Contribute to City-wide learning strategy by designing and delivering learning programs focusing on front-line leaders and individual contributors; partner with Business Partner Solutions to administer and enhance the City's performance management process; and participate in other HR initiatives that support employee performance, i.e. employee engagement and recognition.

Job Duties And Responsibilities
- Manage and coordinate learning and development activities intended for managers, supervisors and individual contributors
- Ensure training materials comply with Federal and State laws and regulations, and other standards including reporting requirements.
- Perform research and collect and analyze information, and make decisions and recommendations related to learning and development, including work on policies and strategy, and program development.
- Handle communication responsibilities as assigned within learning and development and performance management, answer inquiries, make presentations, attend meetings, clarify information, etc.
- Design and conduct formal and informal needs assessments to identify learning and development needs in the City
- Using sound analysis and adult learning principles, design and develop classroom- and non-classroom-based learning programs and materials.
- Design approaches to evaluate program success.
- Consult, collaborate with and advise leaders across the City on leadership and skill training, employee recognition and performance management and improvement, customized learning programs and teambuilding services to meet their department needs.
- Develop communication, marketing and publicity to promote program attendance.
- Apply change management and process improvement principles to learning implementation.
- Use authoring tools to develop online training.
- Advise and coordinate other city staff who have specific expertise to serve as instructors in learning programs.
- Advise and guide the refinement of performance management processes, policies and forms.
- Develop and deliver communication materials, instructional materials and web content related to PerformMinneapolis.
- Support City-wide employee engagement and recognition initiatives.
- Respond to technical questions regarding Halogen and to a lesser extent COMET LMS.

Required Qualifications
Minimum Education:
Bachelor's Degree in Liberal Arts, Business, Human Resources, Education or related field.
Minimum Experience
Three years of job related experience, to include designing and delivering soft skills training, working with an enterprise-wide performance management system and engaging employees at all levels of the organization.
Equivalency
An equivalent combination of education and highly related experience in a similar environment may be considered.
Preferred Qualifications
Supervisory experience. Ability to author e-learning and produce other forms of online learning, such as videos.
Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
