**Basic Job Requirements**

- Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal to twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

- Job related technical knowledge necessary to complete the job

Proven hands-on Industrial Relations (IR) experience in the United States. Interfaces with craft workforce, construction leadership, client and the general public. Maintain relationships with MARAD, USMMA, USCG, and other industry stakeholders to align SASH prevention efforts. Conduct audits, review reporting protocols, update training materials, and ensure timely correction of non-conformities. Oversee all grievance/complaint activity with the Department, reviewing content for consistent application of contract provisions and of policies and procedures. Independently investigate grievances/complaints to ensure validity of facts and circumstances relative to the alleged issues in dispute. Develop Departmental/Agency positions and prepares second-level grievance responses for the Commissioner's signature. Create and maintain a case file in anticipation of a potential arbitration - including facts, time lines, applicable decisions, opinions, historical practices, precedents, policy and procedures. Represent the Department with California Department of Human Resources (CalHR) counsel in pre-settlement conference and in formal hearings before the Public Employment Relations Board. Develop the Department's position in response to Unfair Labor Practice Charges.

Independently provide decisions and daily direction to Departmental supervisors and managers throughout the state relative to compliance with the provisions of the BU 1, 4, and 20 labor agreements. Conduct meet and discuss sessions with union labor representatives for the purpose of resolving grievances, arbitration or unfair labor practice charges. Respond to employee organizations regarding departmental positions and interpretations of labor agreement provisions requiring spontaneous decisions. Assist the other Labor Relations Specialists with BUs 2, 7, 9, 12, 13, 14, 15, and 16.

Represent the Department in BU 1, 4, and 20 negotiations. Formulate State/Department's bargaining demands and State/Department's counters to unions' proposals. Cost out and analyze impact of union proposals. Act as the Department resource to the State's representatives on other negotiating teams preparing proposals, justifications, and research for issues under negotiations.

Advise executive, managerial and supervisory personnel on the proper intent, interpretation, and application of the negotiated contract provision, and the terms and conditions of employment governing excluded employees.

Train managers and supervisors how to properly administer the provisions of the labor contracts and the Department's Labor Relations Program to avoid potential labor disputes. Consult with Departmental Divisions, sections and units directly impacted by the negotiated provisions in the labor agreements. Conduct management/union meetings, discussions and/or presentations. Conducts supervisory development program training for CalHR.

Meet with representatives of CalHR to ensure statewide consistency in contract provision application.

Review proposed policies and changes in working conditions to determine if there is any impact on employee rights covered under the labor agreement. Development and propose alternative policies or courses of action to be taken by the Department to maintain harmonious employer-employee relations.

Develop briefing books, when requested, for Commissioners' presentations to various unions.

Conduct analytical staff studies and surveys. Analyze and recommend decisions on applications not covered by Department policy or procedures. Provide legislative bill analysis with recommendations for impact on program and Departmental position. Develop and issue Labor Contract Interpretation Policy Memorandums applicable to the contracts covering represented employees of the Department.

Summary of Responsibilities

  • Provide support and guidance to managers of bargaining unit employees in interpretation of the Collective Bargaining Agreement.

Position Summary

The American Museum of Natural History is one of the world's preeminent scientific and cultural institutions, and has as its mission to discover, interpret and disseminate information about human cultures, the natural world and the universe through a wide-ranging program of scientific research, education and exhibition.

The Human Resources department is seeking a full-time Director, Labor Relations to join their team to support the Museum in administering employee and labor relations policies and collective bargaining agreements for multiple unions. The Director will guide managers and employees in labor relations matters, ensuring compliance with labor laws and handling grievances. The Director also oversees the Labor Relations Specialist in supporting the effective administration of collective bargaining agreements across the Museum.

Job duties include, but are not limited to:
  • Interpret contracts and agreements and labor relations orders dealing with wages, hours, working conditions and all other matters within the purview of the agreements.
  • Verify adherence to Museum policies and labor contracts by monitoring application of the contractual provisions as well as the Fair Labor Standards Act, Labor Management Relations Act and other federal, state and city legislation.
  • Oversee union-related compensation adjustments and support salary cost projections in coordination with the Budget and Finance Office.
  • Chair labor management meetings and work with the appropriate parties to resolve workplace matters.
  • Review collective bargaining agreements and contribute to contract negotiations. This includes analysis of bargaining issues and contract proposals.
  • Respond to issues and concerns employees bring forward and work with the appropriate parties to resolve concerns through an informal or formal process as needed.
  • Advise management in reviewing and settling grievances and coordinate grievance processes for review.
  • Track and maintain labor relations activities to identify problem areas and address through proactive solutions.
The expected salary range for the Director, Labor Relations is $150,000/annual - $65,000/annual. The AMNH offers an extensive benefits package designed to meet the needs of our dedicated and diverse community.

Pay will be determined based on several factors. The hiring range for the position at commencement is based on the type of work and the scope of responsibilities. The salary and placement offered is based on a number of individualized factors, including, but not limited to, skills, knowledge, training, education, credentials, areas of specialization and depth and scope of experience.

Minimum Qualifications
  • Bachelor's degree in labor relations, human resources management or another related field.
  • 10 years of professional human resources experience with at least five years of progressively responsible experience in labor relations, including negotiations and administration of labor relations matters.
  • Proven critical thinking and strong time management skills, with the ability to prioritize tasks effectively in a dynamic environment with attention to detail.
  • Excellent people skills, including active listening, approachability and ability to resolve conflicts constructively.
  • Demonstrated ability to build and maintain professional relationships while consistently applying principles of procedural fairness.
Preferred Qualifications
  • Knowledge of New York City collective bargaining agreements and New York City Office of Labor Relations Pay Order processing.
Physical Demands
  • Must be able to remain in a stationary position (sitting or standing) for prolonged periods.
  • Must be able to occasionally lift up to 20 pounds.
  • Must be able to move about the Museum campus.
