Position Title Labor Affairs Specialist
GENERAL PURPOSE OF POSITION
Provide strategic and tactical HD solutions and support in functional areas of Human Development. The Labor Affairs Specialist will focus on employee and labor relations. Must take a hands-on approach and be comfortable with all levels of employees.
ESSENTIAL FUNCTIONS OF THE POSITION
Maintain and foster productive working relations with the UAW as well as salaried and hourly employees:
Lead Collective Bargaining Agreement and Collective Bargaining
Develop and implement policies to ensure consistent treatment for employees
Coordinate initiatives to encourage employee feedback and engagement
Engage in problem solving activities to improve HD processes
Train management and provide support in the interpretation of company and plant policies as well as the Collective Bargaining Agreement
Investigate and resolve employee issues
Manages the administration of local labor contracts; provides interpretation to Coordinators and HD teams.
Leads the process for review and resolution of employee grievances in the facility.
Advises coordinators and collaborators on sensitive labor and employee relations matters, perform grievance and arbitration procedures, follow up performance issues and disciplinary actions.
Manage turnover and absenteeism analytics and insights and an action plan to keep them under control in the facility, providing labor stability to the operation.
Assists managers in identifying employee relations issues and determining appropriate course of action.
Stay abreast in the current knowledge of employee and labor relations trends, legal decisions, and statutory changes.
Conducts research necessary to support contract negotiations and employee relations. Partner with labor regional in the negotiation strategies to develop bargaining goals and negotiate contracts consistent with Metalsa's mission, values and goals.
Monitor and stay abreast of employment and employee relations trends and practices. Advise management on emerging HD and Labor trends and partner with the local leadership team to support the plant strategic direction.
Manages the local employee relations team to provide guidance to management staff by contract interpretation, investigation and advice on a full range of employee relations matters including informal and formal grievances, development of performance management plans, disciplinary issues, employee assistance referrals, and reduction in force issues.
Aligns with regional labor to implement rightsizing, downsizing or any other action required to adjust the size of the company, also leads special reduction in workforce processes to avoid risk and infiltrations. All termination process should be validated and approved by the global labor CoE.
Leads on-going communication and working relationships with UAW local representatives.
Provides information, advice and assistance to HD local team and plant coordinator regarding application of statutes, regulations, contracts and employee relations practices relating to their functional areas.
Leads the union avoidance strategy in union free facilities implementing the appropriate training and avoidance actions
Create and maintain high level relation with local government, chambers, union leaders and other bodies looking for the best interest of Metalsa and his employees.
Partner with talent acquisition to filter and minimize labor risk due to undesired infiltrations.
Audit policies and labor contracts to align them with local laws and regulations
Perform activities to improve the labor environment and employee's engagement.
Perform transparency line or any other source investigations ensuring that each is properly conducted, documented and resolved including any necessary follow up till closure.
Administer FMLA and medical leaves:
Ensure that Federal guidelines are being met for the administration of FMLA
Track FMLA and medical leaves. Ensure that documentation provided is sufficient to approve leaves
Payroll administration:
Verify payroll entries and changes
Check for accuracy and report any discrepancies to payroll administrator
Maintain and distribute, as appropriate:
Current employee information (personnel files)
Policy and procedure manuals
KPI and other tracking reports; including Kronos attendance
Administers EEO and Affirmative Action programs/policies
Conducts employee accessions and related new hire training. Manage, track and trend hiring, termination and turnover data.
Participates or leads disciplinary hearings. Ensures that employees are treated in a fair and equitable manner.
Active involvement with internal customers to ensure questions and concerns are being addressed in a timely manner

ACADEMICS AND EXPERIENCE CRITERIA
PHR or SHRM CP Certification preferred
Bachelor's Degree in HR or HR related field and minimum of 3-5 years in HR manufacturing field required or 5-10 years of HR experience in a manufacturing setting
FMLA and Medical Leave Administration Experience required
Knowledge of State and Federal laws required

