Under the general supervision of the Director of the Student Health Center, the Psychiatrist performs assigned medical psychiatric treatment to CSUSB students.

Major duties and responsibilities

  • Under the general direction of the Student Health Center Executive Director, the Psychiatrist will participate on the interdisciplinary team, working in collaboration with Health Care Providers, Counselors, and Counseling & Psychological Services Director among others, in providing direct therapeutic services in the form of diagnostic assessments and medication/somatic treatment for individuals at the SB and PD campuses, as well as provide advising and making recommendations of a students overall treatment plan.
  • The incumbent will prescribe and/or develop medications, treatments, or psychological therapies for client treatments or therapies. The incumbent will examine clients/patients to assess general physical condition, advise patients on effects of health conditions or treatments, and explain treatments or therapies to clients.
  • The incumbent will act as a medical consultant to aid Health Care Providers and Counselors, as well as consult with campus stakeholders regarding student CARE and crisis intervention cases at both the SB & PD campuses, while adhering to confidentiality guidelines.
  • Work in collaboration with other clinicians, the incumbent will develop, maintain, and monitor a clinical case management system to provide continuity of care and follow-up for higher-need clients, including the preparation of official health documents or records and/or reports summarizing patient diagnostic or care activities.
  • The incumbent will develop and maintain a database of referral resources and services in surrounding communities.
  • The incumbent will be responsible for maintaining client records in accordance with established policies and procedures, adhering to federal, state, and CSU policies.
  • The incumbent will collect medical information from patients or other medical professionals and record patient medical histories.
  • The incumbent will initiate and develop on-going liaison relationships with community health providers, services, hospitals, and other resources.

Minimum Qualifications: Required Education and Experience

  • Graduation from an accredited school of medicine is required.
  • Residency: Completion of a residency in psychiatry approved by the Accreditation Council for Graduate Medical Education.
  • A copy of the certificate of completion of residency.
  • A letter of verification from their residency program which verifies the anticipated date of completion.
  • Experience within a public or private behavioral health or healthcare organization.
  • Possession of a valid Physician's and Surgeon's certificate issued by the Medical Board of California, or the Osteopathic Medical Board of California is required.
  • Certification: Possession of a valid Drug Enforcement Administration (DEA) certificate is required.

Required Qualifications

  • Knowledge of principles, methods, and procedures for diagnosis, treatment, and rehabilitation of physical and mental dysfunctions.
  • Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological research methods; and the assessment and treatment of behavioral and affective disorders.
  • Knowledge of the information and techniques needed to diagnose and treat mental dysfunctions, including the symptoms, treatment alternatives, drug properties and interactions, and preventive health care measures.
  • Effective and clear oral and written communications.
  • Demonstrated experience and ability to the use of logic and reasoning and consideration of relative cost and benefits of potential actions to select the most appropriate course of treatment or rehabilitation.

Preferred Qualifications

  • The incumbent should possess excellent communication skills and have experience working collaboratively within a multidisciplinary treatment team, and experience developing strong relationships with community providers.

Compensation and Benefits:

Anticipated Hiring Range: 13,732 - $26,726 per month.

Classification Salary Range: $3,732 - 26,726 per month.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 14 paid holidays a year. Youth Enhanced Care Management (ECM)
The Youth Enhanced Care Management (ECM) supervisor will provide administrative supervision to teams in the Western, Mid-County & Desert Regions. This position will be responsible for building and sustaining new Youth ECM teams in each region and providing ongoing oversight of all aspects of the program. The ECM teams provide high quality behavioral health services to meet the unique needs of families and provide them the autonomy to manage their own health and wellness. These teams are responsible for the coordination of care of our most vulnerable youth in Riverside County who fall under ECM Youth populations of focus. This position will work with multidisciplinary teams comprised of a Licensed Vocational Nurse, Parent Partner, Social Services Practitioner & Behavioral Health Specialist-III (Substance Abuse Counselor) including those with lived experience on each team. The ECM teams will work with youth from the ages of 0 to 20 and their families. Supervisor will work closely with other Departments including DPSS, RUHS CHC, Public Health, and Managed Care Plans. The Youth ECM Supervisor will report to the Desert Children's Administrator who is located in Indio; however, the physical location of supervisor is negotiable since supervisor will have teams located through Riverside County. This position will require field work therefore a California Driver's License will be required. This position will work a 9/80 schedule from 8:00 am and 5:30 pm.

