Health System Specialist

The Health System Specialist (Health Professions Education Specialist) is aligned under Health Profession Education (HPE) office within the Chief of Staff service, and is located at the Jesse Brown VA Medical Center, Chicago, IL 60612. The HPE Specialist supports the Designated Education Officer (DEO) and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.

Responsibilities:

Promotion Potential: The selectee may be promoted to the full performance level (GS-11) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

The incumbent serves as a Health Systems Specialist (Health Professions Education) (HPE) and supports the Designated Education Officer (DEO) and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility. The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and OAA's strategic plans.

- Responsible for the technical work required for HPE programs including affiliation agreements, trainee qualifications and credentials letter (TQCVL), program letters of agreement (PLAs), direct HPT/affiliate staff customer service, and the on- and off-boarding processes of HPTs.

- Review and validate HPT applications, qualifications, and appointment against OAA criteria before starting clinical rotations and performing patient care.

- Inform management with authoritative analyses, policy guidance, and opinions regarding HPT appointment and on- and off-boarding processes as it relates to HPE programs.

- Enhance the efficiency of processes and HPT training experience as it effects the reputation of VA and its ability to maintain and expand the clinical workforce of VA and the nation through recruitment and retention of highly qualified HPTs.

- Responsible for enacting process changes with OAA, affiliate staff, facility leadership, and clinical and administrative service lines by implementing SOPs, developing and administering training programs, and advising on HPE regulations.

- Provide complex coordination across clinical and administrative service lines at both facility and Veterans Services Integrated Network (VISN) levels.

- Synthesize and maintain data from diverse data systems and sources to cross check, validate, and present relevant information and reports.

Administrative Support: Independently functions to evaluate a complex mental health system to determine what functions and work processes require analysis, prioritizes numerous ongoing and proposed studies, and oversees multiple analyses simultaneously. Responsible for identifying Mental Health Service problems which involve new or revised policies or procedures and brings them to the attention of management for appropriate action, present controversial and critical observations, findings, and recommendations for substantial changes in customary operations, and coordinates development of management staff training programs being aware that the subject matter can be extremely sensitive and management may refuse to believe that ineffective methods have been followed in the past or that corrective action is necessary.

Budget Support: Compilation and analysis of cost and workload data for Mental Health Service; the analysis of resource allocation; and the evaluation of actual or potential impact of changes in Mental Health policies and procedures upon reimbursement under the Veterans Equitable Resource Allocation (VERA) System. Interact with services inside and outside the MH in order both to keep the MH Service apprised of new development in the VA methodology or resource allocation, cost distribution reporting, and workload tracking and to convey the input and provide assistance into the deliberations leading to changes in methodology. Performs other directly related duties as assigned.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to responsible analytical or administrative, budgetary, or clinical experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Summary

About the Position: This position is located within the intermediate organization between the Defense Health Agency Headquarters and selected Military Treatment Facilities across the United States, under the Defense Health Network West. Serves as Chief of Clinical Optimization, providing subject-matter expertise for hospital and ambulatory practice management to include access to care, template and referral management planning and programming for all DHN West facilities.

  • Serve as Chief, Clinical Optimization within the Healthcare Operations Directorate of the Network.
  • Directly support the 39 MTFs of the Network by providing guidance on optimizing health care delivery with clinical policy and medical management expertise.
  • Exercise technical oversight on medical management guidelines throughout the Network.
  • Consult with Office of The Surgeon General (OTSG); Navy Bureau of Medicine Surgery (BUMED), Air Force Medical Readiness Agency (AFMRA) and the Defense Health Agency (DHA) to identify the corporate direction for practice management in the DHN West.
  • Establish positive working relationships between the Director's office and key Internal, External or Federal partner agency representatives to achieve a cooperative whole of government medical capability development plan for the DHN West.
  • Comprehensive understanding of the relationships among manpower planning, distribution and assignment practices for all staffing requirements and personnel scheduling.
  • Perform expert-level senior medical strategic planning by reviewing and providing input into the overall healthcare delivery plan, known as the Performance Planning Process (PP) as the expert on practice management and provider productivity.
