Overview

SUBJECT MATTER EXPERT (BPSM)

Bowhead is seeking a Subject Matter Expert to join our MCICOM contract in Arlington, VA. The Subject Matter Specialist will be responsible for will assist in providing data, writing technical documents, assist in pricing and reviewing documents for technical accuracy. The Subject Matter Expert must be able to coordinate financial, technical and administrative resources effectively and, at times, with minimal supervision.

Responsibilities

  • Senior expert with extensive knowledge and experience developing and applying analytic methodologies and principles
  • Leads application of analytic techniques and helps define project objectives and strategic direction
  • Responsible for providing leadership and vision to client and project teams around the methodology
  • Resolves complex problems, which require an in-depth knowledge of analytic methodologies and principles
  • Directs the activities of more junior Analysts or other staff as necessary on activities related to the application of analytical techniques and methodologies
  • Demonstrated managerial and supervisory skills.
  • Other duties as assigned
Qualifications
  • Bachelors degree and a minimum of five (5) or more years of experience required
  • Experience as PACS/DBIDS BSO with installation and multiple base systems management. Including experience with modifying base profiles; assigning and modifying Force Protection Conditions (FPCON); maintaining access areas, perimeters, and access control points; modifying credential category settings through base profiles and assigning operator roles.
  • Has recent documented knowledge and experience with DoD and USMC installation access control policy, guidance, procedures, and systems.
  • Understands and comprehends the security principles related to access control.
  • Has familiarity with law enforcement operations related to access control.
  • Understands physical and electronic security systems/security requirements.
  • Is knowledgeable about the acquisition process for PACS/DBIDS systems.
  • Is knowledgeable of the Program Objective Memorandum (POM) budget and funding process.
  • Has a fundamental understanding of server-based systems integration.
  • Has an understanding of the funding process associated with the project life-cycle cost management principles to include but not limited to inventory management and life cycle replacement of equipment.
  • Understands system from data source-ops employment.
  • Has a working knowledge of computers, PACS/DBIDS, Microsoft Windows, and Microsoft Office software.
  • Has the ability to run required reports; analyze, collate, combine, or extract data to identify patterns, recognize shortfalls, or develop recommended courses of action.
  • Has the ability to track equipment status and conduct trend analysis for action at the installation, regional, and enterprise levels.
  • Can perform basic troubleshooting fundamentals for logical and physical systems.
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.

Qualifications:

  • Degree in Aerospace, Mechanical, Electrical Engineering, or related field is required. Degree from an ABET-accredited university is preferred. Typically, educational requirements are the equivalent of a Ph.D., with a minimum 14 years of experience, Masters with at least 18 years of experience, or BS with at least 20 years of experience.
  • Design and development of flight control systems (PID, state space, etc.) and actuator allocation (manual jet selection, quadratic programming, pseudo inverse, etc.) including TVC and RCS/Phase plane.
  • Analyzing system performance in the time and frequency domain (Nichols, Bode, Nyquist, Root Locus, etc.) using parametric, Monte Carlo, and statistical techniques.
  • Proficiency modeling, simulating, and analyzing the performance of launch vehicles, spacecraft, and landers.
  • Modeling of one or more spacecraft components/subsystems including Thrust Vector Control (TVC) actuators, Reaction Control System (RCS) thrusters, slosh, pogo, rigid and/or flexible body dynamics, and/or sensors.
  • Ability to derive multi-body spacecraft dynamics equations of motion, including both nonlinear equations and linear state equations and integrate subsystem models into larger simulations.
  • Programming in MATLAB, Simulink, Simscape, and C/C++.
  • Experience performing software development, verification, and validation.
  • Experience performing trade studies, sensitivity, and/or Monte Carlo simulation and analyses related to the control of launch vehicles and/or spacecraft.
  • Must be detail oriented and self-motivated that can work independently taking projects from start to finish without much oversight.
  • Must also be able to work collaboratively with other team members both locally and remote at other facilities or vendors.

Key Duties & Responsibilities:

  • Develop presentations, conduct research, write reports, provide responses and review tasks regarding Department of Defense plans and programs.
  • Conduct assessments of DoD plans and programs to identify effectiveness against strategic goals and objectives.
  • Provide expertise to senior military and government leaders including technical knowledge, policy interpretation, cross-functional facilitation and coaching.
  • Facilitate the coordination of plans, programs and policies with senior intra-departmental leaders and stakeholders.
  • Create and maintain continuity documents to include standard operating procedures, workflows, task trackers, and checklists.
  • Interact with senior leadership within US Department of Defense and other US Government Departments and Agencies.
  • Update job knowledge by participating in educational opportunities and reading professional publications.
  • Represent FRDA in a positive and professional fashion with both internal and external customers.
  • All other duties as assigned.
Required Skills/Experience:
  • Top-Secret Security clearance with SCI eligibility
  • Minimum 10 years DoD policy and operational knowledge and experience
  • Bachelor's degree from an accredited college or university
Attributes:
  • Proficient in MacOS, Microsoft Office, and various office equipment with demonstrated ability to learn new software systems
  • Superior written and verbal communication skills; able to concisely explain complex ideas and concepts
  • Professional demeanor with strong organizational, analytical, communication and problem-solving skills
  • High ethical standards
