Responsibilities:

Responsibilities :

  • Develop compliance testing programs for specific business units and products based upon applicable laws, regulations, risks, and internal policies.
  • Independently conduct compliance testing of regulatory requirements, processes, policies, procedures, and controls under the direction of the Compliance Independent Testing (CIT) Manager and/or Head of CIT in order to assess and review compliance with legal, regulatory and internal firm policy and procedure requirements.
  • Conduct testing of key controls of the first and second lines of defense.

Required Skills :

Description of Engagement

The Minnesota Department of Information Technology Services (MNIT), partnering with the Minnesota Pollution Control Agency (MPCA), is seeking one (1) full-time staff augmentation resource to perform Quality Assurance Test Engineer duties for the Cumulative Impacts Data Application (CIDA) project.

  • The MPCA has begun work to implement a groundbreaking new law to remedy Minnesotans' disproportionate exposure to pollutants. Minn. Stat. § 116.065 defines environmental justice areas and requires the MPCA to conduct a rulemaking process to address the cumulative impacts of pollution during permitting processes (the Cumulative Impacts Rule).
  • For many neighborhoods and communities in Minnesota, decades-old permitting and zoning decisions by local, state, and federal governments have resulted in heavily polluting industrial and manufacturing facilities located near homes, schools, and parks.
  • As part of the new law, MPCA is required to develop criteria for requiring a cumulative impact analysis and its content, define a substantial adverse environmental and health impact, establish the structure of a community benefits agreement and process, and ensure permit applicants have access to social and environmental factors, including elevated rates of disease, poor access to health insurance and medical care, and food insecurity.
  • These criteria, standards, agreements, and processes are being developed through the State's rulemaking process.
  • MPCA has undertaken the CIDA project to develop a screening tool to address the analysis required for the Cumulative Impacts Rule.
  • The tool will also provide an approach for the MPCA to prioritize environmental justice areas in its grant and inspection work.
  • There are seven conceptual areas of rules that will be used in this tool.
  • The tool will be an interactive ESRI GIS web-based tool where users can access a diverse set of data and determine if communities are facing a set of stressors impacting their livability and public health outcomes.
  • The resource under this engagement will perform testing duties for the CIDA screening tool.
  • The resource will be responsible for reviewing project requirements, creating test plans, creating and executing test cases, reporting bugs, and running regression and UAT scenarios.
  • The resource will collaborate closely with the project team on bugs, functional changes, and overall project quality.

Sample Tasks

    • Create test plans.
    • Design, create, and execute test cases, test scripts, acceptance criteria, and scenarios for software testing.
    • Review requirements and participate in requirements review meetings.
    • Perform functional, regression, integration, UI, and other testing as needed.
    • Use Xray test management tool for creating test cases and tracking test results.
    • Use bug tracking software (Jira) to track and report problems.
    • Create bugs and lead bug triage meetings.
    • Collaborate with project team on bugs found during testing, functional changes, and overall project quality.
    • Produce test summary and reports.
    • Run through UAT scenarios prior to UAT and review UAT bugs reported by UAT testers.
    • Provide knowledge transfer to State staff.

Experience: Six (6) years of experience in Software testing, to include: designing, implementing, and conducting test and evaluation procedures. Automate software testing processes, and conduct software performance analysis. Conduct white-box testing, black-box testing, end-to-end testing, integration testing, and regression testing. QA documentation (test cases & scenarios, RTM) and bug documentation in ticket tracking system. Identify risks and constrains, contingency plans and test deliverables. Experience may be achieved simultaneously. Prior Navy related experience preferred.