3-5 years of HR experience in a unionized manufacturing setting preferred

Responsibilities:
- Under the supervision of VP of Labor Relations and other Senior Labor Relations associates, reviews contracts and prepares initial summaries and surveys of contract provisions and other related research and substantive work.
- Manages Labor Relations team files and contracts, including data entry required to support automated summaries.
- Provide bargaining support for contract negotiations, including costing work, attending bargaining as needed, and preparation of proposals and draft agreements.
- Support company Grievance and Arbitration case management system, including coordination monthly to confirm data is current and preparing reports for leadership.
- Schedules meetings and makes meeting arrangements.
- Participate in projects on behalf of the LR team and coordinate activities across departments and follow up to ensure that requests are carried out.
- Compiles information and data from various sources for specific departmental reports, and creates reports, graphs, and data comparisons.
- Manages inbound and outbound correspondence and responds to inquiries that require specialized knowledge of the function to respond.
- Identifies documents, owners, and businesses in response to union information requests; drafts and submits responses as required

Job Functions & Responsibilities
- First point of contact for employees regarding all HR issues and advise management in appropriate resolution of employee relations issues.
- Work closely with Labor Relations Leadership and HR Business Partner/HR Site Lead on escalated employee relations matters.
- Partner with management to recruit, interview, and select employees to fill vacant positions. Support recruitment efforts by posting roles, scheduling interviews, and processing applications and background checks. Assist candidates with their job applications and field general inquiries.
- Advise managers on interviewing practices, hiring, terminations, promotions, performance reviews, and other related human resource issues.
- Prepare offer letters, additional employee related documentation and ensures that employee information is updated in SAP correctly in a timely manner.
- Conduct new hire orientation and onboarding of new employees.
- Performs routine tasks required to administer and execute human resource programs including but not limited to benefits, leaves; workers compensation claims, disciplinary matters; disputes and investigations; performance management; productivity, and recognition.
- Contribute to a positive, collaborative work environment
- Ensure legal compliance with relation to HR. This includes any reporting that is required.
- Update and process employee changes through our HRIS system.
- Coordinate internal meetings, employee events, and special projects.
Skills
- Ability to learn the IBEW contract and Labor protocol.
- Ability to work with both IBEW and salaried employees on a daily basis and to maintain confidential information and files.
- Ability to learn the various medical plans (both salaried and IBEW) and supplemental plans offered to employees.
- Must maintain confidentiality and approach all matters with professionalism.
- Flexibility in the prioritization of a continually changing workload.

Work Environment

Our law firm also represents public employee unions and labor associations in collective bargaining contract negotiations and other labor relations matters.
Typical Tasks:
- Serve as Chief Negotiator or Advisor of a negotiating committee;

- Draft and manage Labor Relations-specific documents, including Notices of Investigation, Out-of-Service Letters, Rescheduling Letters, and Waivers.
- Provide leadership and training on Labor Relations policies and practices.
- Maintain and audit databases for discipline, grievance, and arbitration records to ensure accuracy and completeness.
- Monitor workplace conditions to ensure compliance with legal standards.
- Respond to record and document requests from stakeholders in a timely and accurate manner.
- Create reports and presentation materials as required for various stakeholders.
Key Accountabilities
- Lead investigations, interpret policies, analyze trends, and monitor regulatory changes in collaboration with stakeholders.
- Investigate and document union grievances and contractual issues, following established grievance procedures.
- Conduct disciplinary investigations, draft charge letters, negotiate settlements, and serve as a Charging Officer in hearings as needed.
- Collaborate with stakeholders and the Labor Relations team on policy development and review.
- Assist in the timely gathering, preparation, and maintenance of records/documents required in the administration of CBAs, including discipline, grievances, and arbitration processes.
- Support Massachusetts Commission Against Discrimination (MCAD) processes by preparing required records.
- Provide regular updates to Labor Relations managers regarding deadlines and meetings.
- Act as a liaison between field management and the Labor Relations team.
- Assist in developing and presenting Labor Relations training programs.
- Maintain accurate employee records and documentation.
- Prepare and maintain meeting minutes and other administrative correspondence.
- Participate in performance evaluation processes.
- Complete additional administrative duties as assigned.
- Drug and alcohol screening: Employment contingent upon passing pre-employment drug and alcohol screen. Also, contingent upon receiving a favorable background check. Must pass a physical examination.