  • Have a minimum of two years post-licensure experience
  • Have strong computer and organizational skills

Make or review decisions on difficult consumer assessment and casework matters.

Work with other public, private, and community organizations providing health and human services to mentally and emotionally disabled individuals to gain and ensure cooperation in order to achieve program goals; participate in behavioral health conferences and local area committees; may participate in regional or countywide community needs assessment and program planning development and evaluation activities.

Assist in preparing annual budget requirements and monitor expenditures to ensure unit is within funding provisions; prepare reports and correspondence regarding workload statistics, casework and unit methods, and procedures. Experience: Two years of post-license professional experience in a psychiatric or behavioral health setting providing direct client services which must have included: client assessment and evaluation, development and implementation of appropriate treatment plans, providing psychotherapy or behavioral health counseling, and providing indirect services involving information, consultation, and educational services to staff and community.

License: Possession of a valid license to practice as a Licensed Clinical Social Worker, Licensed Professional Clinical Counselor, or Licensed Marriage and Family Therapist issued by the California State Board of Behavioral Science Examiners.

Candidates recruited from out-of-state must possess an out-of-state license to practice in one of the above stated options. Individuals hired under this option shall obtain their license to practice issued by the California Board of Behavioral Sciences within three years of date of hire. During the interim three years, the incumbent shall be eligible for a Mental Health Professional Licensing Waiver Request approved by the State of California Health and Human Services Agency.

Candidates qualifying with the Licensed Professional Clinical Counselor option must have completed additional education and training as defined below:

1) Six semester units or nine quarter units specifically focused on the theory and application of marriage and family therapy, OR a named specialization or emphasis area on the qualifying degree in marriage and family therapy, marital and family therapy, marriage, family, and child counseling, or couple and family therapy;

  • Screens and monitors management of chronic conditions, symptomatic and well patients.
  • Provides case management for hospital-admitted patients and arranges referrals to specialists.
  • Prepares reports and documents medical records as required by the department, clinics, and regulatory agencies.
  • Supervises nurses and assistants, and may serve as preceptor for team members developing in expanded roles (Physician Assistant and Nurse Practitioner).
  • Provides consultative services for complex diagnostic or therapeutic problems as requested.
  • Participates in interdisciplinary team care planning.
  • Documents patient encounters thoroughly and in a timely manner.
  • Maintains and updates departmental policies, procedures, and quality standards.
  • Engages in ongoing professional development through educational programs, meetings, and workshops.
  • Attends meetings and participates in committees as required.
  • Performs additional duties as assigned.
Additional Duties
  • Supports the implementation of the patient-centered medical home model, emphasizing patient-centered, comprehensive, accessible, safe, coordinated, and system-based care.
  • Adheres to policies and standards, and maintains professional growth.
  • Participates in quality improvement activities and committee work.
Job Requirements
  • Completion of clinical training.
  • Good oral and written communication skills.
Education & Certifications
  • Graduate from an accredited medical school.
  • Current CA MD/DO license, DEA registration, CPR certification, and Board Certification.
Skills & Knowledge
  • Preferred skills include skin biopsy, excision of skin lesions, suturing, and casting.
  • Must obtain hospital privileges at local facilities.
Working Conditions
  • Prolonged standing and walking.
  • Frequent sitting.
  • Work in outpatient clinics with moderate noise and controlled temperatures.
