Job Description
The International HR Specialist acts as the primary facilitator for PASA for inbound expat assignments, visa processes for local hires in the U.S., and provides support for outbound expat processes in partnership with outside counsel, internal partners, and external vendors. The position provides specialized administrative and advisory guidance in accordance with applicable regulations, company policies and procedures, while ensuring a smooth and positive employee experience throughout.
**Responsibilities**
**A DAY IN THE LIFE:**
+ Partners closely with outside counsel on all immigration cases to ensure full compliance with immigration laws and manages day-to-day work with outside counsel.
+ In consultation with outside counsel, advises on daily immigration operations to affected parties, proactively assesses and plans for regulatory changes that may impact international assignments and/or visa-dependent employees.
+ Oversees aspects of visa and immigration services, including the review and analysis of information; obtaining documentation for work permits from home country and host country HR teams; and reviewing documentation drafted for submission by outside counsel.
+ Facilitates the inbound and outbound expat assignment processes by partnering with relevant PASA and affiliate company departments, and external vendors or advisors.
+ Inputs and maintains accurate data in PAS and supplier systems and files as required (HRIS, Immigration Counsel, Payroll, etc.).
+ Monitors PASA Immigration inbox for questions from employees and leaders and provides assistance, or escalates through proper channels as needed to resolve.
+ Initiates and responds to inquiries about U.S. immigration case status by working closely with employees, their managers, and HRBPs regarding inbound, outbound or local hires, including recommendations on case management strategies such as displacement or transfer.
+ Manages invoicing process for immigration related expenses.
+ Assesses and recommends improvements related to the inbound and outbound expat processes with aim to drive efficiency, improved understanding, and ease of use (e.g., Approvals, Onboarding, Relocation, Repatriation, etc.).
+ Supports the income tax processes for employees on international assignment by helping coordinate communications from the tax advisor to the employees, and gathering and submitting data in a timely manner.
+ Participates in the gathering of relevant materials to support the yearly review of allowances for employees on inbound or outbound expat assignment.
+ Supports the compiling and sharing of local resources for employees on inbound or outbound expat assignment (e.g., local banks, schools, cultural orientation materials).
+ Facilitates the full cycle immigration process in conjunction with outside immigration counsel; including non-immigrant (e.g., H-1B, TN, and L-1 visas) and immigration petitions (permanent residence sponsorship) as it relates to new hires, extensions, amendments, transfers, and terminations.
+ Coordinates with HRBP and supplier for Prevailing Wage submissions and posting notices required for U.S. work permits.
+ Maintains immigration and employee records to ensure accurate and timely information/documentation and compliance with legal requirements, including maintenance of U.S. Public Access Files and coordination with outside attorneys on their requirements to support filings/amendments.
+ Partners with home country HR and local HR and management to oversee the end-to-end processes for employees on assignment in the U.S. from assignment initiation to repatriation, including visas/work permits, income tax, internal approval processes, and other company or statutory requirements.
+ Manages the I-9 verification and re-verification process.
+ Manages monthly process to obtain, validate, and prepare new headcount and pay data for use by appropriate stakeholders (payroll team, finance, etc.)
+ Supports the ongoing payroll processes by gathering and providing the relevant information to the PASA payroll team and the tax advisor.
+ Coordinates with external partners for employee income tax processes and facilitates the collection and submittal of data as required.
+ Supports the HRBP team with international relocations and works with suppliers, host country and home country HR, local management, tax advisors, payroll, compensation, and benefits teams to ensure a smooth relocation process to and from the country of assignment.
**MUST-HAVES:**
+ Bachelor's degree in Human Resources, International Business, or a related field; or equivalent combination of education and experience required.
+ Japanese language (reading/writing/speaking/translation) required; additional language skills a plus.
+ Minimum of 2+ years in U.S. Immigration / Global Mobility experience preferred, including inbound and/or outbound expat program support.
+ Workday or similar HRIS system knowledge preferred.
+ Advanced proficiency in Microsoft Office Suites (Word, Excel, PowerPoint, Outlook); ability to create reports, presentations, and data analyses.
+ Possess a strong work ethic for working with and maintaining confidential information.
+ Proven ability to manage sensitive and confidential information with a high degree of professionalism and discretion.

Primary accountabilities and duties include the following. Other duties may be assigned.

EDUCATION & EXPERIENCE