ABOUT THE ROLE
The Labor Relations Specialist is essential to the labor relations function, assisting the Director of Labor Relations and HR team in negotiations and implementing contract changes. This role acts as a key coordinator between labor, payroll, and HR teams to foster proactive labor management.
WHAT YOU'LL ACCOMPLISH
- Support collective bargaining negotiations by analyzing key factors like bargaining unit demographics, job classifications, wage structures, and benefit costs.
- Develop cost models and comparative analyses that reflect local economic conditions. Collaborate with payroll to execute updated wages and benefit contributions, ensuring data accuracy post-contract ratification.
- Maintain precise records of union wage rates, dues, and fund contributions in payroll systems.
- Assist with audits that involve wage, benefit, and dues compliance, providing necessary documentation and data.
- Manage a centralized database of all collective bargaining agreements, tracking expiration dates, notice timelines, and important provisions.
- Oversee a systematic grievance and arbitration tracking log to ensure organized documentation from filing to resolution.
- Send timely notices to unions as mandated by each agreement.
WHAT WE'RE LOOKING FOR
Education: Bachelor's degree
Preferred Field of Study: Human Resources, Labor Relations, Business, or a related field.
Required Work Experience: 2+ years in HR or payroll coordination roles. Previous experience in a labor environment is preferred.
Technical Skills: Proficient in Microsoft Office Suite, particularly Word, Excel, and PowerPoint.
Additional Requirements:
- Strong analytical skills, with experience in wage modeling or payroll systems.
- Exceptional organizational skills and keen attention to detail.
- Ability to handle confidential information with integrity.
- Familiarity with union settings, collective bargaining agreements, and labor laws is advantageous.
- Adherence to all safety protocols and the proper use of Amrize-approved Personal Protection Equipment (PPE) is essential.

Under general direction of the Labor Relations Director for Employee and Labor Relations (ELR), provide labor relations support to management by representing UC Davis in grievances, arbitration, administrative hearings, labor actions, bargaining and meet and discuss/confer sessions. Respond to demonstrations, advise managers and supervisors on employment and labor issues, and conduct training. Assure consistent application of collective bargaining agreements and agreed upon labor relations philosophy to assigned contractual and non-exclusively represented units.

- J.D. or pending J.D. (employment or labor law background preferred) or equivalent work experience.
- Experience practicing law in a trial setting, representing clients at administrative hearings or skills acting as management advocate in grievances, arbitration, unfair labor practice charges, and meet and discuss/consult sessions, including preparing witnesses, examination and cross-examination, and oral opening, closing, and motions
- Demonstrated knowledge of the Higher Education Employer-Employee Relations Act (HEERA) or other public sector labor laws, including: scope of bargaining, contract compliance, standards of unilateral changes, union notice requirements, and public sector labor union behavior. This includes knowledge of the Information Practices Act, Public Records Act or HEERA requirements for information release, including release of personnel type records, creation of data for bargaining.
- Knowledge of Public Employment Relations Board (PERB) administrative procedures for unfair labor practice charges, unit modifications, and unit requests for recognition.
- Advanced operational knowledge of labor and employment laws, including other public sector labor laws, National Labor Relations Act, Labor Code, Fair Labor Standards Act, etc., including recent developments and practices, applicability to the public sector, desirability to implement through contracts, and probable impact on arbitration decisions.
- Skills writing clear, concise, analytical, legally correct, accurate and persuasive briefs; appeals, motions, settlement agreements, and management positions.
- Experience working in the healthcare/and or higher education industry and using University applications.
- Knowledge of UCD Staff Personnel Policies (PSS & MSP) and existing union contracts including thorough knowledge of the various grievance processes and the standards for decision making in each process.
- Skills functioning in a demanding environment to resolve conflict/confrontation situations among emotionally distressed and frequently uncooperative parties and working effectively and sensitively with individuals from diverse cultural backgrounds and perspectives to build mutual respect, fairness, and equity.
- Skills analyzing labor relations information, data, problems, practices, or procedures to define problems and objectives, consider alternative solutions and consequences, and propose solutions. This requires analytical, problem solving, and communication skills.
