KPMG is currently seeking a Manager to join our Global Mobility Services (GMS) practice.
Responsibilities:
- Manage client expectations and delivery of services to expatriate employees of corporate clients
- Develop and maintain relationships with clients
- Create and review tax equalization and international assignment policies
- Review tax returns and equalizations of expatriate employees
- Mentor and coach staff
- Manage resource allocation, workflow, and resource utilization
- Minimum five years of recent expatriate or individual tax experience
- Bachelor's degree from an accredited college/university
- Licensed CPA, JD/LLM, or Enrolled Agent, in addition to others on KPMG's approved credential listing; any individual who does not possess at least one of the approved designations/credentials when their employment commences, has one year from their date of hire to obtain at least one of the approved designations/credentials; should you like to see the complete list of currently approved designations/credentials for the hiring practice/service line, your recruiter can provide you with that list
- Prior work experience at an accounting firm

**Job Duties and Responsibilities**
The Global Mobility Program Lead is responsible for the successful execution of immigration policy and programs in partnership with our immigration legal team. The Program Manager provides support and consultation to the enterprise on immigration matters and analyzes the impact of planned or enacted legislation to the company and its operations. The successful candidate will be key to navigating a changing immigration landscape by assuring the program runs smoothly and maintaining compliance with government regulations - all the while delivering a premium candidate/employee experience.
**Key Responsibilities:**
+ Immigration Program Ownership
+ Lead global immigration strategy, policy development, and execution across multiple lines of business
+ Manage visa processes for new hires, transfers, and dependents, including H-1B, L-1, O-1, TN, green cards, and local work permits alongside internal legal counsel
+ Serve as primary liaison between employees, internal stakeholders, and internal/external immigration counsel
+ Proactively identifies areas of risk or opportunity including process improvement and training needs
+ Compliance
+ Advise HR, TA, and business leaders on immigration timelines, risks, and options for candidate offers and internal mobility
+ Ensure compliance and oversee audits for all relevant immigration laws and government reporting (e.g., LCA postings, PERM recruitment process, SEVIS, I-9, AOR)
+ Stay up to date on immigration policy changes and proactively assess impact to the business
+ Process Optimization & Employee Experience
+ Develop and refine immigration-related workflows, templates, and knowledge tools for employees and HR teams
+ Own employee and hiring manager communication and education on immigration process, rights, and responsibilities
+ Track and report key immigration metrics (volume, processing times, approvals, escalations, etc.)
**Skills, Experience and Requirements**
**Education and Experience:**
+ Bachelor's Degree or higher strongly preferred
+ 7+ years Immigration related experience
+ 7+ years Program Management and/or managerial experience preferred
**Skills and Qualifications:**
+ Demonstrated experience leading projects and identifying process improvements

Lockton is expanding its global mobility program to support the increasing number of U.S.-based associates taking on international assignments. We are seeking a U.S. tax professional with 6-10 years of experience in advising companies and employees on issues relevant to assignments and relocations into or out of the US, is including tax issues relevant to expatriate status, US employment tax issues, tax reporting and compliance, permanent establishment review and recommendations as to structure, process and policies.
This is a newly formed position within Lockton and the associate will be instrumental in partnering with our UK based global mobility tax expert, and global HR teams to create and refine our current program to ensure compliance with relevant tax laws, manage tax risk for the company and our employees and avoid unnecessary complexity for our participating employees.
In addition, we would like the candidate to have experience with US payroll tax matters, to serve as technical expert/resource for our US payroll tax teams. The ideal candidate would be able to address technical tax issues relating to state-to-state transfers, withholding tax requirements, tax reporting and compliance, and tax implications from payments of deferred compensation.
Key Responsibilities
- Serve as the primary U.S. tax advisor for Locktons global mobility and domestic relocation programs and collaborate effectively with our HR teams and our International global mobility tax lead based out of the UK.
- Provide guidance on tax equalization, employment taxes, social security coordination and required tax reporting and compliance.
- Advise on tax nexus and permanent establishment risks to protect Locktons legal entities and owners.
- Support U.S. payroll tax compliance and deferred compensation reviews in coordination with internal payroll and legal teams.
- Manage relationships with external tax advisors, ensuring efficient and cost-effective service delivery.
- Develop internal policies and procedures for international and interstate assignments, including documentation and training for HR and business units.
- Monitor legislative developments and assess their impact on Locktons mobile workforce.
- Ability to translate complex tax issues into practical guidance for internal stakeholders.
- Experience supporting or advising on global mobility programs.
- Ability to work across Locktons structure and coordinate with global offices and partners.
- Strong oral and written communication capabilities will be crucial as this role will involve a heavy dose of cross-functional projects and require collaboration across different countries and cultures.
- Bachelors degree in Accounting, Finance, or related field; CPP, CPA or JD/LLM preferred.
- 610 years of experience in U.S. international tax as it relates to cross-border work assignments, and expatriate and employment tax issues.
- Experience assisting U.S. employees transferring between states, including understanding of state residency rules, withholding requirements, and payroll tax implications.
- Familiarity with technical payroll tax issues and tax considerations related to deferred compensation plans is a strong plus.
- Strong knowledge of IRS rules for international assignments, including Section 911, foreign tax credits as it relates to individuals, tax treaty qualification and totalization agreements.
- Excellent communication and project management skills.
- Proficiency with Microsoft Excel and familiarity with tools like Alteryx, Power BI, or Power Query is a plus.
