**This Opportunity**
WSP is currently initiating a search for a Technical Director for our  **District of Columbia Br** **idge Inspection Group.**   This is a hybrid position, and you can be based out of our Washington D.C. and/or adjacent MD/VA offices. You will assist the Mid-Atlantic District's bridge inspection TEC Lead on a full-time basis with business development and winning bridge inspection and repair work for WMATA, DDOT and other transportation agencies. 
You will utilize your education, licensure, and relevant work experience to perform independently and complete evaluation of the condition, function and load carrying capacity of structures and their individual components.  These evaluations may form the basis of recommendations to facility owners for repair, rehabilitation, or replacement.
**Your Impact **
Plan, schedule, and perform WMATA, DDOT, etc. bridge inspections in accordance with the requirements of specific Bridge Owners, but in all cases, in compliance with the National Bridge Inspection Standards (NBIS) and the AASHTO Manual for Condition Evaluation of Bridges.
Liaison with client field/facility staff, lead/assist with communicating critical condition findings.
Direct other field team members.
Enforce safe operations in the field.
Create or assist with creating and/or reviewing all required inspection reports.
Ensure technical compliance with all applicable standards and specifications.
Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to
WSP's Code of Conduct and related policies and procedures.
Support the Mid-Atlantic District and National Bridge Inspection group in performing bridge, ancillary, culvert inspections in different jurisdictions as required.

**Who You Are**
**Required Qualifications**
Bachelor of Science in Civil Engineering from an ABET accredited institution.
10+ years of experience in bridge inspection (NBIS) with WMATA, DDOT and other transportation clients.
Project Manager/Team Leader in District of Columbia, MD, VA and other states as necessary. 
Extensive successful management of bridge inspection projects for WMATA and/or DDOT. 
Attendance of NHI Safety Inspection of In-Service Bridges course
Attendance of additional NHI courses (e.g., NSTM, LRFR and Scour related) 
Highly effective interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to an engineering and non-engineering audience.
Demonstrated high-level of self-leadership with attention to detail, multi-tasking, and prioritization of responsibilities in a dynamic work environment.
Works independently with minimal oversight and provides guidance and leadership to junior team or project members, with strict adherence to QA/QC.
Physically capable of performing continuous field work, including working at heights and in close quarters, climbing, carrying ladders and gear, working in adverse weather conditions, etc.
Excellent attention to detail and ability to think critically and solve problems.
Ability to work well in a team-oriented structure.
Valid, unrestricted driver's license.
Ability to supervise, train and direct the work of team members.
Cognizant of time and budget management.

+ Ensure that engineering discipline certifications, accreditations, and value proposition is developed and continuously improved.

Who You Are
**Required Qualifications**
+ Bachelor's Degree in Structural or Civil Engineering, or closely related discipline.
+ 12+ years of relevant post education experience in engineering, structural/civil and infrastructure design.
+ Engineer license required (multi-state preferred).
+ Advanced proficiency with structural engineering principles, practices, process, design/build, standard of care, and the application to permitting and project work-related issues.
+ Advanced proficiency with building and infrastructure design.
+ Strong working knowledge of relevant structural and civil construction laws, codes, regulations, compliance practices, and record-keeping requirements, and the business impact upon the organization.
+ Advanced proficiency with making technical computations and calculations involving the application of engineering principles, understanding plans and specifications and making factual comparisons to the appropriate regulations.
+ Works independently and provides guidance and leadership to mid-level to senior level team or project members, with strict adherence to QA/QC.

Education and Experience

The Automated Inspection and Measurement group is responsible for fundamental technology development, application investigations, system integration and deployment, and long-term support across many 3M divisions in the areas of automated inspection, measurement, machine vision, automation, and process data systems. + Design and develop automated inspection systems using expertise areas such as optics, image processing, and AI
+ Implement and support automated inspection systems in a manufacturing environment, including travel to manufacturing locations and on-call support of systems
+ Technology development for custom inspection and measurement applications with particular emphasis on opto-mechanical systems, machine vision, and automation
+ Analyze current inspection processes and develop plans to improve detection accuracy, stability, and actionable response

**Your Skills and Expertise**
To set you up for success in this role from day one, 3M requires (at a minimum) the following qualifications:
+ Bachelor's degree or higher in Engineering, Physics, or science field (completed and verified prior to start)
OR
+ High School Diploma (completed and verified prior to start) and Three (3) years of experience in an engineering, manufacturing, or production environment (private, public, government, or military)
Additional qualifications that could help you succeed even further in this role include:
+ Possess expertise equivalent to that which would be obtained in a master's degree or higher in Electrical Engineering, Mechanical Engineering, Computer Science, Physics, or related field
+ Experience in process engineering within a manufacturing or industrial setting
+ Three (3) years of professional experience implementing automated inspection or machine vision systems
+ Experience with 3M custom machine vision platforms
+ Experience with Cognex machine vision platforms
+ Experience with Zebra machine vision platforms

Your Key Responsibilities - Perform the duties of a NTIS qualified team leader in the field - Assist in the management and coordination of tunnel inspection teams - Ensure tunnel inspection schedules are being met as required - Plan, manage, coordinate, and execute inspection of tunnel assets in the field - Perform structural and geologic evaluation and mapping of tunnel liner and other critical elements - Understand and assign correct element level condition states of tunnel all elements per the SNBI - Lead the development of elemental condition assessments and technical reporting - Interface with tunnel clients and owners including presentation of inspection findings - Work independently in addressing complex tasks in a time-sensitive environment " Your Capabilities and Credentials - Thorough understanding of National Tunnel Inspection Standards (NTIS) and the National Bridge Inspection Standards (NBIS) all supporting documentation and practices - Supervise professional staff including technicians, engineers, inspectors, and other personnel as assigned - Ability to serve as a qualifying team leader for tunnel inspections per NTIS and lead teams in the field - Ability to lead and participate in the development of thorough technical reports - Ability to assist in evaluating geologic conditions and mapping per industry standards - Excellent writing, organizational, analytical, time management, and interpersonal skills - Ability to participate and collaborate in project team setting, engage in creative and critical thought, and effectively communicate ideas, design issues, and solutions to clients - Ability to create and interpret sketches, drawings, reports, and evaluations - Ability to travel (up to 40%) and work in the field - Ability to work in confined spaces, operate and work in mobile elevated work platforms, work at elevation up to 11,000', and be on your feet for full shifts Education and Experience - Bachelor's degree in Civil, Structural, or Geotechnical Engineering, Master's degree or higher a plus - Licensed as Professional Engineer and/or Professional Geologist in the State of Colorado or ability to obtain Colorado Licensure within 6-months - 5-10 years Minimum of applicable tunnel and bridge inspection and/or design experience - Successful completion of required FHWA-NHI courses to qualify as certified NTIS/NBIS team leader Typical office environment working with computers and remaining sedentary for long periods of time.
