:
+ Issues apparent on customs reject spreadsheet
+ Problems discovered during the daily reviews (IDMA)
+ New customs/PGA developments and procedures
+ Compliance-related questions and issues.
Sales/Marketing
+ Support sales staff and import manager in new business development, as needed.
Experience and Education Required:
+ College degree
+ Customs Broker's License
+ 3 years' experience in U.S. Customs brokerage
+ Strong analytical ability
+ Strong working knowledge of CFIT and Expeditors' import applications
+ Proficiency in the following software products:
+ MS Office - Word, Excel, Access, Power Point
+ Customs business understanding; current customs environment
+ Strong understanding of 19 CFR (Parts 1 - 199) and the HTSUSA
+ Customer service skills to deal with branch personnel and external customers; ability to work
+ effectively across all levels of an organization interfacing with supervisors, peers and clients
+ Organizational skills to manage multiple tasks to completion simultaneously
+ Research skills, problem solving and follow-up skills
+ Ability to relate to clients, Customs and other government officials, and employees at all
+ levels
+ Hands-on knowledge of Operational Process Standards desk procedures
+ Ability to articulate clearly through written and oral presentation
